浅议我国行政规划的制定程序

作为现代行政的重要手段，行政规划在政府行政中的作用将愈加突显，与之相对应，对行政规划的规制也将愈加重要。而在其规制中，最重要的就是规范行政规划的制定程序。只有规范行政规划的制定程序，才能保证行政规划的合法性与合理性，使行政目标得以实现。     

朝鲜文报纸汇使用现状分析及改善方案研究——以朝鲜文四大报纸为中心

改革开放与中韩建交带给朝鲜文报纸的影响很大,由于这些影响报纸的语言发生了诸多变化,报纸在词汇运用中存在的问题也有增无减.从语言学的角度分析朝鲜文报纸词汇运用,可以发现现实运用中存在乱用汉字词、随意组成合成词等问题.针对这些问题应该做到：制定语言选择基准、使用以读者为中心的语言;要克服“一对一”的翻译模式;采编人员要遵守《朝鲜语规范》做到规范使用词汇;采编人员要树立责任意识.

援气入情，互补互化——中国传统文化视野中的情气关系辨析

“儿女情多，风云气少”与“使气飞动”分别是钟嵘对张华部分诗歌与元兢对王融诗歌“霜气下孟津”的评语。通过对所评之诗的对比，可以看出，在诗歌创作中，文气对文情有着重要的影响。虽然气有人气与文气的分别，但二者在内涵上有着最终追求的一致性，而且可以实现对情感抒发的引领与超越，使抒情脱离宣泄与绮靡。所以在文学创作中，应该主动追求气的涵养，并援气入情，做到情与气的互补互化。     

Do military veteran and civilian students function differently in college?

Objective: The authors sought to assess military veterans' functioning in college by comparing their experience with that of civilian students. Participants: The study, conducted from April 2012 to February 2013, included 445 civilian and 61 student service member/veteran (SSM/V) undergraduates, drawn from a community college and two 4-year Catholic colleges, in Pennsylvania, New Jersey, and New York. Methods: Participants completed anonymous online surveys. Six areas of functioning in transition to college were examined: Health, Fitting In, Emotional Adjustment, Productivity, Perceived Career Support, and Social Engagement. Results: Students, both SSM/V and civilian, with past exposure to a potentially traumatic event fit in worse than students without such exposure. Past exposure to trauma was associated with poorer emotional adjustment in civilian students, but not in SSM/V. Conclusions: Implications of results were discussed.

针对＂中国自来无科学＂的论断,以竺可桢为代表的中国学者致力于中国科学史研究,发表大量学术论著,为中国辉煌而久远的科技发展史正名;李约瑟亦不约而同地加入了大讨论,并以大量无可争辩的事实有力地批判了＂西方中心论＂。作为李约瑟《中国科学技术史》编纂强有力的支持者,竺可桢有目的地为李约瑟搜集中国科学技术史的书籍资料,并通过中国科学院给予其人力、财力资助。而李约瑟的《中国科学技术史》编撰计划实际上也诱发了竺可桢着手建立中国科学史研究专门机构的构想。就二十八宿起源地点与创立时期的学术争论,竺可桢坚持中国起源说,李约瑟则依违于巴比伦起源说与双方独立起源说之间。

Combining forecasts of electricity consumption in China with time-varying weights updated by a high-order Markov chain model

Electricity consumption forecasting has been always playing a vital role in power system management and planning. Inaccurate prediction may cause wastes of scarce energy resource or electricity shortages. However, forecasting electricity consumption has proven to be a challenging task due to various unstable factors. Especially, China is undergoing a period of economic transition, which highlights this difficulty. This paper proposes a time-varying-weight combining method, i.e. High-order Markov chain based Time-varying Weighted Average (HM-TWA) method to predict the monthly electricity consumption in China. HM-TWA first calculates the in-sample time-varying combining weights by quadratic programming for the individual forecasts. Then it predicts the out-of-sample time-varying adaptive weights through extrapolating these in-sample weights using a high-order Markov chain model. Finally, the combined forecasts can be obtained. In addition, to ensure that the sample data have the same properties as the required forecasts, a reasonable multi-step-ahead forecasting scheme is designed for HM-TWA. The out-of-sample forecasting performance evaluation shows that HM-TWA outperforms the component models and traditional combining methods, and its effectiveness is further verified by comparing it with some other existing models.     

Uniform Convergence of Compactly Supported Wavelet Expansions of Gaussian Random Processes

New results on uniform convergence in probability for expansions of Gaussian random processes using compactly supported wavelets are given. The main result is valid for general classes of non stationary processes. An application of the obtained results to stationary processes is also presented. It is shown that the convergence rate of the expansions is exponential.
