Ghana and Nigeria recently joined a number of countries that have incorporated fully‐funded defined contribution pension programmes into their national social security arrangements. Contemporary analyses of pension reforms, however, continue to focus on middle‐income countries in Latin America and Central and Eastern Europe, as well as on Member States of the Organisation for Economic Co‐operation and Development, thereby marginalizing recent pension policy reforms in sub‐Saharan African countries. This article examines the complete and partial shifts to defined contribution pension programmes in Nigeria and Ghana respectively, and points to a number of contextual and contingency factors that challenge the use of defined contribution schemes as a means to address problems of benefit adequacy in the sub‐Saharan African context. 相似文献

This article examines the diffusion of “Sport for Development and Peace” (SDP) across sub-Saharan Africa following global policy impetus provided by international organizations, including the United Nations, since the start of the twenty-first century. In so doing, the article centres on a geographical region that has been unconsidered in the policy diffusion literature and, particularly, responds to calls for research into the effects of policy characteristics on diffusion mechanisms and patterns. This rationale beget methods that differed from the predominant use of quantitative, dichotomous indicators of policy diffusion, instead integrating data from global, international and national policy documents, from a review of SDP literature, and from stakeholder interviews in Ghana and Tanzania. Patterns of increasing governmental engagement with, but limited implementation of, SDP policies contrasted with the significant expansion of SDP provision by diverse NGOs. In turn, these patterns represented the varying influence of different diffusion mechanisms on state and non-state actors. Compared with the diffusion of other types of policies, these findings indicated the effects of an instrumental, malleable but complex global policy model for SDP diffusion. There is, therefore, significant value in further research that examines how policy diffusion may depend on the configuration of particular policy characteristics, mechanisms and actors. 相似文献

The China–Africa relationship has blossomed in recent years and the scale and scope of Chinese engagement and investment in the latter have expanded enormously in the last decade. The purpose of this paper is to analyse the dynamic linkages and volatility transmission mechanisms between Chinese and African stock markets in recent years while highlighting the relative importance of Chinese capital flows and investments. We utilise dynamic forecasting models including Bayesian VAR and BEKK GARCH to estimate both price and volatility behaviours of Chinese and 15 selected African stock markets. Our empirical results indicate strong evidence of spillover effects in terms of both price movement and volatility behaviour, implying that Chinese and African stock markets are showing signs of integration. For price movement, bidirectional feedback relationships between Chinese and most of the African stock markets are observed, suggesting that both Chinese and African stock markets could influence each other. China has been building a strong African partnership and, therefore, increasing its trade and investment influences in the region. Examining volatility transmissions, at least one spillover effect (shock and/or volatility) from China to most of the African stock markets is reported. This suggests that the Chinese stock market now plays an influential role across African stock markets given that it has major investments in 46 out of 54 countries. Our findings show important portfolio management implications as a surge in Chinese investments provide new portfolio diversification opportunities for international investors. Policy-wise, we believe further market-oriented reforms and carefully designed and long-term development policies are required to boost capacity for development and achieve sustainable trade and growth. 相似文献

Approximately 21,000 children were accommodated in residential care in South Africa in 2011/2012. Despite this large number, and the state's substantial financial investment in residential care, there has, until recently, been little research on care‐leaving: the transition out of care due to reaching adulthood. Furthermore, much of the research available has not been published in international journals. This article reports on a systematic review of research on residential care‐leaving in South Africa, from 2003 to 2016. A thematic analysis of the resulting 40 research outputs maps the scope of findings from South African research, in relation to theory of leaving care, measurement tools developed, young people's experiences of leaving care, transitional outcomes, processes of leaving care, facilitators of improved outcomes, care‐leaving services, and policy on leaving care. Critical gaps in the current research opus are identified, with a view to refining future research on young people aging out of care in South Africa. 相似文献

Contemporary debates in international development discourse are concerned with the non‐tokenistic inclusion and participation of marginalized groups in the policy‐making process in developing countries. This is directly relevant to disabled people in Africa, which is the focus of this article. The United Nations Convention on the Rights of Persons with Disabilities delineates the principles of inclusion in society. Furthermore, the African Union (AU) plays a key role in advising its Member States about disability issues, and this advice should be reflected in disability‐inclusive policies. This article analyses nine policy or strategy documents produced by the AU, covering the policy domains of education, health, employment and social protection that are crucial to the inclusion of disabled people in international development. These were analysed according to seven discrete elements (rights, accessibility, inclusivity, implementation plans, budgetary allocations, enforcement mechanisms or disaggregated management information systems) using a rating scale of one to four, with four being the highest level of inclusion. The process (for example, level of consultation), the context (for example, the Sustainable Development Goals) and actors involved in the policy development were reviewed as far as was possible from the documents. None of the policies reached even 50% of the total possible score, indicating poor levels of genuine inclusion. Rights scored a highest rating, but still at a low level. This suggests that there is recognition of the rights of disabled people to inclusion, but this is not generally integrated within inclusive implementation plans, budgetary allocations, enforcement mechanisms or disaggregated management information systems for monitoring. The limited socio‐economic inclusion of disability within AU policies is a lost opportunity that should be reviewed and rectified. The findings have broader ramifications for the non‐tokenistic and genuine involvement of poor and marginalized groups in the international policy‐making arena. 相似文献

A review of South African literature on crime confirms the lack of a study that considers the impact of migration on the crime rate in the country. The high levels of crime in South Africa aside, additional motivation behind the study has been the increasing rhetoric in media and by politicians insinuating the prominent role of foreign immigrants in the high crime levels of the country. While this is the first attempt to study this relationship in the South African context, it also stands apart from existing studies undertaken in the developed countries by accounting for both internal migrants as well as foreign immigrants. Further, the study claims the use of multi‐level regression estimations as an improvement from the existing studies on the issue by accounting for variance clustering across different spatial levels. In all the estimated models, internal migrant ratio came out as being positively and significantly related to crime rates across five different crime categories, with the sole exception of sexual crime rate. There was no evidence of foreign immigrant ratio impacting on crime rate in any of the crimes analysed except crime relating to property. Further, income inequality and sex ratio figure as determining factors across most types of crime in South Africa. 相似文献

Drawing on Rich’s [Rich, A. 2004. “Reflections on ‘Compulsory Heterosexuality.’.” Journal of Women's History 16: 9–11; Rich, A. 1980. “Compulsory Heterosexuality and Lesbian Existence.” Signs: Journal of Women in Culture and Society 5: 631–660] conceptualization of heterosexuality as an institutionalized and compulsory system that supports gender and sexuality inequality, this paper answers the following questions – how do queer youth take up, question and say what they need from sexuality education. The study is based on in-depth interviews with 19 queer learners, aged between 16 and 19 years and living and schooling in the Free State Province, South Africa. This paper contends that what queer youth say need from sexuality education is a curriculum that – recognizes sexuality diversity; is without assumptions about their sexual experience or lack of it and does not focus solely on associating non-normative sexualities with issues of disease, deviance and danger. The findings highlight the inescapable power of compulsory heterosexuality and its perilousness and argue for a more defined and inclusive sexuality education curricula framework. 相似文献

The article explores the emotional regimes of settler colonialism in post‐apartheid South Africa. The focus is on apocalyptic fears of the imagined eradication of whiteness. These fears are articulated in response to postcolonial/decolonial interpellations of abject whiteness, and are made visible in a range of sensational signs that circulate online and offline. The signs cluster around two themes that are central to the ideologies of settler colonialism: land (and its feared loss), and (white) bodies (and their feared disappearance). Following Sarah Ahmed (2004a,b), emotionally charged signs can be seen as actions (akin to words in speech act theory). In contrast to Jürgen Habermas’ conception of the public sphere as an idealized place of rational debate, the article argues that a combination of affect‐emotion‐feeling and the performance of ‘reason’—what Aristotelian rhetoric refers to as pathos and ethos—are integral for understanding public‐political discourses of whiteness at a time when white privilege has been called out globally (and locally), and white dominance has lost its stronghold. 相似文献
