Aid co‐ordination has come to be seen as a miracle cure for the ills of donor proliferation. However, in weak states where aid conditionality may be a catalyst for institutional change, the ideal of aid co‐ordination is conceptually suspect, and in some instances politically counterproductive. Co‐ordination is one of the two solutions to the collective‐action problem that the public good of effective institutional conditionality generates; donor leadership is the other. The desirability of each solution depends on every donor's commitment and presence, which together generate a four‐fold typology: leader, protester, enabler, and spoiler. As long as there is at least one enabler or spoiler donor present, aid co‐ordination will be less effective than donor leadership.  相似文献

就通识教育与思想政治教育进行比较分析,根据实际内容发现,通识教育与思想政治教育在理论方面是相背离的,但是在实际应用过程中却又呈现合流的发展趋势。现阶段,通识教育正面临着生存困难,思想政治教育在发展过程中面临着实际操作效用的危机,但正是因为这一点原因,促使通识教育与思想政治教育能够走向合流。通识教育与思想政治教育在对象、内容、方式以及价值等方面都存在一些共性,这就是这两种教育“合流”的理论基础,并且通识教育课程内容、学生社会实践等一些方面的合作就是这两者合流的实践基础。  相似文献

Organizational evaluation capacity (EC) has received significant attention in the evaluation research literature in the past decade. Much of the focus has been on defining organizational evaluation capacity, which can be thought of as the competencies and structures required to conduct high-quality evaluation studies (capacity to do), as well as the organization's ability to integrate evaluation findings into its decision-making processes (capacity to use). This paper seeks to contribute to this growing body of knowledge through a multiple case study of EC across three different organizations (e.g., non-profit, provincial government and federal government, herein named sectors); the novelty of this particular study is that each case study is based on the use of a common measurement tool developed by Bourgeois, Toews, Whynot and Lamarche (2013). The cross-case analysis presented in the paper reveals that evaluation capacity tends to be higher, both in terms of capacity to do and capacity to use, in organizations that have developed systematic mechanisms to institute an evaluation culture within their walls. Interestingly, however, we also found that capacity to use does not first require capacity to do, as evidenced in the non-profit organization under study.  相似文献

Three studies are presented that compare decisions from experience in Denmark, Israel, and Taiwan. They focus on two change-related cultural differences suggested by previous research on dialectical vs. analytic approach to thinking. The first implies that East Asians are more likely to change their behavior over time (i.e., are less consistent), the second that they expect more changes in the environment. The results show that the “less consistency in the East” hypothesis has a high predictive value. This hypothesis accurately predicts a behavioral pattern that was documented in all three studies, as well as a non-trivial effect of limited feedback in Study 3: When feedback was limited to the obtained payoff, the participants from Taiwan exhibited less risk aversion than the Israeli. Analysis of the “expecting more changes in the East” hypothesis reveals mixed results. This hypothesis was supported in Study 2, which examined relatively complex multi-alternative multi-outcome tasks, but not in Studies 1 and 3, which examined simple two-alternative two-outcome choice tasks. A possible explanation for the different predictive value of the two examined hypotheses is discussed.  相似文献

This paper examines the battle to reform and streamline the planning system in Sydney, Australia, between 2005 and 2013. It analyses the strategies the State of NSW has pursued to manage ongoing conflicts over development, and reflects on the challenges the State has encountered in its attempt to redefine democratic engagement, justify decisions, claim legitimacy and forge a consensus around a more pro-development planning system. While New South Wales’ planning reform strategies have pursued an apparently ‘post-political’ agenda (Swyngedouw, Apocalypse forever? Post-political populism and the spectre of climate change, Theory Culture and Society, 27(2–3):213–232, 2010), using policy solutions to depoliticize difficult decisions, the reform process has exacerbated rather than defused conflicts. The story raises questions about the extent to which the new governing strategies of a post-political era can offer effective forums to forge consensus, or to stage-manage agreement over metropolitan development conflicts.  相似文献
