论现代民主危机

现代民主借由国家主权所确保的宪政秩序和优良公共文化而获得繁荣。但当前,现代民主之发展已显现出了危机状态。一方面,由于资本主义发展导致了群体利益的产生,由此导致权力腐败与政治公共领域的颓废,使得现代民主的社会基础发生了不利于民主的变化,也使得公民运动的民主参与程度下降;另一方面,由于全球化的来临,使得全球社会的兴起,国际组织力量的壮大及其内部固有的问题和全球风险的加剧,导致国内民主制度的局限性日益凸显。而改变上述危机的途径乃在于重申国家主权和在此基础上加强全球合作,增进国际民主。     

近百年来不同语境下的梁启超研究

作为一个著名的维新立宪派领袖、清末民初的社会活动家、百科全书式的文化大师 ,梁启超不仅在近代中国有突出贡献 ,而且在世界范围内也有一定的影响。人们通常认为 ,对历史的回顾影响着对未来的选择 ,实际上 ,关于现实的定位和未来的选择更容易凸显历史的记忆 ,一些重大的历史事件和重要的历史人物由此而常议常新。有鉴于此 ,我刊分期编发系列笔谈 (上、下 ) ,以期立足于新世纪背景 ,站在学术前沿 ,从不同角度对梁启超进行重新解读 ,进而在新的语境下研究近代中国的百年嬗变     

关于开设“中国近现代史纲要”课的几点思考

在全国高校增设“中国近现代史纲要”课,帮助大学生了解国史、国情,增强大学生对于“三个选择”的理解和认识,是十分必要和及时的。要正确理解和认识“中国近现代史纲要”课的意义,在教学中把握作为大学思想政治理论课“中国近现代史纲要”与中学历史课、大学专业历史课的关系,处理好与“毛泽东思想、邓小平理论和‘三个代表’重要思想概论”的关系,构建与教材既有联系又有区别的教学体系。     

论民族地区教育行政制度的特殊性——新制度经济学视角下的教育行政制度研究

从新制度经济学的视角分析,与一般地区相比,民族地区教育行政制度在制度环境、非正式制度、实施机制和制度规范对象等方面具有特殊性。制度环境的特殊性规定了民族地区教育行政的价值取向,同时也给制度变迁和创新提供了广阔的发展空间;非正式制度的特殊性提示我们,在进行改革和创新时要顾及社会文化背景和相关的特殊问题;实施机制的特殊性要求我们注意理顺两个行政系统的职能分工、理顺教育行政系统内部的职能分工,切实提高制度的执行力;制度规范对象的特殊性则要求处理好“民族学校”和一般学校两类学校系统之间的关系。     

中和文化在中华民族精神培育中的作用--兼对中和文化现代价值的再认识

在中华文化漫长的发展过程中,我们可以清楚地看到一条围绕中和而形成的流变脉络,它从一般意义上的道德范畴发展成具有普遍意义的哲学范畴,渗透于中华文化的各个领域和层面,从而成为中华文化的核心和精髓.正是受中和文化传统的滋养,中华民族精神才得以形成.重新认识中和文化的现代价值,弘扬中和文化传统,彰显中华民族精神,是建设社会主义和谐社会的一项重要内容.     

二十世纪上半期中国文学现代意识的基本状况

“现代意识”这个词组一般而言,主要指的是以现代主义的文化思潮和文艺创作为核心的思想和文学意识,使基于欧美的文化和文学的历史情形而建构出来的,但是在描述和讨论中国文学的问题时,关注的重点不在于文学的双边关系,也不是中国文学中的西方问题,而应该着力凸现身处中国自身的历史情境之中的中国主体的思想、文化和文学反应。中国现代意识既不是一个和西方现代意识相隔绝、相对立的概念,它接受西方现代意识的启迪和激发,同时它更是从自身处境中生成,并对自身的历史和现实构成重要意义。     

Debt management in a small open economy: A theoretical and an empirical study for Belgium

This article analyzes the effects of debt management and its consequence for the control of base money in a small open economy (Belgium). The study compares the effects obtained from a small theoretical model with the results of a larger empirical model.The theoretical model focuses on the financing of government by money operation, on the bond rate, and on the international reserve of the Central Bank.The empirical model is a medium-term one, including the demand and the supply sectors of the economy and permitting simultaneous analysis of real and financial variables.The effects of an endogeneous or exogenous debt management have been studied by numerical simulation of modification in the public expenditure, the world trade, and the discount rate.     

Family violence: A microeconomic approach

A model of violence between adult family members is developed by integrating material from the sociological theories of family violence and social exchange, and the economic theories of crime and the family. Based on this model a decrease in the dictator's internal sanctions against violence would be expected to increase the amount of time allocated to violence by the dictator. Further, if the level of fines and other monetary costs imposed by external agencies (e.g., the courts) as a result of the family violence do not vary with the level of violence, then the model indicates that an increase in such monetary sanctions will cause a reduction in the amount of time the dictator allocates to violence. If both the dictator and victim are risk neutral, an increase in the probability of external intervention will decrease the time allocated to violence. In addition, it is found that increases in the opportunities available to the victim outside the marriage will tend to improve the well-being of the victim in the marriage even if it has no effect on the time allocated to violence by the dictator. The model also provides insights for empirical work in family violence such as (1) suggestions of relevant independent variables, (2) the specification of a functional form for estimation, and (3) the specification of an error structure for the empirical model.     

A longitudinal study of some dimensions of socioeconomic development: Turkey 1948–77

Aspects of socioeconomic development in Turkey between 1948 and 1977 are studied through the use of obliquely rotated principal compenents. The results indicate that long-term developmental trends, which appear in the cross-sectional studies of Adelman and Morris, were slowed down by problems of sociopolitical integration during the sample period. In addition, the analysis shows that multivariate techniques such as compenent analysis can be used at the initial stages of theory construction in the field of socioeconomic development. The hypotheses developed via these methods are testable by others that use the deductive approach.
