第二次世界大战与战后和平

第二次世界大战是战争与和平历史运动的一个坐标,战后和平的方方面面无不关涉对第二次世界大战的“参照”。比如,1928年的《非战公约》终因二战而获得了价值认同;第二次世界大战“打”出来的联合国是战后和平的根本保障;二战后更加规范和完善的“和平解决国际争端”是战后和平的重要支撑。但是,“有限化战争”与“战争的变异”表明,要真正实现和平还需要一个遥远的过程。     

Second order tail behaviour of randomly weighted heavy-tailed sums and their maxima

Abstract

In this paper the second order asymptotics of the tail probabilities of randomly weighted sums and their maxima are established in the case that the underlying primary random variables are subexponential. No any assumption is made on the dependence structure between the random weights, but we assume these weights are bounded away from zero and infinity.     

Multivariate bandwidth selection for local linear regression

The existence and properties of optimal bandwidths for multivariate local linear regression are established, using either a scalar bandwidth for all regressors or a diagonal bandwidth vector that has a different bandwidth for each regressor. Both involve functionals of the derivatives of the unknown multivariate regression function. Estimating these functionals is difficult primarily because they contain multivariate derivatives. In this paper, an estimator of the multivariate second derivative is obtained via local cubic regression with most cross-terms left out. This estimator has the optimal rate of convergence but is simpler and uses much less computing time than the full local estimator. Using this as a pilot estimator, we obtain plug-in formulae for the optimal bandwidth, both scalar and diagonal, for multivariate local linear regression. As a simpler alternative, we also provide rule-of-thumb bandwidth selectors. All these bandwidths have satisfactory performance in our simulation study.     

以色列在非对称战争中的媒体策略调整

战争与媒体有着密切的联系。尤其是在实力悬殊的非对称战争中,媒体策略的运用在造成以弱胜强或者强者不能赢局面的过程中发挥了重要作用。以色列是地处中东危机频发的国家,拥有比较完善的危机管理机制,并通过战争总结经验教训,不断完善。本文以2006年黎以战争和2008年至2009年之交的加沙战争为例,考察了以色列在两次非对称战争中的媒体政策的调整,政府新闻部门、国防军和媒体的组合拳是当今以色列在非对称战争中媒体策略运用的主要特点,并取得了比较明显的效果。因此,媒体战、信息战在今后的非对称战争中也将占据更为重要的位置。     

普通高校“自考二学历”教育管理模式——以新疆昌吉学院为例

为了正确认识和应对新疆普通高校开展＂自考二学历＂试点工作中面临的问题,实现＂自考二学历＂教育和普通高校全日制教育之间优势互补,全面调动新疆普通高校参与的积极性,探索＂自考二学历＂教育管理新模式,为新疆普通高校培养复合型、应用型人才提供参考。     

民主监督与村民自治制度的完善——以广东省蕉岭村务监督制度的实践为例

自2007年起,广东省梅州市蕉岭县纪委创造性地在当地开展＂村务监事会＂试点工作,使得监事会对村务的监督权得以落实并形成与决策权、执行权分列的村级＂三权分立＂状态,增强了村委会的公信力,完善了村民自治制度建设。蕉岭县的村务监督工作制度和实践经验,对指导当前村级民主发展、完善村民自治制度,加强基层民主政治建设、预防村官腐败,巩固农村基层政权、维护群众利益、保证新农村建设顺利发展,具有普遍意义。实践证明,村务监事会今后还应在规范监事会的监督权力来源、监督流程、建立对监事会监督工作的评估制度等方面进一步加强与完善。     

民初贫困儿童的教育救助——以北京警察设立的贫儿学校为例

北洋政府时期,贫困是北京最为严重的社会问题之一。京师警察厅是负责北京治安的官方机构,为维护北京城市的社会秩序,保障普通民众的正常生活,其采取了多种方式,其中贫儿半日学校是警察厅立足于贫困民众的长远生活,自己筹办的纯粹以教育为目的的贫民救助机构。贫儿半日学校取得了一定的成绩,其不同于传统的社会救助机构,也有别于同时期的其他救助机构,是救助方式转变过程中教育救助的典型代表。     

从北京游民习艺所看传统慈善向近代慈善的转变

清末到民国时期,中国传统的以收养为主的慈善救助方式已不能满足社会救助的需要,在完善传统慈善救助方式的同时,政府和社会大力提倡教养结合、以教为主的现代新式救助方式,其中,纯粹以教育为目的游民习艺所更能代表传统慈善向近代慈善转变的发展趋势,受到政府的重视和社会的推崇,并取得一定成效。     

北洋政府时期京师警察厅的妇女救助——以济良所和妇女习工厂为例

京师警察厅是北洋政府时期北京城的官方治安管理机构,它除了基本的治安警务工作以外,还广泛参与慈善救助工作。中华民国成立后,北京城的慈善救助活动几乎全部由政府接管,其中,大部分的慈善救助机构由京师警察厅负责。京师警察厅作为北京城最重要的官方救助机构,对于贫民女性这一弱势群体进行了慈善救助,其辖属的济良所和妇女习工厂对收容和教养贫困妇女作了多方面的工作。     

Learning to Stay? Mobile Modernity and the Sociology of Choice

Abstract

Linking physical and social mobilities to a modernity typified by increased foci on individualization, consumption, workplace flexibilization and the need for further (and further) education, this paper argues the need for mobility scholars to pay greater attention to the role played by educational institutions in family formation and the decisions associated with where to locate oneself in relation to these institutions. The research project under consideration took place in a remote Australian resource boomtown, an epicentre of global capital concentration and a concomitant mobile modernity. It focuses on educational decision-making that absorbs increasing amounts of energy among middle-class families in various parts of the globe, exploring the sociological implications of this and the links with physical and social mobilities.
