Challenges and Dilemmas of Civil Society movements in India

Civil Society spaces provide citizens opportunities to frame their collective identities and interests through the formation of voluntary interest groups and organisations set to specific purposes. In the west, historically these interest groups have contributed to the development of political thought that assisted to forge the economic interests of emerging bourgeoisie. This paper situated in the context of India begins with a thematic perspective and reviews the challenges that emerge as a result of the demands that emerge within the civil society space. The paper considered three broad range organizations for this review such as the Narmada Bachao Andolan (Save the river Narmada Campaign); National Alliance for People's Movement (NAPM); and the Self‐Employed Women's Association (SEWA). The authors see civil society as a conciliating place—where individual interests appear to mingle with societal requirements while providing adequate representation to the marginalized groups and expression of concerns around economic and environmental rights.

在当代,全球的社会发展呈现出社会活动节奏加速倍增化,社会活动方式信息一体化,社会活动性质利害两重化,社会活动群体全球协同化四个大的发展趋势.而在全球一体化背景下展开的当代中国社会发展中的结构转型,主要体现在这样几个方面:从农业社会转向工业社会,从工业社会转向信息社会,从匮乏型社会转向发展型社会,从计划经济社会转向市场经济社会.     

伊朗革命后社会的政治发展探析

1979年以来,伊朗伊斯兰共和国的革命后社会发展经历了霍梅尼和哈梅内伊两个时期。历经10年的制度建设和20年的调整改革,伊朗革命后社会的政治发展正遭遇深刻的路径抉择问题。伊朗政坛的主要政治人物都是体制内的现实主义者,改革派在与保守派的较量中基本处于弱势。总统选举是伊朗的“第二级权力”之争,但却日益成为了伊朗政治斗争的焦点。伊朗第十届总统选举及其选后长时间的政治风波,充分展示了伊朗革命后社会的政治发展成就和允许异见并存的政治空间。内贾德总统的连任具有一定的必然性,反映了伊朗社会延续既往发展轨迹的深厚社会基础和强大制度惯性,但其激进平民主义的施政风格和相关政策却可能对伊朗的长期发展产生负面影响。     

中国传统诚信思想及其对构建和谐社会的启示

中国传统诚信思想丰富多彩,既蕴涵着超越时空、具有现实价值的优秀成分,又含有受到历史局限性制约的糟粕。客观评析中国传统诚信思想的得与失,并对其进行创造性的合理转换,对于我们坚持批判继承的原则,取其精华,去其糟粕,构建社会主义和谐社会具有重要的理论价值。     

Tornado warning: Understanding the National Weather Service’s communication strategies

This study explores the National Weather Service’s communication through a multi-sited rapid ethnography that extends the fully functioning society theory. National Weather Service field offices do not employ public information officers. Instead, forecasters predict the weather, craft messages, and build relationships with their publics. Scholars have called for public relations research that examines messages, including how crisis communication can help publics cope. Additionally, scholars have noted that all organizations need public relations, even if they do not employ formal public relations personnel. In our study, forecasters emphasized the need to build their publics’ tornado threat awareness and provided strategies to make weather science accessible. Forecasters discussed a variety of message strategies including avoiding fear appeals, humanizing the organization, and visualizing risks. Forecasters also built relationships with active publics through soliciting weather spotters and empowering them to prepare others for severe weather. Overall, findings expand knowledge about how organizations can employ strategic public relations to benefit society, thereby extending fully functioning society theory.     

风险刑法理论研究中的错位与检讨

社会风险不能等同于刑法危险,但二者存在动态交叉关系,社会风险可以通过刑事政策转变为刑法中的危险。风险刑法首先是现代刑法应对风险过程中自觉的结果,是现代刑法体系的同质组成部分。从贝克划分社会形态的时间考虑,我国早已进入风险社会,且是全面而非局部风险社会。我国社会主要矛盾的转变使我国社会风险在质上表现为严重危害公共安全和公共利益,在量上表现为风险的相对增多,从刑法的应对上来看,似乎只能选择刑法提前介入。风险刑法理论的中国展开应该从实然和应然两个层面出发,前者旨在突出风险刑法的教义学研究,后者需要从社会风险自身的特点出发,有针对性地调整刑法体系,以期防控风险、创造安全。
