试论先秦乡官制度

乡官虽职低位卑,但作为国家政权最基层的官吏,其作用却是任何人都不能忽视的。本文拟通过对先秦乡官制度的研究,对作为中国乡官制度源头的这一制度的产生和演进以及乡官的选任、职责和监督考核的情况,有一个总体的认识。     

生活世界视域中的公民身份认同探究

生活世界开启了人类活动的空间,同样它以自身的整体性纠正着人类前行道路的偏差,它使得人们在社会之中建构的各种权利获得了合法性和合理性支撑,同样,它促使人们认识到,对共同体的忠诚是公民履行自己的义务和责任,人类必须对生活世界或者栖息之地有归属感和认同感,对自己生活的共同体应该负有责任感,正是这种责任促使人们产生一种生态公民身份,以便人们更好地处理人对自然关系,达到人与自然和谐相处。     

Community-based approaches to social exclusion among rural-to-urban migrants in China

Rural-to-urban migrants in China face numerous forms of social exclusion. This article argues that community-based approaches offer innovative ways with which to tackle the problems of social exclusion for rural-to-urban migrants, yet these approaches have been neglected. This article first provides an overview of the concept of social exclusion, as developed by Western European scholarship and policy discourse. Next, it examines the ways in which these concepts are relevant to the context of rural-to-urban migrants within China. Finally, this article conceptualizes the social exclusion paradigm from a community practice perspective and offers the implications of this paradigm for community-level interventions.     

The politics of community arts: quilting the power and identity of women

This article attempts to articulate and re-validate the unique social contributions of marginalized and working women to their communities and to society-at-large, contributions which tend to be obscured if not forgotten, given the global dynamics of exclusion as they are at work in the capitalist society of Hong Kong. It looks at how a group of disenfranchised women workers renegotiate their identity, reclaim their dignity and regenerate social power through a community arts project ‘Quilting the Power and Identity’; that is, how through these creative but powerful actions, their transformation from a transient state of imposed victimhood into active agency could be made possible.     

Coming Out and Coming Home

This paper draws on the testimonies of British disabled lesbians and gay men about their experience of coming out as gay, and coming out as disabled. They reflect on the different aspects of their identity, and the interrelation of their sexuality and their disability. The respondents share their experiences of exclusion and marginality in both the disability and gay communities, and discuss where they feel most at home as disabled lesbians and gays.     

Building a worldwide evaluation community: past, present, and future

This article describes recent efforts to build a worldwide evaluation community. It notes events that led to an almost 200 percent growth in the number of regional and national evaluation organizations in slightly more than one year. Profiles are provided on the present status of many national and regional evaluation organizations that participated in the W.K. Kellogg Foundation-sponsored international evaluation meeting in Barbados, West Indies. Afterwards, the authors engage in a scenario planning exercise to picture alternatives of what the future of international evaluation might look like.     

Improving water service to the urban poor through delegated management: Lessons from the city of Kisumu,Kenya

Partnerships like the delegated management model (DMM), in which a utility delegates management of infrastructure and service delivery to slum residents, are being promoted to improve services to the urban slums in sub‐Saharan Africa. However, there is little empirical evidence of the benefits that DMM offers beneficiaries and its potential limitations. This study, conducted in 2013, compared water service in two slums in the city of Kisumu in Kenya where DMM has been implemented with another where it has not been implemented. Results showed that DMM had lowered the cost of water compared to water kiosks in neighbourhoods in which DMM had not been implemented. The study findings contribute toward an evidence base for stakeholders and regulators who see an opportunity in the integration of DMM into local drinking water provision solutions in urban slums.     

‘I shouldn’t be living there because I am a sponger’: negotiating everyday geographies by people with learning disabilities

Learning disability policy has for some time been framed by the goal of inclusion which purports to enable people with learning disabilities to lead a ‘life like any other’ person. This article examines the extent to which this is the case in England, by tracing the lived experiences of people with learning disabilities within their communities. The article draws on two interlinked qualitative studies involving interviews that examined their local place-based experiences of inclusion and exclusion. The findings reveal ‘moments of inclusion’ and opportunities for social encounter from peer support, but these were situated amidst wider experiences of exclusion and harassment.     

What are Social Work Students’ Perceptions of the Community Practice Method?

Summary. A unique aspect of the social work profession is the combination of intervention on the personal, community, and societal levels and their interaction. The purpose of this research is to determine students’ perceptions of community practice. Qualitative research was conducted among Israeli social work students before gaining any practical experience in community practice. Findings. The results demonstrated a change in students’ perceptions of the importance of community practice to the profession, and the factors that contributed to this change. Applications. Recommendations that may contribute to changing students’ perceptions of community practice are offered to educators.
