This paper examines the discretionary reasoning of the judiciary in three jurisdictions, England, Germany and Norway, in cases deciding whether a newborn child is safe with her parents or intervention is necessary. Our analysis focuses on one specific dimension of decision makers' exercise of discretion, namely, if and how the strengths and weaknesses of the mother are considered. The data material consists of all decisions concerning care orders of newborns from one large city in Germany from 2015 to 2017 (n = 27) and 2016 in Norway (n = 76) and all publicly available newborn removal decisions in England for 2015–2017 (n = 14). The findings reveal a high number of risk factors in the cases and less focus on risk‐reducing factors. The situation of the newborn is considered to be harmful, as most cases result in a care order. Judicial discretion differs by how much information, and what types of factors, are included in the justification for the decision. A learning point for decision makers and policymakers would be to actively undertake a balancing act between risk‐increasing and risk‐reducing factors. 相似文献

The Stability of Social Groups in Childhood and Adolescence: The Role of the Classroom Social Environment. 总被引:1,自引:0,他引:1

This study provides a developmental analysis of childhood and adolescent social relationships within the school context. The social groups of 220 fourth graders and 475 seventh graders were tracked over a one year interval. The initial results indicated that approximately 30% of the social groups were identified as stable in that they maintained at least 50% of their membership over the one year interval. However, the stability in group affiliations was a function of the stability of the composition of the classroom. When schools did not promote classrooms as a unit, only 6.8% of social groups were stable, as compared to 55% of groups being stable when the school did promote classrooms as a unit. This school effect in group stability was demonstrated by a high correlation (rs = .97) between classroom stability and group stability. Even in unstable classrooms, individuals were more likely to maintain affiliations when group members were assigned to the same classroom. This work suggests that stable environments promote stable relationships, which in turn, may promote greater continuity in the organization of behavioral patterns. 相似文献

Abstract Social work education in both BSW and MSW level courses is missing vital content about end-of-life care, palliative care, and bereavement. End-of-life care training opportunities through continuing education programs have also been limited. This deficit is significant because a vast number of social workers are already confronted with end-of-life issues on a daily basis in a variety of practice settings. Through the Project on Death in America, Social Work Leadership Development Awards initiative, many programs and models for professional social work education and training in end-of-life care have been developed and are presented in this article. These include: end-of-life care courses, symposia, training manuals, certificate programs and fellowships. Although the curricula continue to be refined, many of these programs are available to practitioners to advance their knowledge and skills and their curricular models are available to social work educators for possible replication. 相似文献

This paper presents details of a largely qualitative evaluation of an intensive multi‐method Project, with a residential component, which aims to help families facing eviction to overcome their housing‐related difficulties. The families served by the Project had a host of other problems related to parenting, with child care and protection issues, addictions and mental health difficulties figuring prominently. Just over half the referrals came from the local authority housing services, with nearly all the remainder coming from the social work department. The majority of families made good progress, but in some cases it proved harder to have an impact on parenting than on tenancy‐related matters. Nevertheless, the Project was deemed to have helped some families stay together or be reunited, resulting in substantial financial savings for social work services. Crucial ingredients were good management, stable staff, shared ‘ownership’ by other agencies, a repertoire of challenging methods, and a holistic approach. 相似文献

Moral Positioning: Service User Experiences of Challenging Behaviour in Learning Disability Services
Several studies have indicated the importance of challengingbehaviour as a limiting factor on quality of life (Murphy et al., 1996;Brown and Thompson, 1997; Schwartz, 2003). This article presentsthe findings of research that aimed to investigate adults withlearning disabilities understanding and experiences ofwhat is perceived by staff and services to be challenging behaviour.This study was the final phase of research reported previouslyin this Journal (Hayden and Stevens, 2004). Interviews, groupdiscussions and observations were carried out with twenty-sixpeople with learning disabilities using social servicesresidential and day services. Participants were able to articulatecomplex responses about challenging behaviour, which is characterizedas a moral web: a complex network of antecedents,behaviours and consequences. Social care staff were seen byparticipants to play a key role: protecting people and ensuringthat appropriate (negative) consequences were suffered by instigatorsof challenging behaviour. These findings are interpreted withina positioning theory perspective, suggesting the importanceof understanding the ways that challenging behaviour is constructedthrough social interaction. Implications in the following areasare discussed: developing practice; the role of social carestaff; and the study of challenging behaviour as a social phenomenon. 相似文献

The phenomenon of immigration has led to an important increasein the number of social programmes and services for migrantpopulations in many European countries. However, some investigationshave shown that the use of formal resources is extremely lowin these groups. In contrast to the limited utilization of programmesand services, research in the field of social psychology hasrevealed that the primary source of help and support for immigrantsis their own informal social network. After analysing the characteristics,advantages and limitations of formal and informal support systems,this paper presents a typology of social support interventionswith migrant populations that integrates both types of support.Four levels are differentiated: dyadic interventions, socialnetwork interventions, mutual aid groups and community interventions.The development of programmes to strengthen the informal supportsystem is emphasized as an alternative to integrating formaland informal resources in social work practice with migrantpopulations. 相似文献

The study examines the determinants of social expenditure in Sri Lanka for the period 1970–2010. The data are from a new data set assembled by the authors. The social spending data are collected from the Central Bank of Sri Lanka on education, health, and also on welfare spending. The study explains the determinants of social spending considering the demand‐side and the supply‐side driving forces and finds that inequality issues have been a major concern of social policy in Sri Lanka. Similarly, this study implies the influence of political behavior to satisfy voters as explained by the fiscal illusion theory. The globalization is not significant for social expenditure as commonly assumed in developed countries. Even the consequences of the self‐interested behavior of bureaucrats are not evident in the Sri Lankan welfare sector. 相似文献

Kinship care has become an important care option worldwide. However, in many jurisdictions, child welfare services use traditional foster care assessment systems. The assessment of the kinship home poses particular challenges. The initial assessment of the kinship home, enabling emergency placements, provides a child‐centred perspective. However, agencies frequently fail to meet the designated time frame for completion of the assessment/approval process. Such failures require the development of different conceptual models for kinship care service delivery, especially for assessments. This paper builds on earlier work on assessment models, drawing on the international literature and the author's involvement and research on kinship care in Ireland. The usability of the proposed model needs to be evaluated across different legislative, policy and practice contexts internationally. 相似文献

This article explores the challenges of social workers' involvement in recovery work of the 5.12 Wenchuan Earthquake (12 May 2008). Six social workers working in three social work stations in Sichuan, China, were asked to report the challenges they faced in working with disaster survivors. Findings reveal that the social workers faced many challenges. These include lack of government support, low professional status of social work, rapid changes in the social environment in disaster‐affected areas, lack of supervision, lack of cooperation and coordination among social service agencies, and lack of experience and knowledge in working with disaster survivors. The practical, educational and policy implications of the findings are addressed. 相似文献
