How and when does welfare policy contribute to shape public opinion? This article departs from the policy feedback research tradition and seeks to contribute to the understanding of how policy influences public opinion (public responsiveness). The argument here suggests that personal experiences in terms of empowerment condition the dynamics between policy and opinion. The empirical case concerns the implementation of a consumer's choice model in Swedish primary health care, which resulted an intended increase in private health care centres. In this case, empowerment is assumed to be enhanced by increased exit options and freedom of choice. The specific question in the analysis is whether citizens who have empowering experiences, as a consequence of the reform, are more likely to be positive towards further privatization of welfare services. The results show few effects in general, but there seems to be a correlation between the experience of exiting and more positive attitudes towards privatization.  相似文献

Accumulation of public debt in Sri Lanka is raised significantly since the independence. It exceeded 100% of gross domestic products (GDP) in the late 1980s and the early 2000s. Although it has been declined in the recent past and becomes 79.3% of GDP in 2016; the high level of debt in a weak fiscal position of the small economy Sri Lanka is an issue of concern. In this backdrop, this paper examines the impact of public debt and foreign aid on income, price level and interest rate in Sri Lanka for the post-reform period. It is found that public debt in general and foreign debt, in particular, depresses income and stimulates price level. Domestic debt has some impact on the price level. On the other hand, foreign aid has a deleterious effect on both the income and price level. The foreign debt and aid have raised interest rate both in the short-run and in the long-run, while no significant impact of the domestic debt on interest rate is found. Based on these findings, the paper elaborates on some long-term measures for reducing the dependence on debt and aid in Sri Lanka.  相似文献

This paper describes a case assignment (calendaring) algorithm for a multi-judge appellate court system. In the algorithm, cases of unequal work content are selected for assignment to one of m panels (or clusters) from a set of N available cases. Each panel of cases is heard by a team of three judges. Each appellate case has an estimated work load and a priority ranking based on the type of appeal and filing date with the court. The algorithm balances both the total work load and the number of cases assigned to each panel while insuring that the highest priority cases are assigned to those available. The assignment problem is normally capacity constrained in that not all of the N cases can be assigned to one of the m panels on the monthly calendar. The algorithm is based on a neighborhood search and bounding principle that continually improves upon an initial feasible solution. Empirical results are presented to demonstrate the effectiveness and efficiency of the algorithm.  相似文献

The conduct of information technology (IT) planning processes has been of dominant managerial concern in public and private organizations. Yet, current IT planning research offers little guidance on the types of planning actions and behaviors that are appropriate to organizational contexts. We focus on the conduct of the IT planning process by describing an exploratory research project. The project empirically examined a number of issues associated with managing IT planning within a single large public enterprise, particularly identifying actions and behaviors related to producing quality IT plans. The results of the study yield some useful set of guidelines; most interesting is the importance of building IT infrastructure based on IT sophistication and innovativeness for large agencies to improve plan quality. Other recommendations include having a focused, balanced technology and business planning orientation that incorporates a strategic outlook, support of top management, attention to business planning, and early consensus among planning members.  相似文献

This is an historical case study of one US Senator's effort to reduce the public information activities of a federal agency. In 1922, Senator Thomas Heflin, an opponent of the policies of the Federal Reserve Bank, took especial umbrage at the Bank's use of public relations to reply to his own attacks on it. This paper explores the relationship between economic theory and public relations, in order to explain how public relations management contributes to companies’ overall economic gains. It uses a “blend” of economic theories to explain the role and contribution of public relations from the economic point of view. Public confidence in policing is receiving increasing attention from UK social scientists and policy-makers. The criminal justice system relies on legitimacy and consent to an extent unlike other public services: public support is vital if the police and other criminal justice agencies are to function both effectively and in accordance with democratic norms. Yet we know little about the forms of social perception that stand prior to public confidence and police legitimacy. Drawing on data from the 2003/2004 British Crime Survey and the 2006/2007 London Metropolitan Police Safer Neighbourhoods Survey, this paper suggests that people think about their local police in ways less to do with the risk of victimization (instrumental concerns about personal safety) and more to do with judgments of social cohesion and moral consensus (expressive concerns about neighbourhood stability, cohesion and loss of collective authority). Across England and Wales the police may not primarily be seen as providers of a narrow sense of personal security, held responsible for crime and safety. Instead the police may stand as symbolic 'moral guardians' of social stability and order, held responsible for community values and informal social controls. We also present evidence that public confidence in the London Metropolitan Police Service expresses broader social anxieties about long-term social change. We finish our paper with some thoughts on a sociological analysis of the cultural place of policing: confidence (and perhaps ultimately the legitimacy of the police) might just be wrapped up in broader public concerns about social order and moral consensus.  相似文献
