文章通过问卷调查形式从认知、情感、行为三个维度对中华民族国家认同状况进行了分析.结果显示我国各民族对国家总体认同度较高,同时也存在全球化带来的多元认同、经济发展中的价值取向、政策执行中的效果以及社会快速变革中的心理调适等问题.提出以社会主义核心价值观整合各民族的文化差异;经济社会发展的成果要惠及民生;加强政治文明建设,提升国家认同合法性基础;重视历史和文化在促进国家认同中的纽带作用;增强民族团结,构建国家和谐稳定的基础;加强基层党组织建设,提升党的凝聚力;树立中国形象,扩大国际合作,反对分裂势力等促进中华民族国家认同的思路.  相似文献

土地流转制度是对农村土地生产方式一次真正意义上的“革命”,以往的农村土地制度只解决了“耕者有其田”的问题,而没有解决“土地尽其力”的问题。土地流转的“革命性”具体表现在:它是我国社会主义新农村建设的关键,是解决“三农”问题的钥匙,是通向城乡一体化的桥梁。文章在全面论述农村土地流转变革性意义的基础上,对流转下的土地确权问题、土地制度的立法问题和土地资源的利用等相关问题进行了讨论。  相似文献

根据“五普”数据显示,我国少数民族人口为106430000人,占全国总人口的8.41%。虽然少数民族整体人数相对较少,但对少数民族地区的社会、经济发展起着重要的作用。本文采用因素法模型对我国人口数量较少的门巴族未来人口进行预测,分析未来50年门巴族人口的发展状况以及对民族地区经济发展的影响,对少数民族人口可持续发展,以及对民族地区社会经济发展有着重要的意义,为国家制定少数民族尤其是人口数量较少的少数民族人口发展规划提供政策依据,也有利于少数民族地区人口、社会与经济的和谐发展。  相似文献

Aim

A theoretical discussion using categorisation theory to discuss the final analysis of findings from research which investigated midwives’ responses to the changed registration-renewal requirements in Australia after the introduction of national registration.

Background

In 2010 the Health Practitioner Regulation National Law Act introduced national registration to standardise the regulation of health professionals in Australia. Annual registration-renewal standards required all health professionals to meet the same standards of clear police check, insurance for scope of practice, Continuing Professional Development (CPD) and Recency of Practice (ROP).

Question

How did dual registered midwives respond to the changed registration-renewal requirements when national registration was introduced?

Methods

A longitudinal single case study was conducted in two phases between 2011–2013 with a purposive sample of 24 midwives from five states of Australia to perform individual or group interviews.

Findings

Participants used inclusion and exclusion criteria to create boundaries around practice to illustrate how they met the registration-renewal standards. Accentuation (exaggeration) of practice helped them define their separate professional registrations. Boundaries included the type of person being cared for, practice activities. and place of practice.

Conclusion

The theory of categorisation helped explain the dual registrants’ behaviour and rationalise their midwifery responses.  相似文献

Quasi‐markets in health care are generally associated with the period 1991–7 in the later years of office of the British Conservative Party. This paper aims to place such claims in a wider framework by exploring definitions of and conditions of success for quasi‐markets over a longer timescale, beginning in the 1930s and ending with the current New Labour government. It suggests a typology of quasi‐markets based on hard versus soft, direct versus indirect and internal versus external forms. It applies these categories and the conditions for success for quasi‐markets to seven historical periods. Both the typologies and the conditions for success of quasi‐markets varied over time, defying a simple linear development, suggesting a more nuanced historical narrative than simple continuity or discontinuity accounts of recent developments provide. Covering such a large topic over a long sweep of time, with the absence of clear evidence for much of the period, necessarily means that verdicts tend to be impressionistic. However, even at this level, the tentative conclusions provide important contextual elements in the debate on quasi‐markets.  相似文献

国人至今鲜有明了全国人大立法运作制度的。全国人大成文化的法定立法运作制度 ,一直由宪法和有关宪法性法律确定 ,其框架中的基本要素主要是立法法所建置的法律案提案和审议制度 ,也约略包括表决和公布制度。全国人大法律案提案权归属于全国人大系统的有关方面和中央行政、军事和司法机关 ,但只有其中那些国家机关才真正有条件行使法律案提案权 ,而主席团、代表团和人民代表事实上难以行使也未曾行使法律案提案权 ,他们的法律案提案权带有虚置意味。这就使提案权归属在法律上和实践中发生疏离。各提案主体提出法律案的方式是有别的。法律案的审议有两种情形 :旨在决定法律案是否列入议事日程的审议和决定法律案可否成为法律的正式审议。正式审议由大会说明开始 ,尔后分别由各代表团作基本审议、有关专门委员会作专门审议、法律委员会作统一审议 ,后者是尤为重要的审议关口。最后 ,必须注意常委会在全国人大立法运作过程中扮演着极端重要的角色 ,这种角色显然可收弥补全国人大立法行为能力不足之效 ,但是否会造成全国人大立法大权旁落 ,却是一个疑问。  相似文献

ABSTRACT

Calls for science to have impact as well as excellence have been loud and clear from research funders, policymakers and research institutions for some time. Transdisciplinary research (TDR) is expected to deliver impact by connecting scientists with stakeholders and end users to co-produce knowledge to respond to complex issues. While New Zealand’s science system is geared to deliver excellence, its capability to also deliver impact beyond academic institutions is less clear. This paper has two interconnected aims. Firstly, it presents findings from testing innovations to the TDR Outcome Spaces Framework (OSF+) with four National Science Challenges (NSCs). We conclude that OSF+ is a useful tool for planning for multiple outcomes and assessing the potential for impact. Secondly, it presents findings of how using OSF+ to assess research impact potential revealed a range of implicit theories of change (i.e. catalyst, deficit, engagement and collaboration) across the NSCs. The findings raise important questions about the prospects for New Zealand’s science system to deliver the envisaged and needed levels of research impact when current institutional settings, expectations, recognition systems, career paths and measures of success are not yet able to adequately accommodate TDR to deliver the research impact.  相似文献

ABSTRACT

In 1850, the keeper of the National Gallery in London described the museum as being frequented by “school boys eating bread and cheese” and country folk who “drew their chairs round and sat down, and seemed to make themselves very comfortable”. As for the pictures on the walls, these were smeared with the fingerprints of inquiring gallery-goers. The tension between the National Gallery as an unfussy place of recreation, in which visitors could enjoy themselves at their ease, and as a prim site of regulation, in which visitors must learn to exercise tight control over their behavior, played itself out in elite nineteenth-century debates over the role of the Gallery as a public space. This article examines nineteenth-century representations of the ideal sensory role of the National Gallery and its problematic actual sensory life. This leads into a discussion of the ways in which the National Gallery and other public art institutions were imagined to function as the soft fingertips of the long arm of the law, transforming social disorder into social order and destructive sensuality into compliant sensitivity.  相似文献

多事四夷是唐玄宗的一贯思想,“伐叛怀服”是其思想的核心,“蛮夷戎狄,殊方异类,重译而至者”是其理想境界。与“伐叛”相比,“怀服”观对正确处理民族关系更有积极意义。当然,在唐玄宗时期,也不乏多事四夷思想的反对者,韦凑、姚崇和宋等人都或明或暗地反对过唐玄宗的多事四夷思想及其实践。  相似文献
