巴黎和会期间梁启超的反日外交活动及主张

1919 年1 月,巴黎和会召开,日本不顾中国人民的利益,采取各种手段,妄图攫取原德国在山东的权益。梁启超以中国代表团顾问及记者的身份赶赴欧洲,在巴黎和会前后,对日本的侵略行径进行了抨击,对中国政府的卖国行为进行了无情揭露。     

Protectionism and real wage rigidity: A discussion of the macroeconomic literature

The paper discusses the macroeconomic literature on the relationship between real wage rigidity and the case for protectionism. First, it gives an account of the analytical arguments that lie behind the protectionist position of the Cambridge Economic Policy Group (CEPG). Then, it provides a critical appraisal of the model of the CEPG; the discussion is focused on its supply side, on the role it assigns to financial markets as well as on the issue of retaliation. Finally, the paper considers and evaluates the subsequent work by Eichengreen, which incorporates aggregate supply and wealth effects into the CEPG analysis.     

Employee counseling services evaluation system: design, issues and conclusions

Employee Counseling Services (ECS) programs have emerged as an effective method for dealing with employees whose job performance has deteriorated due to personal problems such as alcoholism or drug abuse. It is estimated that 18% of any work force is effected by such problems at any given time and that these employees cost industry billions of dollars annually in lost productivity, abuse of sick leave, etc. One of the critical concerns of this emerging field is the need for comprehensive evaluation that can demonstrate the cost-effectiveness and cost-benefits of ECS programs. This paper will describe the model Federal ECS developed at the U.S. Department of Health and Human Services as well as the components of the evaluation system designed to determine its effectiveness. The system is the first of its kind and will be a valuable contribution to the field. The paper then raises issues and develops conclusions about designing such an evaluation within the context of a large bureaucracy.     

Problem characteristics, decision processes and evaluation activity: a preliminary study of mental health center directors

This article reports on the results of a preliminary study on the characteristics of problems and problem solving in mental health centers. The major findings were that directors were generally quite satisfied both with the available level of information intended to help them make decisions, and with their ability to make good, even optimal, decisions. Much of this confidence resulted from the use of assumptions about the problems which reduced the need for empirical information. The problem solving process was highly dynamic and interactive, with changes over time in the characteristics of problems, constraints and alternative solutions. The directors played an active role in attempting to foster and influence the direction of many of these instabilities. Some implications for evaluation and research are discussed.

中国行政改革的阶段定位解析——基于第三次明诺布鲁克会议的视角

尽管2008年第三次明诺布鲁克会议标志着新公共行政学已经把关注的重点转向讨论全球公共行政的走向以及对公共管理和公共服务理论进行有益的替代。但是中国的行政改革却还处在第一次明诺布鲁克会议所说的由传统效率行政向公平行政过渡的阶段，所以在此阶段定位的基础之上，进一步探讨政治——行政两分法之于中国改革的理论意义，同时分析政治经济改革脱节以及二元制结构下的社会分化对于中国行政改革的环境影响，尽管新公共管理理论、新公共服务思想是当前世界的主流思潮，然而单就中国的国情来说，新公共行政学更具指导意义。

协商民主是建国初期人民民主的重要实现形式。除人民政协之外,各界人民代表会议是协商民主的重要制度载体。它有着自己富有特色的运作方式。会前代表的产生,提案的征集源于协商;会中提案的通过,决议的形成依靠协商;会后决议的传达与执行,有赖于协商。在协商中各界人民在各界人民代表会议中通过协商真实地感受到人民民主。
