The dynamics of organizational risk communication is an understudied topic in risk research. This article investigates how public officials at six government agencies in Sweden understand and relate to risk communication and its uses in the context of agency organizational work on policy and regulation. Qualitative interviews were used to explore the practitioners’ views on some key topics in the academic literature on risk communication. A main finding is that there is little consensus on what the goals of risk communication are; if, and how, uncertainty should be communicated; and what role is to be played by transparency in risk communication. However, the practitioners agree that dissemination (top down) to the public of robust scientific and expert knowledge is a crucial element. Dialogue and participation is used mainly with other agencies and elite stakeholders with whom agencies collaborate to implement policy goals. Dialogue with the public on issues of risk is very limited. Some implications of the findings for the practice of risk communication by government agencies are suggested. 相似文献

This article examines the ways in which young migrant men are constructed as potential employees in a British town where service sector employment, often on a casual or precarious basis, dominates the bottom end of the labour market. Low‐wage jobs in many British towns are now constructed as feminized, low waged and demanding personal skills of empathy and servility. In this context, young men, and especially young men of colour, including recent in‐migrants, are at a disadvantage, constructed by employers, agencies, co‐workers and customers as less eligible workers than ‘locals’. We use the experiences of young men from Goa as a lens though which to trace the ways in which expectations and experiences when looking for employment produce a hierarchical division of labour in precarious jobs at the bottom end of the service sector. 相似文献

Supervision has been an integral aspect of social work practice since the early days of the profession. The literature suggests that ‘supervision is an essential and integral part of the training and continuing education required for the skillful development of professional social workers’ (p. 5). The literature does appear to support that all social workers ought to have some level of supervision; however, within interprofessional settings, where social work is one of many professions, that goal may not be easily attained. Although some interprofessional settings, like hospitals, have social work departments, other settings, like schools, may only have one social worker, resulting in a workplace environment devoid of social work supervision. This article presents findings from a national study of social workers employed in interprofessional organizations. It was hypothesized that this cohort could provide important insights about the nature of social work supervision in agencies characterized by an interdisciplinary workforce. Using both open-ended and specific categorical questions, respondents were asked to describe and convey information about the supervision process and experience in their agency. An Internet-based survey was used to reach a broad spectrum of social work practitioners and educators (975 deliverable and 426 completed) across the United States. 相似文献

Digitalisation reforms have become increasingly pervasive across European welfare agencies and public sector institutions. As welfare provision becomes premised on the use of digital technologies, often in the form of “self‐service” solutions, new demands are imposed on citizens, including already disadvantaged groups. Although existing research has showcased how digitalisation often reproduces existing lines of stratification, little to no work has been conducted on such processes in the context of welfare provision and public administration. Through a study of citizen service centres in Denmark, based on ethnographic observations and qualitative interviews, this article analyses the new exclusionary mechanisms that emerge at the frontline of the digital agenda. The article argues that digitalised welfare agencies simultaneously sustain existing lines of social stratification and enhance these by producing new forms of digital exclusion. Taken together, the article contributes with new knowledge on the impact of digitalisation policies and their exclusionary consequences for disadvantaged citizens. 相似文献

By most accounts, crisis preparedness in organizations globally has been appalling (0035 and 0250). The situation is no different in Singapore (Wu & Dai, 2001). With crisis expertise often lacking from within organizations, many resort to engaging public relations (PR) agencies to help. This study, which is inspired by Frandsen and Johansen's (2008) study in Denmark, aims to evaluate the contributions of consultants from PR agencies. Adapting indicators to assess professionalism proposed by Lages and Simkin (2003) and Sallot, Cameron and Lariscy (1997) and integrating them with variables from the contingency theory (Pang, Jin, & Cameron, 2010), this study seeks to examine: (1) the level of expertise of consultants in offering crisis management consultancy; (2) the level of experience of consultants offering crisis management consultancy; and (3) the value and expedience of the consultancy services offered. Findings showed that agencies in Singapore hired consultants based on skills such as writing, speaking and ability to manage the media. For some, lack of direct experience was compensated by in-house training. International agencies appeared to have an advantage over the local agencies by virtue of their access to expertise and knowledge from their international network. However, as the majority of agencies had only managed few crises, it was difficult to assess the value these consultants added. Studies examining consultants in PR agencies are rare. 中旅的"资产+业务"模式、中青旅的"资产+直营连锁"模式、中国康辉的"控股与参股"模式、中国金桥的"旅行社联合体"模式、上海春秋的"IT系统+全资子公司"模式、广之旅的特许经营模式和宝中旅游的"IT系统+加盟连锁"模式比较有代表性,但这七种模式各有优劣。我国大型品牌旅行社网络化经营的目标模式,应为具有IT操作系统支撑的、具备区域性经营中心的M型国内网络模式。内部成长、兼并收购及战略联盟三种路径模式在网络化经营的不同时期可单独或综合运用。在选定的目标模式下,大型品牌旅行社网络化经营的国内网络框架由七大区域性经营中心控制下的接待网络和分销网络构成,对网络的掌控可通过构建网络时的股权安排来实现,网络化经营的效率取决于管控与作业模式、名称与商号管理、股权与资产管理、业务管理与协调四个方面。 相似文献

Natural adversity elicits public policy reactions in accordance with its negative impact; aid actions are expectedly seen as altruistically driven. This article is based on interviews with experts from NGOs and public emergency response agencies. It debates the paradoxical potentialities that may arise in post‐disaster situations. Topics discussed include: factors surpassing altruism, mass media as a solidarity regulator tool, conflicts between what is understood internationally and what may, in fact, be adopted at the local level, and strategies to internalise resources. Conclusions recognise potentialities as concrete assets for policy makers, but suggest we do not yet possess the ability to strategically identify them as unique and positive opportunities. 相似文献

ABSTRACTThis study examined how Protestant Korean-American churches and their pastors can serve as ties between Korean seniors and agencies that offer social services. Working in partnership with the North Central Texas Area Agency on Aging (NCTAAA) and 2-1-1 services at United Way, the researcher asked 53 Korean pastors in two counties in North Central Texas to participate in the study. Each was asked about his willingness to host an outreach program. Thirty telephone surveys and 11 face-to-face interviews inquired about current services and pastor willingness to serve as gatekeepers for seniors. Translation and transportation were the top social service needs. All pastors in the study agreed that their churches should be a vehicle to provide social service information to seniors. Indeed, five churches accommodated program outreach offered by the NCTAAA and 2-1-1 services. The host churches tended to have highly structured, regularly scheduled programs (e.g., ethnic senior schools) already in place. A total of 405 Korean seniors participated in the outreach events, and 28 seniors were assisted in benefit counseling by telephone. Altogether, the results suggest that social service agencies can use the church ties of Korean seniors for program outreach. 相似文献
