努力培育和发展社会组织,尽快形成党委领导、政府负责、社会协同、公众参与的公共服务和公共管理新格局,以便提供更多更好的公共服务和公共物品,使人民群众能够在更高水平上实现安居乐业,是我们面临的新历史使命.归纳当前我国社会组织培育和发展工作中形成的新认识,揭示我国社会组织培育和发展中现存的主要问题并探讨解决问题的对策,可为我国社会组织培育和发展工作的有效展开提供借鉴.     

十月革命与中国共产党的初心构建

十月革命是影响世界历史进程的重大事件，中国共产党从来都把自己的事业看作是十月革命的继续。澄清唯心史观和历史虚无主义对十月革命的错误解读，对于补好理想信念的精神之钙具有重要的理论价值和现实意义。学习和借鉴十月革命的宝贵经验、坚持社会主义的前进方向、坚守共产主义的远大理想，共同构成了中国共产党初心的核心意蕴。     

论新中国成立后街道校外教育的社会作用——以北京地区为中心（1949-1965）

新中国成立后,街道办事处与居委会等组织为弥补学校教育的不足,积极开展少年儿童校外教育,有效的实现了学校教育、社会教育、家庭教育的互动与结合.街居制下校外教育的发展,有效的净化了社会环境,为少年儿童的成长创建了良好的社会氛围,发挥了积极作用.     

国际组织与成员国法律责任多重归属问题研究

国际组织和成员国的法律责任归属问题一直以来都是国际法争论的话题。政府间国际组织作为一类国际法主体,应独立承担法律责任。但在实践中,成员国在执行国际组织决议的过程中往往滥用国际组织法律人格,其行为不仅是国际组织法律人格的体现,还代表了自己的意志,造成法律责任归属不明。以此种争议情形为研究对象,结合1999年的使用武力合法性案,2007年欧洲人权法院的拜拉米案和萨拉马提(Behrami/Saramati)案、阿尔吉达(Al-Jedda)案以及2014年海牙法院关于斯雷布雷尼察(Srebrenica)诉荷兰案的相关判决,借鉴国外学者近几年的相关研究,认为应当坚持国际组织和成员国法律责任的多重归属。围绕责任多重归属原则的确立过程,通过对2011年《国际组织责任条款草案》相关条文的分析,明确了行为归属与责任归属的关系:只有确定行为归属之后,才能确定责任归属;为了最终确定责任的多重归属,提出以有效控制为标准认定行为归属,并明确这种有效控制是对具体行为的事实控制。     

Nonprofit organizations in between the nonprofit and market spheres: Shifting goals,governance and management?

In spite of the belief instilled by the New Public Management reforms that nonprofit organizations (NPOs) can benefit from more management, more measurement and more market practices, systematic knowledge on the organizational effects of NPOs incorporating business practices in their day‐to‐day functioning remains absent to date. This research note addresses this limitation by reviewing 49 research articles. The focus lies on the redefinition of nonprofits' mission and income streams, changing governance arrangements and shifting management practices. We find that, despite numerous detrimental effects cited in the literature, (a) generating commercial income can contribute to the financial stability of NPOs, and (b) hybridization towards the market domain can strengthen the organizational legitimacy of NPOs, suggesting that imitating for‐profit enterprises might contribute to nonprofit functioning in perception, rather than in practice.     

Why do participants in voluntary organizations leave? Exploring the relationship between value congruence and length of stay

Recognizing the importance of values and the specific characteristics of participants and situations in voluntary organizations, we examine how value congruence—the fit or compatibility of values between participants and the organization, or among participants—interacts with personal and situational factors to predict participants' length of stay in their organizations. Introducing the case of a voluntary organization that offers shared housing, we measure value congruence through textual similarity in the self‐introduction documents of 49 participants and the organization's mission statement. This approach differs from the self‐reported measures based on participants' perceptions or recalled interactions used in previous studies. In line with expectation‐disconfirmation theory, participants with the strongest beliefs in organizational values had shorter lengths of stay. The amount of intraorganizational communication also moderated the relationship between value congruence and length of stay. This study provides theoretical and methodological implications for nonprofit management by considering personal and situational factors and evaluating value congruence by textual similarity.     

布莱尔对英国工党与工会关系的定位与调整论析

基于1980年代以来工党和保守党处理工会问题的经验教训以及工会的新变化,1994年出任工党领袖的布莱尔把对工会的定位由工党的劳工运动盟友转变为社会合作伙伴,对工会开始采取疏远和强硬的态度,尽力削弱附属工会在党内的权力。布莱尔对工党与工会关系的调整总体上是成功的,但也产生工党失去身份特征、核心选民减少等问题,对此要给予全面辩证地认识。     

高校纪检法制化建设研究

高校对于一个现代国家的发展起着非常关键的作用。高校纪检法制化要通过法制宣传，提高高校纪检法制观念，建立起一套系统的纪检制度和配套的纪检保障机制，从而实现高校纪检的法制化，为迈向法治化奠定规范基础。     

《十八大报告》中模糊语言的翻译

由于语言自身的特点和语境的需要，政治文本中有大量的模糊表达法。如何翻译这些表达法，对于提高译本的可接受性及准确传达说话人的意思、实现交际目的，具有重要意义。本文将模糊语言分为模糊句子、模糊限制语、模糊词语三种类型，分析中央编译局提供的《十八大报告》英文译本，发现每一种类型的模糊语都有多种译法，但总体原则是让译文符合译入语习惯和实现说话人的交际意图。     

Measures of accountability and delegated discretion in activation work: lessons from the Norwegian Labour and Welfare Service

Activation work – the complex task of motivating, compelling and assisting marginalized citizens into labour market participation – pinpoints critical issues of discretion and accountability in the welfare state. Investigating accountability measures aimed at ensuring qualified discretionary judgements is therefore important. In this article, I discuss the reformed Norwegian Labour and Welfare Service and the accountability measures aimed at discretionary judgements of frontline workers. The conclusion is that, because activation tasks in the Norwegian frontline service imply professional discretion more than administrative discretion, structural measures aimed at restricting the discretionary space of frontline workers seem to have only limited impact. This is because the knowledge necessary to perform means – end judgements is insufficient. Rather, there seems to be a need for epistemic measures aimed at improving the knowledge base for professional discretionary reasoning.
