Five ways to ration capital: The case of a developing economy

The performances of two programming models and three “simple” investment rules, the benefit-cost ratio, internal rate of return, and present value to constrained cost ratio, are compared in solving a four-year capital rationing problem in a Latin American nation. The properties and advantages of the various approaches are discussed and policy conclusions are drawn. In addition, the effects of including project timing variants and political/ bureaucratic constraints are explored.

A multivariate analysis of response structure: Race attitudes, 1972–1977

A particular kind of latent class model is used to characterize the unobservable variable measured by six discrete indicators of racial stance in 1972 and 1977. Methods recently introduced by Clogg and Goodman, 1982, Clogg and Goodman, 1983) for the simultaneous latent structure analysis of two multidimensional contingency tables are employed in across-year homogeneity tests on the latent class proportions. Trends in multivariate response patterns over the 5-year interval are then examined by cross-classifying the predicted latent variable with selected demographic characteristics of respondents in each year. The results indicate that (1) no significant changes in the distribution of the latent variable occurred over the 5-year time period, and (2) the status of certain demographic variables as predictors of racial stance fluctuated between the two survey years.

This article presents a review of the 11th International Conference on Human Resource Development Research and Practice across Europe through the lens of global mobility. The conference was held in Pécs, Hungary in June, 2010 and the four authors who participated in the conference present their own narratives as agents of global mobility, examine the theme of global mobility in the various aspects of the conference, and conclude with reflections on the factors that supported the learning environment at the conference.

Abstract

This report provides a personal reflection on the E-Learn Conference held in Vancouver, Canada, in October 2005. First, I provide a brief review of previous conference reports and then share my experiences of this particular conference, focusing on technical, social, pedagogical and cultural aspects.

1963—1964年间的中法建交谈判——中法建交述略（三）

1963年至1964年,中华人民共和国政府与法兰西第五共和国政府,进行了多轮建交谈判。中方认为,建交的前提是法国政府与台湾断交,支持恢复中国在联合国的合法地位;法方出于历史、现实的诸多考虑,希望“无条件建交”。中方在坚持原则的前提下,适当照顾法方感受,双方正式建交,这是中国独立自主外交的伟大胜利,这也是戴高乐主义的一个重大成就。     

国民党四届三中全会延展原因探讨

按照国民党党章规定,四届三中全会应于1932年9月举行,国民党中央却宣布因“剿共”军事行动的进行而延期召开。造成会议延展的真实原因是西南的杯葛寻衅及蒋汪合作陷入困境,使得蒋顾虑重重,因而延展会议召开。10月,蒋介石以孙科输诚为契机,消弭了反对力量的种种政治图谋,始召开三中全会。此次中央全会延展,说明真正操纵国民党中央全会召开的非党章规定,而是党内各派系间的幕后密商与利益交换进程。
