习近平治国理政的哲学方法论探略

党的十八大以来,以习近平同志为核心的党中央立足当代中国、把握世界大势,提出了一系列治国理政的新理念新思想新战略,有力推动中国特色社会主义进入新时代,形成了习近平新时代中国特色社会主义思想。习近平总书记高度重视学习和掌握辩证唯物主义和历史唯物主义,将其视为中国共产党人的“看家本领”。马克思主义哲学为习近平治国理政提供了总的方法论遵循。辩证唯物主义特别是其中的实事求是的实践观、事物联系发展的观点、具体问题具体分析的矛盾观提供了思维方法的总依据;历史唯物主义关于人民主体地位的思想和群众路线群众观点则贯穿于其治国理政全过程,彰显着中国共产党的价值自觉、理论自觉与实践自觉,奠定了习近平治国理政新理念新思想新战略的整个基石。     

居延新简释文补遗

目前公布的居延新简释文仍有未安之处,需进一步校订。其中E.P.T16:3简应改作“月壬戌以前,自殊死以下”;E.P.T40:64简应改作“大聚土,占客在门,所为来者言”;E.P.T43:175简应改作“□以取妇、嫁女、祠祀、远行、入官、迁徙”;E.P.T43:306简应改作“更始元年正月壬午朔己酉,令史业敢言之：乃戊申直符,谨行视,臧内户封皆完,毋盗贼发者,即日平旦付令史严。敢言之”;E.P.T43:325简应改作“造史为官署掌”;E.P.T2:30简应改作“造令史上造范护自占书功劳……官造令史二月二十日”。     

习近平新时代中国特色社会主义思想认同机制研究

促进人民群众对习近平新时代中国特色社会主义思想的认同,是当前重大理论和实践问题.而构建动力机制、健全引导机制、完善保障机制有利于强化对习近平新时代中国特色社会主义思想的认同.构建动力机制,需要以实现中华民族伟大复兴的中国梦激发认同的情感动力,以让人民群众有更多获得感、幸福感、安全感增强认同的利益动力,以理论的科学性增加认同的思想动力;健全引导机制,需要以理论研究为支撑,完善教育机制;以正确舆论为导向,强化宣传机制;以阵地建设为平台,健全导向机制;完善保障机制,需要壮大经济基础,突出利益认同;健全民主政治,增强政治认同;坚持文化自信,强化价值认同;夯实民生基础,巩固社会认同;推进绿色发展,提升生态认同.     

新贫困视域下乡村转型的困厄与重构路径

中国社会转型的重要背景之一是全球消费社会的到来。 这使得新穷人现象日渐凸显,并成为影响甚至主导整个社会转型的核心线索。 作为新穷人的典型表现,乡村新贫困既包括在城乡二元结构下,村民难以获得以城市生活方式为参照的社会公认生活水准而引发的结构性贫困,也包括由消费欲望激发的社会心理性贫困。 由此,乡村消费转型表现为如下困境:私人消费中,个体消费认同在地和脱嵌的困境以及家庭消费规范物质化和人伦的两难;集体消费中,消费品“上移冶和“下乡冶的悖论。 为应对这些困境,必须从消费角度,破解“新穷困冶的结构性和文化困境,实行新型城镇化和新农村建设并举。     

Mixed integer (0–1) fractional programming for decision support in paper production industry

This paper presents an effective and efficient method for solving a special class of mixed integer fractional programming (FP) problems. We take a classical reformulation approach for continuous FP as a starting point and extend it for solving a more general class of mixed integer (0–1) fractional programming problems.To stress the practical relevance of the research we focus on a real-life application in paper production industry. The constantly advancing physical knowledge of large scale pulp and paper production did have a substantial impact on an existing DSS in which mixed integer (0–1) fractional programming is introduced. We show that the motivation to solve a real-life fractional programming problem can provide the basis for a new approach in a new context that has an added value of its own, even outside the given application area. We describe the main characteristics of the DSS, the necessity to develop a non-iterative solution procedure and demonstrate both the effectiveness and efficiency of the proposed approach from practical data sets.     

Applied Learning: A Project for Graduate Social Work Students

This paper describes a pilot project to develop an effective applied learning experience for graduate social work students. An asset-based social justice model was used as a guide in the development of the project. Importance was placed on the host community determining its own needs and the contributions the students would provide. A partnership with community stakeholders was developed. The stakeholders decided the needs to be addressed and the faculty prepared the students to meet those needs. Successes and limitations of the pilot project are reviewed.     

Extending systems thinking in planning and evaluation using group concept mapping and system dynamics to tackle complex problems

Group concept mapping (GCM) has been successfully employed in program planning and evaluation for over 25 years. The broader set of systems thinking methodologies (of which GCM is one), have only recently found their way into the field. We present an overview of systems thinking emerging from a system dynamics (SD) perspective, and illustrate the potential synergy between GCM and SD. As with GCM, participatory processes are frequently employed when building SD models; however, it can be challenging to engage a large and diverse group of stakeholders in the iterative cycles of divergent thinking and consensus building required, while maintaining a broad perspective on the issue being studied. GCM provides a compelling resource for overcoming this challenge, by richly engaging a diverse set of stakeholders in broad exploration, structuring, and prioritization. SD provides an opportunity to extend GCM findings by embedding constructs in a testable hypothesis (SD model) describing how system structure and changes in constructs affect outcomes over time. SD can be used to simulate the hypothesized dynamics inherent in GCM concept maps. We illustrate the potential of the marriage of these methodologies in a case study of BECOMING, a federally-funded program aimed at strengthening the cross-sector system of care for youth with severe emotional disturbances.     

城市经济圈发展助推区域一体化——兼论南沙新区与港澳的经济合作

根据区域一体化理论,结合新时期广东省在推进珠三角一体化中,建立和发展广佛肇、深莞惠和珠中江三个经济圈的实践,分析了区域经济一体化对区域整体发展的新意义、地位和作用,讨论了珠江三角洲通过建设和发展若干个以经济发展为核心的现代都市圈,对于新时期加强与港澳经济合作,促进区域经济一体化的更好发展颇具深远的意义和作用。     

Adding Sexual Orientation to New York State's Human Rights Law: Initial Information About Implementation and Effectiveness

While previous research has focused on measuring employment discrimination based on sexual orientation and establishing the need for laws that protect against such discrimination, very little research has evaluated the effectiveness of current nondiscrimination laws. This exploratory research considers the addition of sexual orientation to New York State's Human Rights Law as it relates to employment. In an effort to better understand the implementation and overall effectiveness of the law, attorneys in New York who specialize in employment law were surveyed. The survey results, based on the responses of 34 attorneys, provide insights into how well the law has initially protected individuals from discrimination, and how well it has provided redress for claimants of employment discrimination. The initial results of the research suggest that employees mostly seek redress for a hostile work environment, that potential claimants are concerned with confidentiality and retaliation, and that more training for employees is needed to combat employment discrimination based on sexual orientation.     

Medieval propaganda, longue durée and New History: Towards a nonlinear approach to the history of public relations

This article offers a new perspective on the historical approach to public relations by drawing from the work of French medievalist Jacques Le Goff, who was the principal representative of the Nouvelle Histoire (New History) French historiographical movement. Based on the notions of mentality and longue durée, which Le Goff inherited from the Annales movement, we propose that a nonlinear approach to the history of public relations will help to extend its time scale back to the beginnings of civilization. This seeks to overcome the historical boundaries usually established between the prehistory (or proto-history) and the history of public relations as a profession.
