探索多元的农村矿业用地方式

党的政策创新提出了矿山企业可直接获取农村集体土地,对于如何获取和使用农村集体土地,继续从制度安排上进行探索。矿业用地生态性、变动性、复杂性的特点决定了矿业用地方式的多元化选择:首选股份合作、次选租赁、慎选入股与出让、普选地役权与相邻权。这些方式均属集体土地权利让渡,承包经营者是让渡的基本主体;承包经营权分解为承包权与使用权,让渡的是物权性土地使用权,与国有土地使用权同权同价。提出农村矿业用地应通过土地利用的市场准入制施行严格的用途管制,制定土地利用专项规划与矿业开发规划衔接以确定矿业用地指标,利用土地增减挂钩方式换取建设用地面积。     

The rise and fall of collective identity in networked movements: communication protocols,Facebook, and the anti-Berlusconi protest

This paper explores the impact of communication protocols on the development of collective identity in networked movements. It focuses primarily on how communication protocols change patterns of interactions and power relationships among the constituents of social movements. The paper suggests that the communication protocols of commercial social networking media lead to organizational centralization and fragmentation in social movements by eroding one of the preconditions of collective identity, namely solidarity. The empirical material presented is part of a PhD dissertation on a political protest movement and their use of Facebook as a core communication and organizational platform. The data gathering is multi-methodological and relies on both qualitative and quantitative data collection techniques in the form of a historical analysis of interaction patterns, and a content analysis of online conversations among activists.     

Developmental Dynamics in Nonprofit-Sector Federations

This article explores developmental processes in community-based issue domains and the effects of such processes on the federated referent organizations (FROs) that emerge to address problematic issues. Such organizations mobilize resources and serve as focal points for collective strategies. FROs encounter developmental tensions as they oscillate between adaptation to their environments and construction of new contexts. The way these tensions are resolved suggests three possible response scenarios: reorientation, replacement, or demise. Likely conditions for each scenario are explored. A case study of a federation of over 200 nonprofit organizations in a metropolitan region in the United States is used to illustrate the argument, and implications for similar types of organizations are indicated.

有效应对群体性事件与构建和谐农村

构建社会主义和谐农村必须有效应对农村群体性事件。政府应当大力发展农村经济,增加农民收入,减轻农民负担;推进基层民主政治建设,形成多元利益表达和参与机制;提高基层官员的政治素质和业务素质,健全重大决策论证机制,完善基层官员负责制和责任追究机制;加强思想政治工作,强化社会认同,提高农民的法治观念和政治参与能力,最终将农村群体性事件纳入制度化体系。     

贵州省思南县农村集体土地所有权流转实证研究

通过实地调研,思南县农村集体土地所有权流转中存在一些实际问题。解决这些问题,1.改革现行征地制度,充分利用市场机制配置有限的土地资源;2.提高农村集体土地的征地补偿价格;3.建立失地农民保障机制,使失地农民的生活水平不致下降;4.赋予农村集体土地完整的土地所有权。

本文考察了经济能人型村治模式的发展运作情况,对该模式存在的合理性展开了探讨,对已有经济能人型村治模式的相关研究进行了反思.     

Embodied Women at Work in Neoliberal Times and Places

In this article five women explore (female) embodiment in academic work in current workplaces. In a week‐long collective biography workshop they produced written memories of themselves in their various workplaces and memories of themselves as children and as students. These memories then became the texts out of which the analysis was generated. The authors examine the constitutive and seductive effects of neoliberal discourses and practices, and in particular, the assembling of academic bodies as particular kinds of working bodies. They use the concept of chiasma, or crossing over, to trouble some aspects of binary thinking about bodies and about the relations between bodies and discourses. They examine the way that we simultaneously resist and appropriate, and are seduced by and appropriated within, neoliberal discourses and practices.

正义战争理论是近代国际法的重要基础,战争影像与战争正义性建构关系密切。本文提出战争影像应包含各种传递有关战争信息的图像样式,并基于近现代正义战争理论,简要讨论了战争影像与开战正义、交战正义建构的关系,涉及战争影像的真实性、战争影像与科学主义、战争影像与正义双向性,以及个人化战争影像新的传播方式与既有战争正义性建构模式的互动。
