An analysis of donor engagement with education policy development in Lao PDR from 1991 to 2000

This paper describes the relationship between donor agencies and government during the development of Lao basic education policy in the post‐Cold War period, 1991‐2000. We argue that Laos had only recently been ‘re‐ born’ from colonial regimes, and was thus unable to resist or mediate donor policy agendas and donors who acted on behalf of economically developed nations. The nature of the power relationship between donor and government is explored through an analysis of policy developed at that time as well as the perceptions of aid conditionalities, as recalled by government officials and those working in the aid sector at that time. These perceptions were gathered through interviews conducted by one of the authors.

Financing Innovation Development in the Context of Foreign Experience and Domestic Practice

The importance of innovation development is determined by the strategic role that true innovations play in the development of the state and the formation of a healthy, competitive economy. The organization of massive industrial production—which applies advanced technological achievements and science-intensive knowledge to form an infrastructure for innovation—should be a key component of the government’s strategic policy to develop the national economy. In Russia, the infrastructure for innovation is less developed than other industrialized countries. This article considers the consequences of this underdevelopment, and proposes several ways of financing basic and applied research on the basis of foreign precedent and domestic practice.     

学习迁移的系统理论:PPEE理论模型的建构和意义

学习是人类社会永恒的主题。为了更好地利用过去的经验，增强学习效果，个人和组织进行学习迁移具有重要意义。学习迁移是指将在以往通过学习或解决问题所获得的经验，用于解决之后所遇到的问题。本文力图建立系统的学习迁移理论，研究人、问题、环境的因素对于学习迁移的影响。本文采用理论推导的研究方法，在前人研究的基础上，提出相应的理论模型。本文运用系统的观点，构建了学习迁移的PPEE理论模型，认为人的因素、问题的因素、人和问题的交互作用、以及环境的调节作用，会共同影响学习迁移的效果。本理论主要从五个方面论述学习迁移的机制。首先，将人的因素按照不同层面划分为后端基本能力、中端心理过程、前端知识结构，讨论了其各自对学习迁移效果的直接影响。其次，将问题的因素划分为形象相似性和抽象相似性，并根据这两个维度构建了四种问题间关系类型，并探究了其与学习迁移效果之间的关系。第三，同时考虑人的因素和问题的因素，研究了二者之间的互动对于学习迁移效果的影响。第四，将环境因素划分为时间紧迫性和空间重要性两个维度，探讨了人和环境，以及问题和环境之间的互动对学习迁移效果的影响。第五，基于系统整体的方面，研究人、问题、环境三者之间的互动对学习迁移效果的交互影响。本文还认为，该模型不仅适用于个人，也同样适用于团队、组织、地区、甚至国家和社会等各个层面，影响各个层面主体的学习迁移。本文最后总结了研究的理论和实践贡献，并提出了未来研究课题。本文对丰富学习理论、特别是学习迁移理论，以及推动教育和管理实践的发展进步具有重要的意义。     

我国民法基本制度生态化探究

生态文明时代要求法律制度进行不同程度的生态化.在各种法律制度生态化历程中,民法制度的生态化起着相当重要的作用.民法基本制度的生态化是民法生态化的重要内容,它包括人格权制度的生态化、物权制度的生态化、合同制度的生态化、侵权责任制度的生态化.这其中,环境人格权是人格权制度生态化的主要内容；生态性用益物权是物权制度生态化的重要组成部分；环境物权交易合同是合同制度生态化的主要方面.以损害风险预防、现实损害救济赔偿、恢复责任承担为切入点,采用无过错责任与过错加重责任并用的原则,贯彻环境损害全程监管与责任追究的理念,对环境污染与生态破坏的源头与过程实行全面的控制与追责是侵权责任制度生态化的基本要素.     

Retrofitting Drucker: Knowledge work under cognitive capitalism

This article uses Peter Drucker's work vector-like, to carry the thesis of cognitive capitalism into the management field. Drucker's prophetic insights into the knowledge society are juxtaposed with recent, Italian autonomist Marxist-inspired analyses of capitalism's cognitive phase. If the capacity to create knowledge – or what autonomists call the ‘general intellect’ – is becoming the key productive force, arguably there is a need for a full-blown social form of knowledge management. Our reading of Drucker thus retrieves the one worthwhile thing from the rubble of normative knowledge management. It is the idea of society-level knowledge management premised on a universal and unconditional guaranteed basic income (GBI; or social wage). Basic income represents not just a social investment in knowledge, which Drucker himself called for, but also compensation for biolabour's augmented social productivity. With Drucker as the steppingstone, we conclude, the autonomist tradition merits greater attention from critical management and organisational scholars interested in factoring class and gender back into the knowledge management equation.     

浅谈洁净手术部在医院基建工程中的特殊需求

随着现代医学的发展,洁净手术部成为各手术学科建设与发展的重要前提与支柱,对原有手术室功能进行改造势在必行。为了实现医院洁净手术部向信息化、智能化、集约化发展,从洁净手术部的选址、功能等方面介绍了当前省内部分二级以上医疗单位洁净手术室建设的新进展,总结近年来在洁净手术室规划、建设过程中的经验,为现代医院基建工程管理提供借鉴,保障医院医疗、教学、科研工作的顺利开展。     

基层党员坚定“四个自信”的实证研究——以浙江省嵊泗县为例

“四个自信”是党的最新理论成果，其对基层党员的影响理应是深远的。通过问卷、访谈以及文献分析等方法调查了以浙江省嵊泗县为代表的基层党员对“四个自信”的坚定状况。调研结果表明：其在总体上的坚定情况是可喜的，但也存在不少问题。通过对比参与调查的基层党员和非党员对在中国特色社会主义理论、道路、制度和文化等方面的差异，从民生问题、贫富差距扩大趋势、理论宣传教育程度和发展实际问题等方面分析原因，并据此提出了相应对策。     

中国石油股份实施ERP的思考——基于中国石油华北天然气销售公司的实践

自2007年底开始,中石油在地区公司推行ERP,华北天然气销售公司从2008年5月开始组织ERP项目建设,2008年11月开始实施。华北天然气销售公司在实施ERP过程中对传统会计务实理念产生了冲击,对公司的会计基础工作也产生了影响。从长期看,实施ERP与FMIS融合系统能整合中石油的技术平台,提高企业的整体竞争力。因此,中石油在ERP的实施中,应改变传统会计观念,加强基础数据的维护,保证基础数据的准确性和实效性,完善ERP系统的配套管理机制和运行机制,建立配套的内部控制机制,做好风险管理工作。     

Social development quartet: When is parental supportiveness a good thing? The dynamic value of parents' supportive emotion socialization across childhood

This introduction to the Social Development Quartet summarizes four articles that examine age‐related and contextual shifts in the utility of parents' emotion socialization responses for children's social‐emotional development. The first two articles present evidence for age‐related changes in the benefits of parents' supportive responses and consequences of parents' nonsupportive responses to children's negative emotions between early and middle childhood. The next two articles consider contextual variations in this developmental shift by examining teacher reports of children's competence and family patterns of response among mothers and fathers. Together, these studies question the unilateral assumption that parental support of children's negative emotions is always a good thing, and provide a more nuanced understanding of when and in what contexts parents' responses are adaptive for children.
