3Q大战使网络用户的民事权益再次被凸显热议,具体涉及免费软件产品上的信息财产权益、网络服务中的消费者权益、隐私与个人信息等人格权益、网络格式合同权益等问题。要加强和完善网络用户民事权益的保护,应着重注意：新增和完善相关立法,为网络用户提供权利基础和法律依据;强化司法规制、加强执法力度,为网络用户权益提供事后保障;增加网络信息法的课题投入与理论研究,为制度建设争取学术支持;加强信息法制宣传、培养网络法律意识,实现网络用户的自我防护;发挥行政政策的灵活功能,及时实施监督管理;培育网络伦理规范、完善社会监督机制,运用社会力量综合治理。

War and security,women and gender: an overview of the issues

This article addresses the gender division of war and the significance of men and masculinity in processes of militarisation. Three phases of the continuum of war are considered. In periods of war-readiness, societies see a diversion of spending from social provision to the armed forces, accompanied by an increase in patriarchal ideology and authority. The actual waging of wars calls for the delivery of extreme but disciplined violence, and combat training shapes masculinity to this purpose. Armed conflict often involves a massive sexual assault on women. Women have recently intervened internationally to argue that if peace is to be more than a mere cessation of hostilities, ‘security’ must be redefined to mean the satisfaction of human needs, including comprehensive safety for women. Women's peace movements, worldwide, are theorising that gender power relations are significant among the causes of war, and transformative change in how we ‘live’ gender can be a significnt resource for peace.     

Children Born of Wartime Rape: Rights and Representations

The ongoing conflict in Darfur has once again served to highlight the threat of sexual violence that women face during times of war. Yet, although sexual violence in wartime has existed probably for as long as war itself, it is only in more recent times that its recognition as a crime under international humanitarian law has taken place. Moreover, although it is recognized that women may conceive as a result of such wartime rape, largely missing from the international rights framework, and from the discourse that surrounds it, is a consideration of the children – or ‘war babies’ – who are born as a result. This article places the focus upon ‘war babies’ by considering the reasons for their current marginalization as a category in international discourse. In addition to examining such marginalization within existing theoretical analyses, this article also analyses the potential for their incorporation within the wider rights framework: first, in terms of international legal practice and; second, in terms of the actions of civil society. The final section concludes.

中日、日俄战争时期美国对朝鲜政策的变化及其实质

中日战争和日俄战争时期,美国对朝鲜的政策由"不干涉"政策转为"放弃"政策,即把朝鲜推给日本,使其任意践踏朝鲜的主权。其实质是一方面支持日本去对抗俄国,以防止其独占中国东北;另一方面让日本满足于独占朝鲜,以便保住美国自己在西南太平洋地区的既得利益,同时扩大自己在中国的利益。     

重庆地区奶牛隐性乳房炎病原菌的分离鉴定及药敏试验

本文对重庆地区6个奶牛场的76头黑白花奶牛294份奶样,采用LMT方法检测隐性乳房炎,按常规方法分离鉴定病原菌,用纸片法对其病原菌进行药敏试验。结果表明,LMT阳性奶牛检出率为78.94％、阳性乳区的检出率为50.34％;阳性乳区的细菌检出率为87.83％;分离鉴定的病原菌以葡萄球菌和链球菌为主,占检出细菌总数的94.60％;而这些病原菌对庆大霉素、氯霉素和红霉素的敏感性最高。目前在临床是可首选此类药物治疗奶牛隐性乳房炎。
