Comment se font les administrations : analyser des activités administratives constituantes

Between studies in historical sociology on changes in public administrations and microsociological analyses of the ordinary work done by civil servants, an intermediate perspective is advocated, one centered on “constituent administrative activities”. Following a panorama of the varied researches on public administrations, the proposal is made to focus on the arrangements that shape administrations and form their essential operations. Recruitment, personnel evaluation, the division of labor, the restructuring of hierarchies and the activities of keeping written records and statistics (writing and counting) should be the subjects of study. When placed in their historical and social contexts, they help us better understand how public administrations last and change. Discussing the scale of analysis and making comparisons over time and in space, this article presents the other contributions to this special issue. Less linear approaches are suggested for analyzing the historical processes of the “bureaucratization” and “managerialization” of administrative systems.

有宋一朝,共行明堂大礼48次(北宋17次,南宋31次),嘉祐七年(1042年)三岁一亲郊制度形成完善、固定的制度后,共举行明堂大礼47次(北宋16次,南宋31次),与南郊大礼一起共同组成宋代祭天大礼的主流。     

Confidence Intervals for Gini's Diversity Measure and Shannon's Entropy Using Adjusted Proportions

Abstract

Asymptotic confidence intervals are given for two functions of multinomial outcome probabilities: Gini's diversity measure and Shannon's entropy. “Adjusted” proportions are used in all asymptotic mean and variance formulas, along with a possible logarithmic transformation. Exact confidence coefficients are computed in some cases. Monte Carlo simulation is used in other cases to compare actual coverages to nominal ones. Some recommendations are made.

THE IMMORTAL COSMOPOLITAN

The 1990s, internationally co-produced, television series Highlander was an early, successful example of everyday television produced under the pressures of negotiating the dictates of internationally conceived agreements concerning culture, representation, finance, and circulation. This essay parallels an institutional analysis of the series with a textual analysis of its fictive world and characters to examine the series’ attempts to elide the structural conditions and textual constraints underwriting its existence. To do so, the essay teases out the intricacies and implications of a new take on the colonial-era fantasy of cosmopolitan existence embraced by the series and embodied by the program's hero. It argues that this immortal cosmopolitanism offers a means for understanding the series as characteristic of transformations in the practice of transnational television production and circulation as a response to the globalization of neo-liberal economies. The machinations behind what gets displayed on screens around the world reveal a great deal about the substance of the global circulation of culture. At the same time, the text itself negotiated the pressures of attempting to appear constantly local and amenable as it traveled around the world. Highlander is significant for the specific ways in which it negotiated these pressures, revealing something of an allegorical take on its own existence as it imagined a hero that was relevant and interesting to globally-dispersed audiences in the 1990s: the immortal cosmopolitan.

中青年劳动力进城务工引发了农村＂劳力荒＂,从而导致农民主体缺位,并严重影响了新农村建设进程。在反思现状的基础上进一步分析农民主体缺位的原因,阐释马克思实践主体性理论,探索农民主体复位的途径,具有十分重要的理论价值和现实意义。     

信息传递与中国传统官僚的政治心理——以马戛尔尼访华为中心

本文从信息传递的角度对马戛尔尼访华事件进行重新的解读,认为这一历史事件之所以呈现如此的面貌,与双方信息传递的效率和准确性有关,中英双方在信息传递的过程中均存在模糊、欺骗和不及时等问题。就中方信息传递的过程而言,这些问题的出现与中国传统官僚的政治心理密切相关,中国传统官僚在忠君和明哲保身思想的双重考虑下,往往会故意或不故意对信息的内容进行改动。这些改动既是历史事件的主要内容,同时也是重要的决定因素。     

供给因素、结构变化、汇率与中国的机电产品贸易

基于考虑供给因素、结构变化的出口决定模型,采用两方程方法研究了外国GDP、中国GDP、结构变化、汇率与中国机电产品贸易之间的关系。研究表明：供给因素、结构变化对中国机电产品贸易有重要影响,供给因素对中国机电产品贸易的影响存在不对称性,结构变化对中国机电产品贸易的影响基本对称,汇率对中国机电产品贸易的影响存在不对称性。
