This paper is aimed at assessing and disentangling how territorial governance configurations influence contemporary practices in strategic plan-making in 14 European urban regions. The findings allow us to distinguish three dominant practices: i) plan-making shaped by consensus building and multilevel government cooperation; ii) plan-making shaped by the involvement of profit-oriented actors and negotiations, and iii) plan-making shaped by consolidated planning practice. To truly grasp plan-making practice, it is necessary to scrutinize who rules and who is ruled while negotiations are unfolding, as well as the extent to which private actors’ interests influence how spatial development goals and strategies are defined. 相似文献

The debate on strategic spatial planning highlights the limitations of statutory land use planning in weighing up future options for spatial development, particularly in instances of rapid change. This paper draws on this debate in order to analyse planning institutions and practices in Finland. The case in point is the south-eastern border region where interdependencies with Russia, particularly shopping tourism, have created pressures on land use and led to contentious planning processes between regional and central levels of government. To be efficient, logistics operations in e‐commerce require warehousing and transportation resources to be aligned with sales. Customer orders must be fulfilled with short lead times to ensure high customer satisfaction, and the costly under‐utilization of workers must be avoided. To approach this ideal, forecasting order quantities with high accuracy is essential. Many drivers of online sales, including seasonality, special promotions and public holidays, are well known, and they have been frequently incorporated into forecasting approaches. However, the impact of weather on e‐commerce operations has not been rigorously analyzed. In this study, we integrate weather data into the sales forecasting of the largest European online fashion retailer. We find that sunshine, temperature, and rain have a significant impact on daily sales, particularly in the summer, on weekends, and on days with extreme weather. Using weather forecasts, we have significantly improved sales forecast accuracy. We find that including weather data in the sales forecast model can lead to fewer sales forecast errors, reducing them by, on average, 8.6% to 12.2% and up to 50.6% on summer weekends. In turn, the improvement in sales forecast accuracy has a measurable impact on logistics and warehousing operations. We quantify the value of incorporating weather forecasts in the planning process for the order fulfillment center workforce and show how their incorporation can be leveraged to reduce costs and increase performance. With a perfect information planning scenario, excess costs can be reduced by 11.6% compared with the cost reduction attainable with a baseline model that ignores weather information in workforce planning. 相似文献

地域文化的缺失导致园林景观规划设计及其实施效果呈现雷同的趋势,通过提出规划设计中地域文化的范畴和意义,强调了体现地域文化在规划设计中的重要性。借助三个实际的规划设计案例从宏观角度提出规划概念应与地域自然特点、人文特点等要素有机结合,从而从微观角度提出设计可采用保留、抽取、融合、再现等手法来体现地域文化。此外,在规划设计中运用地域文化应该注意契合性、创新性、烂漫性及可实施性等的几个方面的问题。 相似文献

In this paper, we analyze the emerging retail practice of carrying a combined product assortment consisting of both regular “standard” products and more fashionable and short-lived “special” products. The purpose of this practice is to increase store traffic by attracting heterogeneous classes of customers, which drives up sales of standard products due to the potential cross-selling effect. Customers who are primarily attracted by special products will also buy some standard products. In this context, we analyze three decisions that are crucial for a retailer׳s commercial success: the product assortment, the inventory levels and the pricing. We propose an optimization model and an iterative heuristic to analyze the trade-offs between the combined product assortment, the inventory level and the price per product when there is limited shelf space. Using numerical experiments, we show that our heuristic can be trusted and that its accuracy improves when the number of products increases. Our findings indicate that to attract more customers for standard products, a retailer may benefit from carrying low priced special products which, if considered in isolation, would be non-profitable. As the cross-selling effect decreases, a retailer should focus more on the standard assortment by increasing its size and decreasing the prices. However, introducing special products and ignoring the cross-selling effect may decrease a retailer׳s profitability. We show that the introduction of special products involves more than just choosing the right specials for non-loyal customers but impacts the global assortment planning, the standard products and the products pricing. 相似文献
