晚清时期西北地区慈善事业述评

晚清时期是西北地区慈善事业发展的重要时期,常态慈善和灾荒救济作为传统慈善的延续和发展,仍然是这一时期慈善事业发展的主流。教会慈善的传入为该地区传统慈善事业发展注入了一股"新鲜血液",客观上推动了这一时期慈善事业的近代化转型。尽管西北地区慈善事业的发展明显滞后于同时期京津地区和江南地区,但它在缓解社会矛盾、稳定社会秩序方面,仍然起到"安全网"的作用。     

论ECFA的法律基础

作为两岸间经贸交流的正式制度安排,ECFA的法律基础包括:第一,它是两岸以独立关税区的主体资格成为WTO成员后,互签的符合WTO有关规定的经贸合作协议;第二,在它的谈判和实施中,两岸的行政机关和"两会"在其各自的法律体系以及公法理论中具有明确的权力来源和主体定位,即两岸之行政机关有权主理两岸的经贸往来事务,而"两会"作为行政委托的受托人亦有权谈判并签署ECFA。     

The short life of the Government Public Relations Association in the US, 1949–1958

The historical literature on US public relations has paid modest attention to the professionalization of the practice in the public sector. This is an historical summary of the Government Public Relations Association, which existed between 1949 and 1958. It attempted to organize a professional association of, largely, public relations officers at the municipal level of government. Its failure to become institutionalized likely reflects the tenuous status of the overt practice of public relations in the US public sector.

为了合理地规划交通行业社团的发展,运用SWOT分析法,从优势、劣势、机会、威胁四个方面,对我国交通行业社团的内外部环境进行了分析,并提出相关的组合策略,从而促使交通社团扬长避短,完善自身功能,拓展发展空间,充分发挥对交通行业的促进作用,更好地为国民经济和社会发展服务。     

Fifty Years of the Southern Sociological Society: Change and Continuity in a Professional Society. Methodological Perspectives on Studying the History of the Southern Sociological Society

This paper revisits research procedures used to collect and analyze data for Fifty Years of the Southern Sociological Society: Change and Continuity in a Professional Society (1988) to comment on methodological issues. The fifty years of change were conceptualized as having shifted the Southern Sociological Society from a disciplinary to a professional mode of organization. The shift occurred both from evolutionary processes and from deliberate revolutionary actions of officials and members. Data for the study came mainly from the Society’s Archives. It included personal accounts by presidents, secretary-treasurers’ and committee reports, annual programs and newsletters. Evolutionary processes of adapting the association to the growth of membership, to differentiation of fields of sociological study, along with the rationalization and formalization of the Society’s governance and operation, were extracted mainly from annual programs, the most continuous and objective body of archival information. Revolutionary changes, including adaptation to societal challenges including racial segregation, from the Society’s founding onward were inferred from personal accounts, committee reports, and newsletters, and were confirmed from interviews with long-standing members.     

By the Masses or for the Masses? The Transformation of Voluntary Action in the Czech Union for Nature Protection

After the fall of state-socialism, efforts were made to build democracy by creating civil society organizations (CSOs) and forming independent nonprofit sectors across Central and Eastern Europe. However, most of these efforts ignored the mass organizations, state-sponsored interest groups, and quasi-independent associations in existence for many years. To understand how the transition affected existing associations and the forms of volunteerism they promoted, this paper investigates changes in the Czech Union for Nature Protection (ČSOP), an organization that has endured since 1979. Here, it is found that rather than retaining its emphasis on classical modes of voluntary action and participant interaction, ČSOP favors professionally managed activities designed to attract financial support. The case suggests that some of the participatory practices and collectivist norms advanced by associations in socialist times are being weakened as these groups attempt to secure the resources necessary to survive.     

Work Histories and Voluntary Association Memberships

We explore the impact of work histories on voluntary association memberships. Stable work histories are associated with more membership months over a 15-year period, in contrast to a disorderly sequence of jobs, which results in fewer membership months. Men's work histories affect only their job-related memberships; women's work histories affect a wider range. These results suggest that current trends in the restructuring of work toward more contingent employment will decrease rates of civic participation.
