巴以冲突中巴方弱势地位分析

在巴以冲突中由于巴勒斯坦在经济力量、军事力量、内部凝聚力和团结力、外界的援助四个方面处于绝对弱势地位,决定了巴以冲突持续不断与巴以冲突问题解决的长期性、艰难性、复杂性。因此,巴以冲突的真正解决需要巴以双方及国际社会的共同努力。

Exploring the Relationship Between Trust in Government and the Provision of Social Services in Countries of the Global South: The Case of Palestine

ABSTRACT

Using a data set combining two surveys that were conducted by Birzeit University in Palestine, the study investigates the role that trust in government plays in the provision of social services in Palestine (N= 1,314). The relationship between trust in government and selected sociodemographic characteristics is also explored. Results from the bivariate and regression analyses performed reveal that perceived trust in government is significantly related to government performance and a respondent's gender, income, education, and political affiliation. Implications for practice and future research are discussed.     

The evolution of the social welfare system in Palestine: Perspectives of policymakers in the West Bank

Palestinians living in the West Bank and the Gaza Strip have long experienced social problems such as high rates of poverty and unemployment. These social problems necessitate the development of a viable, effective social welfare system. Relying on colonialism theory, this study examined the evolution of the social welfare system in the Palestinian Territories with an emphasis on the West Bank. Data were collected through semi‐structured interviews with 16 staff officials in Palestinian ministries and through archival material and administrative records. Results indicate that the Palestinian National Authority inherited a fragmented social welfare system in 1994 that lacked an appropriate legal framework. Additionally, internal deficiencies (e.g., unclear legal mandates, duplication of services) and external restrictions (e.g., road closures) have undermined the effectiveness of Palestinian social welfare institutions. The newly adopted approach to social welfare planning (i.e., partnership) and recent national planning initiatives show promise. Implications for social welfare policy and future research are discussed.     

略论以色列建国前后的国际环境

本文重点分析了1947到1948年间国际社会在围绕犹太人建国问题上的立场与政策。客观评价了英国“抽身”政策的作用和美国、苏联等大国对犹太人建国的支持,对包括中国在内的大多数国家的意愿也作出了较为全面和公正的阐述。重温这一段历史,将会有助于在中东地区实现全面、持久的和平,对以色列而言犹其如此。     

“5·17白皮书”前后巴勒斯坦地区的多重矛盾

1939年,英国托管政府就巴勒斯坦问题发表“5·17白皮书”,开始推行限制犹太移民政策。本文认为,正是在当时巴勒斯坦地区内外矛盾的推动下,导致英国的委任统治政策发生了重大变化。本文着重阐述了在白皮书发表前后,巴勒斯坦地区内部阿犹矛盾、英阿关系和英犹关系的发展状况,以及国际局势对于这一地区的影响。     

Kashmir and Palestine: itineraries of (anti) colonial solidarity

ABSTRACT

This paper explores the itineraries of anti-colonial solidarity between India & Palestine and argues for placing Kashmir’s anti-colonial struggle for sovereignty in these itineraries. Examining routes of solidarity through transnational and translocal assemblages, the essay highlights the need for critical reflection on anti-colonial solidarity. The paper is also an argument for the need for anti-colonial solidarity with Kashmir and Palestine to take account of the context of contemporary geopolitical alliances within global capitalism, which indicates a (settler/post) colonial formation.     

The potential impact of introducing a social security system in the State of Palestine: A computable general equilibrium approach

This article assesses the potential impact for the State of Palestine (West Bank and Gaza) of enforcing the enactment of the currently suspended Social Security Law (No. 19 of 2016). Using a computable general equilibrium model, we simulate different scenarios associated with the enactment of the social security system on key macroeconomic variables, such as GDP, private consumption, government spending, investment and employment, for the period 2020–2030. We evaluate the influence on the economy of introducing a social security system for private-sector workers, as set out in the 2016 law, and compare the simulation results of each scenario to the baseline. In each scenario, we consider different options concerning severance payment duration and different options for the investment strategy of social security contributions. However, for employees in Gaza, the article does not consider severance payments due to economic difficulties and the Israeli closure policy.
