Who should invest in specific training?

We study experimentally whether employers or workers should invest in specific training. Workers have an alternative trading opportunity that takes the form of either an outside option or a threat point. Theory predicts that with outside options, employers have (weakly) better investment incentives than workers do and should therefore be the investing party. With threat points, employers and workers are predicted to invest the same. Our results are, by and large, in line with these predictions. Due to offsetting inefficiencies in the bargaining stage, however, realized inefficiencies are remarkably similar across the different situations considered.

A statistical method for the serial comparison of vector cardiograms

In the absence of quantitative clinical standards to detect serial changes in cardiograms, statistical procedures are proposed as an alternative. These procedures are preceded by a dimension reducing orthonormal transformation of the original digitized cardiogram into a lower dimensional feature space. In feature space, mul-tivariate test criteria are given for the detection of changes in covariance matrices or mean vectors of the cardiograms. The flexibility is provided to compare the cardiograms of the same individual pairwise or simultaneously. Some pertinent remarks are also made about controlling the overall level of significance and its impact on the application of these techniques to cardiograms of USAF pilots.

Designing optimal routing strategies for a manufacturer: A case study

A study of the vehicle transportation system for a manufacturer is presented. An algorithm based on a dynamic programming model is developed so as to find the optimal transportation arrangements referring to the composition of the vehicles as well as the routing of these vehicles. The algorithm is run under the current condition as well as under a number of different scenarios. It is shown the algorithm can solve the problem with reduced computational complexity. The findings and suggestions resulting from the study can help the department manager in reviewing current operations arrangement and determining future operations arrangements.

国际统一私法协会正在制订《移动设备国际利益公约——空间资产特定问题议定书》,以调整以所有权保留、物上担保以及租赁等方式进行的空间资产融资。议定书起草过程已耗时十年,目前在空间资产的定义和范围,用于提供公共服务的空间资产的融资中出现违约情形时对违约救济的限制,议定书与联合国外层空间条约体系规则的关系等问题上仍存在较大争议,甚至导致议定书的起草过程陷入僵局。这些争议问题体现了国家利益的博弈以及债权人与国家利益的冲突。中国虽积极参加了议定书的起草工作,但是国内规范卫星产业的实体和程序性规则距离空间商业化利用所需规范还有很大差距。

杀人罪罪名细化及立法建议

杀人罪是一个类罪名，相当于西方国家立法中的针对生命权利的犯罪，我国古代对杀人罪立法已相当细致和合理，笔主张将现代刑法中这一“口袋罪名”按主观恶性和客观方面等进行细化，并试拟一条草案，以供商榷。
