从边缘到中心——喀什经济特区背景下刀郎文化开发研究

刀郎人是现今生活在叶尔羌河流域的维吾尔人的一个分支，他们的文化独特而神秘，但长期处于边缘地位。2010年5月，中央新疆工作会议上正式批准喀什设立经济特区，与喀什具有地缘、亲缘优势的刀郎文化也将不可避免地会成为学界关注的热点，在喀什经济特区背景下对于刀郎文化的开发是实现文化产业化并带动地方经济发展的关键。     

Census data issues for epidemiology and health risk assessment: experiences from the Small Area Health Statistics Unit

Summary.  Census data are vital components of epidemiological studies, but the issues that are involved in using these data in such studies are often not fully appreciated. The paper describes some of the problems and uncertainties that arise, and some of the approaches that can be used to address them, based on experience in the Small Area Health Statistics Unit at Imperial College London. Issues considered include the geography of census data (zone design systems, recasting and the role of postcodes), temporal aspects of census data (especially in relation to migration and population change) and information content (especially in relation to characterization of socio-economic status). In the light of these issues, opportunities to improve the resolution and utility of census data for epidemiological studies are discussed.     

设立我国特殊情形下之夫妻财产制的立法设想

鉴于市场经济条件下夫妻财产关系与社会交易安全的密切联系,在我国婚姻家庭法中增设特殊情形下适用的夫妻财产制类型是非常必要的。本文在论证了设立这类财产制的必要性的基础上,提出了相关的立法设想。     

论列宁《哲学笔记》中的具体真理思想

列宁对具体真理的认识和发展,主要表现在:具体真理是多样性的统一;具体真理是对立面的统一;具体真理是包含特殊的普遍。这一思想是对马克思主义关于真理问题的一个重要贡献。深刻领会这一思想,是对真理问题进行深层次探讨的前提。     

论高校思想政治教育（心理咨询方向）专业的实践价值与特色

鉴于教育部普通本科专业目录中没有心理咨询专业,兰州城市学院创新性的设立了思想政治教育（心理咨询方向）专业,培养中小学思想品德教育教师兼心理咨询辅导师,2011年第一届毕业生即将毕业。有效解决了因为编制限制而造成的思想品德教师不能很好的适应课程内容心理学化需要和兼任心理咨询辅导师的问题。其毕业生既能提高中小学思想品德教育教师的教学质量,又能满足中小学思想品德教育教师兼任心理咨询辅导师的需要,解决编制限制问题。这一实验结果再次表明,高等学校专业特色的创建必须立足思想和实践的创新。     

Distribution of the product of a pair of independent two-sided power variates

ABSTRACT

The distributions of algebraic functions of random variables are important in theory of probability and statistics and other areas such as engineering, reliability, and actuarial applications, and many results based on various distributions are available in the literature. The two-sided power distribution is defined on a bounded range, and it is a generalization of the uniform, triangular, and power-function probability distributions. This paper gives the exact distribution of the product of two independent two-sided power-distributed random variables in a computable representation. The percentiles of the product are then computed, and a real data application is given.     

中美轮胎特保案的法律困境及WTO下的贸易政策

中美轮胎特保案是奥巴马政府对中国发起的首例特保调查,受到中美业界的广泛关注。分析特殊保障措施的进口增长、实质损害、因果关系三要件,我们可知：从WTO特保条款分析,对中国轮胎采取特保措施欠缺法律支持;从美国＂421条款＂分析,对中国轮胎采取特保措施虽然有失公允但有其一定原由。在金融危机的背景下和WTO的框架内,轮胎特保案的评述对于我国贸易政策的调整和增长方式的转变有一定的启发意义。     

Are Geographical Indications a Valid Property Right? Global Trends and Challenges

This article explores what is at stake in the international conflict on geographical indications (GIs), particularly for developing countries. It first examines how the WTO panel has obliged the European Union to open its registration system to third countries and how the ongoing negotiations on GIs seem to be reaching stalemate. Initiatives showing how GIs are a key political and trade issue are identified in Turkey, India, China, Colombia and Ethiopia. Trade negotiation agendas have to handle this new balance of power, in which the reputation accompanying a good may become common.     

The SDR Aid Link: It's Now or Never

The international community, in the form of the United Nations and, more recently, the G20, has committed itself to the Millennium Development Goals. The global financial crisis of 2008/9 served to increase the economic problems faced by low‐income countries, making it much less likely that the goals will be attained. At the same time, the decision has been made to reactivate the SDR scheme by making a new allocation of SDRs in order to create additional international liquidity. This article explores the idea of linking SDR creation with the provision of development assistance. Although the idea of a link is not original, contemporary global economic and political circumstances may generate an environment particularly conducive to the acceptance of the proposal.     

中国经济特区的时代使命

中国经济特区的基本经验有两条:从现实形态来分析,是选择、引进并坚持了改革的市场经济取向:从深层动力来总结,就是尊重与拓展对人的解放.中国经济特区具有双重新使命:从"改革"的意义上讲,是加快完成向市场经济的转型,继续当好改革开放的先锋队;从"发展"的意义上讲,是加快实现发展方式的转变,早日建成国际性现代化城市,构筑中国区域经济的新版图.国际性现代化城市的根本标志是具有个人权利、自由发展的现代核心价值观念的形成和与之相适应的市场经济、民主政治等成型的基本制度的确立.将传统的威权政府演进成现代的服务政府,既是政治体制改革的核心内容,又是转变发展方式的基本条件.从相当的意义上讲,"把香港请进来",既符合改革开放的根本方向,又能寻找到构建现代城市的简捷路径.
