20世纪美国黑人大迁徙与南部三农问题之关系

南北战争后,美国南部长期面临农业生产方式落后、农民贫困、农村社会发展缓慢等三农问题。上述问题与南部的种族问题相互交织,加剧了南部社会的落后与黑暗。这其中,南部黑人受害最为深重,他们被迫大规模迁徙到美国其他地区。20世纪美国有两次黑人大迁徙的高潮,到20世纪70年代有600多万南部黑人迁徙。美国南部的三农问题是黑人大迁徙的经济原因,但黑人大迁徙又反过来推动了三农问题的解决,由此可见迁徙自由对于解决三农问题的重要意义。     

“健康丝绸之路”构建的“政府—社会”复合路径

借鉴社会运动理论,可探索一种融合了政府自上而下和社会自下而上进程的“政府—社会”复合路径,以构建“健康丝绸之路”。社会运动理论的三种视角可为这种复合路径的具体实施与需要关注的环节带来重要启发：首先,当前新冠肺炎疫情的跨国传播暴露了全球公共卫生治理体系存在的严重不足,凸显出构建补充型国际卫生合作模式的必要性与紧迫性;其次,推进“健康丝绸之路”的构建,需要政府和社会层面的协作,将“一带一路”沿线国家的资源充分调动起来,形成优势互补与资源共享。与此同时,要推进健康话语体系的完善,如倡导和促进“人类卫生健康共同体”理念的传播,通过话语和心理共鸣等民心相通的途径,促使国际社会采取联合行动以共同应对全球公共卫生危机。     

The validity of indices for rural health manpower needs assessment

Population-to-practitioner ratios have long been the primary index in the designation of health manpower shortage areas. This paper documents that application of the widely used population-to-dentist index results in understatement of the need for dental health manpower in rural areas. Through the analysis of utilization data collected from a statewide health screening program in Colorado, the practice of sole reliance on the population-to-dentist indices as an indicator of need was tested. Another measure, the area-(square miles) to-dentist ratio was formulated, examined, and found to be a more useful referent of the need for additional health manpower in rural areas. Utilization of dental services in sparsely settled rural counties of Colorado was unrelated to population-to-dentist ratios. A strong, statistically significant association of utilization with land area-to-dentist ratios was found. The findings of this analysis suggest a need for reevaluation of needs assessment methodologies used in the designation of health manpower shortage areas. Indices more sensitive to consumer circumstance than to the number of health care providers available must be considered.

The Roles Played by the Staff and Workers’ Representative Congress in the Formation of Work Regulations

Article 4 of the Labor Contract Law lays down the right of the Staff and Workers’ Representative Congress (SWRC) to deliberate on the formulation of (intra-enterprise) work regulations, but this has become a “soft” law in judicial practice. The judicial criteria for judging the validity of work regulations are in essence determined by the judge’s judgment on their reasonableness. As an important embodiment of Chinese politics, economics and culture, the transformation of the SWRC that accompanied the market economy has not negated its value as an indigenous traditional resource. The SWRC does not just enjoy deliberative rights in the formation of regulations, as clearly specified in constitutional law, but also has rights under the law in local legislation and practice. Hence the system of work regulations is neither a unilateral decision on the part of management nor a contract, but rather an autonomous norm developed through the SWRC mechanism. Given the mandatory nature of Article 4 of the Labor Contract Law, regulations will only be valid after they have gone through a democratic process. The further development of the theory of normative system formation should endow the SWRC with greater rights and integrate it smoothly with the collective contract system to standardize collective labor relations.

Contradictions and crises of neoliberal–imperial globalization and the political opportunity structures for the Global Justice Movements

The Global Justice Movements emerged in the context of the contradictions and crisis of neoliberal–imperial globalization and the critique of it. They therefore express and provide a basis for the politicization of the negative consequences of post-Fordism and its crisis. This article examines the structural changes of the last 30 years from a Gramscian perspective of neoliberal globalization as a “passive revolution” and as the deepening of a “imperial mode of living” at a global scale. It is argued that examining structural changes helps us to understand why protest and social movements re-emerged around the year 2000. The article discusses some central features of the Global Justice Movements by focusing on the international Attac movement and the recent Occupy movement.     

《十八大报告》中模糊语言的翻译

由于语言自身的特点和语境的需要，政治文本中有大量的模糊表达法。如何翻译这些表达法，对于提高译本的可接受性及准确传达说话人的意思、实现交际目的，具有重要意义。本文将模糊语言分为模糊句子、模糊限制语、模糊词语三种类型，分析中央编译局提供的《十八大报告》英文译本，发现每一种类型的模糊语都有多种译法，但总体原则是让译文符合译入语习惯和实现说话人的交际意图。     

Taken in by the numbers game: the globalization of a religious ‘illusio’ and ‘doxa’ in nineteenth-century evangelical missions to India

While the Bourdieusian concepts of capital and relational configurations of positions and position-takings have recently been fruitfully employed to theorize global fields, this paper argues that the concepts of illusio and doxa are especially conducive to analyzing the globalization of a field as an expansion into and transformation of formerly independent national arenas. In deploying the concept of illusio as a (quasi-libidinous) investment in the game, globalization is here first and foremost framed as a process in which more and more actors in various contexts ‘succumb’ to specific field logics that orient them to transnational structures. By emphasizing the concept of doxa as the taken-for-granted fundamentals of a field, the paper furthermore calls attention to the mechanisms that help forge and globalize the tacit presuppositions and shared ontologies on which such logics build. Focusing on a field of global Christian missions that emerged during the nineteenth century, the paper illustrates how its competitive logic of proselytization was introduced into the religious arena of India. It highlights how Western notions of religion gained ground among local traditions and pulled them into a game in which numerical relations of adherents mattered.
