加快新农村建设促进县域经济跨越式发展

党的十六届五中全会提出建设社会主义新农村的伟大战略.本文以安徽合肥市为实例,通过实地调研,分析了目前合肥市在社会主义新农村建设中所取得的成绩,存在的不足,并针对这些不足,在认真分析研究的基础上,提出了相关对策建议.     

新教学模式在非金属专业教学中的设计与应用

本文以多媒体网络教学为研究对象,初步探讨多媒体网络技术辅助教学的基本模式,并据此设计了基于多媒体和互联网技术的非金属专业教学系统,使远程异地教学、在线测试等成为可能,优化了传统教学过程,促进了教学质量,为我们提供一个全新的教学模式。     

中国传统纹饰与现代设计

面对中国的设计现状,我们应该倡导民族文化和先进文化,使中国的传统文化艺术在现代设计中得以延伸发展,打造新的民族形式,在理解的基础上取其“形”、延其“意”、从而传其“神”,用中国传统文化精粹,以现代化国际化语言来表达,使民族的文化精神和世界的设计语言,共同融汇成现代设计艺术的主流,必定会使现代设计更具文化性与社会性。     

A new tool for urban governance or just rhetoric? The case of participatory budgeting in Taipei City

Increasing interest in participatory budgeting has been observed in local governments around the world. This paper stresses direct citizen participation in the budgeting process leads to good governance, deepens democracy and improves social justice, while also highlighting some challenges in its efficiency and effectiveness. Unlike participatory budgeting, the Sub-borough Chiefs Forum is a community-based representative democratic mechanism; it could be regarded as a form of participatory budgeting in a broad sense. If so, then did the Taipei programme simply duplicate the goals of the Forum or lead to a better governance by making up for the inadequacies of the Chiefs Forum? To find out whether the Taipei participatory budgeting programme made a difference, we carried out qualitative and quantitative comparisons of projects passed under the participatory budgeting process and at the Forum. We also interviewed several participatory budgeting participants and sub-borough chiefs. The findings suggested that participatory budgeting and the Forum generated different proposals and budget requests, and the Taipei programme supplemented the shortcomings of the Forum and therefore led to deeper civic engagement and better urban governance.     

从直觉思维到逻辑思维——浅谈西方逻辑在中国的输入及其影响

从先秦时代起,中国的思想家就致力于逻辑研究,中国逻辑在概念和推理论证等各方面取得了一定成就,但长久以来中国逻辑一直没有形成完整的体系却是不可否认的事实。明清时期,特别是19世纪中叶以后,中国人开始接触到西方逻辑。西方逻辑的系统输入,在一定程度上诱发了中国传统思维方式的变革,对中国文化乃至社会由传统向现代的转型产生了积极影响。     

Quantifying the similarity of 2D images using edge pixels: an application to the forensic comparison of footwear impressions

We propose a novel method to quantify the similarity between an impression (Q) from an unknown source and a test impression (K) from a known source. Using the property of geometrical congruence in the impressions, the degree of correspondence is quantified using ideas from graph theory and maximum clique (MC). The algorithm uses the x and y coordinates of the edges in the images as the data. We focus on local areas in Q and the corresponding regions in K and extract features for comparison. Using pairs of images with known origin, we train a random forest to classify pairs into mates and non-mates. We collected impressions from 60 pairs of shoes of the same brand and model, worn over six months. Using a different set of very similar shoes, we evaluated the performance of the algorithm in terms of the accuracy with which it correctly classified images into source classes. Using classification error rates and ROC curves, we compare the proposed method to other algorithms in the literature and show that for these data, our method shows good classification performance relative to other methods. The algorithm can be implemented with the R package shoeprintr.

试论李佩甫《城的灯》中的恶魔性因素

恶魔性因素在中西方文学传统中具有普遍意义,栩栩如生的恶魔性人物形象始终具有着无限的艺术生命力。恶魔性因素的内涵是对某种正常秩序的破坏,对正常意义上的社会伦理道德的反叛,其核心要素是反抗,其生命是叛逆,其实质是战斗。原始的生命冲动和颇具创造性的智慧是其性格中共有特点。李佩甫小说《城的灯》中的冯家昌这一人物性格中,就具有较强的恶魔性因素。     

我国亲告罪追诉模式之困境及其重构——以网络诽谤案件的证据收集问题为切入点

网络诽谤犯罪属于《刑法》规定的亲告罪类型,此类案件中被害人的证据收集能力受到较大制约,导致其面临“自诉困境”。对此问题,不论是亲告罪的选择性公诉化,还是公权力适当介入证据收集过程的处理路径均存在不足。《刑法修正案(九)》针对网络侮辱、诽谤犯罪的证据收集问题作出新规定,但是无法扩张适用于所有亲告罪类型。亲告罪的自诉困境凸显出我国对亲告罪确立的单纯自诉制追诉模式存在显著缺陷：不利于对被害人的平等保护,以及混淆告诉权和举证责任。重构亲告罪追诉模式的前提是对刑事法中的“告诉”进行重新解释,使其本质回归为诉讼条件,与证明责任“解绑”。在模式选择上,应确立混合告诉制的追诉模式,被害人提起告诉后,可以自主选择适用自诉程序还是公诉程序。     

20世纪70年代后中美关系发展模式研究

文章分析了近三十多年的中美关系发展的历程,从中归纳出中美关系的发展大约遵循着合作(大起)、对立(大落)和妥协这一互相交错和在反复循环中前进的模式,进而从中美两国外交思想方面对之进行分析,并从国际预期理论方面进行探究,从而验证了中美关系这一发展模式.
