Communication of risk: health hazards from mobile phones

Summary. Possible health hazards from mobile phones arise from the use of the phones themselves and via the base stations that relay signals. Except for an increase in traffic accidents induced by the use of mobile phones in cars the evidence for a health hazard is at most indirect, but it cannot be entirely dismissed; the phones have not been widely used for sufficiently long for direct epidemiological studies to have high sensitivity for detecting any induced incidence of cancer, for example. The background and evidence are briefly reviewed and the steps taken in the UK to make information widely available described.

Detecting parameter shift in garch models

This paper applies recent theories of testing for parameter constancy to the conditional variance in a GARCH model. The supremum Lagrange multiplier test for conditional Gaussian GARCH models and its robustified variants are discussed. The asymptotic null distribution of the test statistics are derived from the weak convergence of the scores, and the critical values from the hitting probability of squared Bessel process.

Monte Carlo studies on the finite sample size and power performance of the supremum LM tests are conducted. Applications of these tests to S&P 500 indicate that the hypothesis of stable conditional variance parameters can be rejected.

现行民族教育法律制度理论准备有所不足,民族教育立法欠完善,可操作性差。应当正确认识和重新界定“消灭三大差别”的科学内涵,深入调研,转变观念,建立适合我国民族地方条件与民族特点、有利于民族文化传承创新的新的教育模式,制定实施《民族教育法》,促进民族教育“依法治教”和教育事业健康发展。     

“国培计划”培训团队建设政策的反思与改进--基于政策工具与政策要素的二维分析

培训团队建设是实施“国培计划”的基础工程,是保证“国培计划”实施质量的关键所在。“国培计划”培训团队建设政策是引领“国培计划”培训团队建设实践的重要依据。以2010-2019年“国培计划”培训团队建设政策文本为研究对象,基于政策工具与政策要素的二维分析框架展开研究。研究发现,“国培计划”培训团队建设政策经历了“建章立制”(2010-2012年)、“稳步发展”(2013-2014年)、“精准推进”(2015-2019年)三个阶段,呈现出政策工具差异化、团队成员多元化、运行机制精准化等特征,同时也暴露出政策工具运用失衡、团队建设目标不清晰、相关政策难以有效落地等问题。因此,“国培计划”培训团队建设要注重优化政策工具结构、明确团队建设目标、坚持因地因时制宜,进一步提升政策的长效性、持续性和精准性。     

Information and communications technologies, strategic asymmetry and national security

In the history of warfare, there are a number of examples of strategic uses of asymmetric technologies. Consistent with history and theory, individuals, organizations and nations have spotted opportunities to employ information and communications technologies to gain and exploit asymmetric advantages and to counter asymmetric weaknesses. This article discusses various asymmetries associated with institutions, nations and organizations that influence the ICT-national security nexus. Regulative, normative and cognitive institutions in a country provide various mechanisms that affect the nature of positive and negative asymmetries. Nations and organizations also differ in terms of their capability to assimilate ICT tools to gain positive asymmetries and deal with vulnerabilities of negative asymmetries. Integrative approaches that combine policy and technological measures at various levels are likely to make the world more secure.

党的十八大以来,习近平青年工作思想是在继承和发展马克思列宁主义青年工作思想、中国共产党高度重视青年工作优良传统的基础上,回应新时代青年工作不断发展创新的现实需要而提出的。这一思想强调青年理想信念教育、本领学识培养、成长成才服务和青年组织深化改革,实现了中国共产党青年工作思想的与时俱进,进一步推动了我国青年组织的优化升级,为广大青年的健康成长提供了正确指引。     

中国“三农”问题研究现状及其成果评价——基于国家社科基金项目及其成果论文的计量分析

随着国家社科基金项目对“三农”问题研究的资助力度不断加强,相关研究发展迅速且成果卓著,对此进行整体梳理,既有助于总结以往研究的经验,也有益于相关问题研究的不断深入.文章以1991-2015年立项的3 375项“三农”问题国家社科基金项目及其18 770篇成果论文为研究对象,对项目信息、成果论文、研究热点与评价等方面进行计量分析,全面呈现中国“三农”问题近30年的发展与研究状况.研究表明,农民、新生代农民工、新农村等为“三农”问题的研究热点,有关农民、农民工的论文最受关注且被引频次最高.     

讲学与传道: 马一浮与国立浙江大学

抗日战争期间,国立浙江大学被迫西迁,马一浮应浙大校长竺可桢之请为浙江大学师生开设国学讲座,为浙大创制校歌,这段历史成为浙大校史上光辉的一页。但相关文献和档案却显示,马一浮与浙江大学的交往充满各种误会与纠结,浙大险些因此错过这位“士林宗仰”的国学大师;而走过国立浙大的马一浮亦在他唯一任教的大学里,利用各种机会引导学生摒弃实用主义的现代工业观,回归对文化根本的关注,尽管讲学效果与其预想相距甚远。马一浮在浙大讲学并传道,结集而成的《宜山泰和会语》是马一浮一生讲阐六艺国学最集中的部分,由此完成了更为高迈、通贯的学术思想和学术人格的构建,并以一场场思想与精神的盛宴,寄予浙大很深的希望。     

Testing the Equality of Two Exponential Distributions

This paper proposes an overlapping-based test statistic for testing the equality of two exponential distributions with different scale and location parameters. The test statistic is defined as the maximum likelihood estimate of the Weitzman's overlapping coefficient, which estimates the agreement of two densities. The proposed test statistic is derived in closed form. Simulated critical points are generated for the proposed test statistic for various sample sizes and significance levels via Monte Carlo Simulations. Statistical powers of the proposed test are computed via simulation studies and compared to those of the existing Log likelihood ratio test.
