Information society and digital divide in South Africa: results of longitudinal surveys

Integration into the information society implies that information plays an increasingly important role in all sectors of society and holds distinct social and economic benefits. Discourses on the information society are, however, also associated with the digital divide and inequalities in access to and use of information and communication technologies (ICTs). Within sub-Saharan Africa, South Africa is often regarded as one of the most information-integrated societies due to widespread mobile phone ownership, among other things. However, while ICT access has been emphasized, research also points to the role of demographic, socio-economic and cultural factors such as ethnicity, income, education and gender. This article discusses the results of questionnaire surveys conducted by Afrobarometer among probability South African samples in 2008 and 2011. The results indicate that individual Internet use and mobile Internet access were lower than estimated in the literature. Furthermore, gender gaps, as well as considerable gaps between population groups and educational levels, were found in Internet and computer use, mobile ownership and access to mobile Internet and accessing news via the Internet. Conclusions regarding strategies for bridging the digital divide and integrating South Africa into the information society are discussed.     

Gezi Park and EuroMaidan: social movements at the borders

Both Turkey and Ukraine are located at the external borders of the European Union (EU), and are seen as important partners of the EU, especially in terms of economic relations and strategic partnership. Both countries experienced en masse protest events in 2013: the Gezi Park protests and EuroMaidan, starting, respectively, in May 2013 and November 2013. Although these protests started initially for different reasons – the brutal eviction of a sit-in organized for protecting the trees in Taksim Gezi Park and the Ukrainian government's abandonment of EU trade agreement talks – and seem spatially, temporally and ideologically separate, they both include claims related to a “more just and transparent system”. Such claims are not purely political and are closely linked to a social dimension, especially in terms of local and European space-making. This article aims to understand the importance of Gezi Park and EuroMaidan within the framework of new social movements in terms of space-making and the perception of human rights, democracy, justice, identitarian politics and consensual social relations as Euro-concepts or European ideals.     

Fighting words? Joning as conflict talk and identity performance among African American preadolescents

This study examines how preadolescent African American students in Washington, D.C., used a linguistic practice called ‘joning,’ a style of verbal play similar to ritual insults, in peer interactions. Sociolinguists have focused on how children socialize each other into vernacular styles appropriate for peer group use but often assume that they disalign with social and linguistic norms for classroom behavior. Drawing from a nine‐month ethnographic study that the author conducted in an after‐school program, this article analyzes the structure and function of joning as a vernacular style of African American Vernacular English and its uses in constructing classroom identities. Joning often facilitated student learning, but it was perceived as a socially and physically risky linguistic practice because of its uses as conflict talk in the local community. Focusing on preadolescence as a key stage of language socialization, this article shows how minority students modify peer‐learned linguistic practices to pursue academic success on their own terms.     

Rating the revolution: Silicon Valley in normative perspective

Silicon Valley, California – home of Apple, Facebook, Twitter, Google, and so on – is widely regarded as the epicentre of the information revolution. However, it is not just a technical or economic phenomenon; it has also made a social revolution. The article evaluates Silicon Valley from a normative perspective, seeking to identify its real societal impact, negative as well as positive. A select review of significant literature is followed by exposition of primary data, based on in situ face-to-face interviews with Valley occupants; these range from the chief technology officer of a global brand to a homeless, unemployed Vietnam War veteran. The article organises its findings under three headings: the nature of information revolution; iCapitalism as a new technoeconomic synthesis; and the normative crisis of the information society. It concludes with a warning about ongoing attempts to clone Silicon Valley around the world.     

Watching online videos interactively: the impact of media capabilities in Chinese Danmaku video sites

In China, the implementation of a Danmaku social media system to sustain and raise user interest in online video sites is an increasingly widespread phenomenon. Danmaku technology is used to display users’ messages in written text on the online video stream. Little is known about the effects of this form of interactive enhancement. The aim of this empirical study is to evaluate the evolving media capabilities of the Danmaku system and their effects on users’ perceptions of interactivity and their intentions to continue using Danmaku. We draw on media synchronicity theory and apply it to a stimulus-organism-response model. Using this framework, we hypothesize that the media capabilities of the Danmaku system, namely its transmission velocity, parallelism, symbol sets, rehearsability, and reprocessability, elicit increased interactivity, which influences users’ instantaneous intentions to share and to continue the use of the Danmaku system. The results showed that both users’ instantaneous intention to share and their intention to continue to use were significantly affected by the perceived interactivity. Unlike the results of previous studies, our findings showed that all five media capabilities positively affected the users’ perceptions of interactivity. The potential theoretical and practical implications of our findings are discussed.     

The ILO and the right to strike

The author argues that the June 2012 challenge by the ILO Employers' group to the hitherto generally accepted view regarding the right to strike under the Freedom of Association Convention, No. 87, is at odds with the historical understanding of the framework in which the Convention is embedded. She demonstrates how the ILO constituents have consistently recognized that there is a positive right to strike, which is inextricably linked to – and an inevitable corollary of – the right to freedom of association. The article also analyses the relative roles of the ILO supervisory bodies in this regard.     

Mighty Crime Victims: Victims' Rights and Neoliberalism in the American Conjuncture

Over the last 30 years, the victims' rights movement has expanded the role of victims in the American criminal justice system. As a result of this movement, judges, prosecutors and parole boards must now hear victims' views at all stages of the criminal justice process, including plea bargains, and sentencing and parole decisions. Legislative efforts have been spearheaded by victims' families, and legislation has been named after deceased victims. Also, victims' families can now view executions in states across the country. The victims' right movement assumes that the criminal justice system should privilege victims' interests over those of society. In so doing, it denies society as a consideration, which is tantamount to a denial of society itself. This article positions victims' rights' denial of society within the current conjuncture, marked as it is by the contradiction between neoliberalism and American liberalism. Victims' rights' denial of society is an expression of the denial of society implicit in American neoliberalism, which seeks to privilege individual interests over those of society. This paper argues that victims' rights is a powerful element of the neoliberal project for three reasons. First, victims' rights imputes the authority of legal discourse to neoliberalism's denial of society. Second, important actors in the rise of neoliberalism have also worked to establish victims' rights. Finally, victims' rights comprehensively circulates throughout America and offers powerful points of identification that incorporate Americans into the victims' rights formation. I explore the denial of society in three victims' rights practices: naming criminal legislation after crime victims and passing such laws in honour of victims; allowing victims' families to view executions; and prosecutors, judges and police personnel making legal decisions according to victims' wishes. I examine the consonant denial of society in three neoliberal practices – monetarism, supply-side economics and welfare reform – and demonstrate how neoliberal advocates like Bill Clinton, Ronald Reagan and Paul Gann worked to advance victims' rights. I also describe the production, consumption and comprehensive circulation of victims' rights texts. Finally, I consider Cultural Studies' unique contribution to legal studies.
