突发事件视域下的残疾人应对机制厘定:关键概念透视与助残策略启示

如何帮助残疾人有效应对重大传染病疫情等突发事件,是残疾人保障体系建设的一项重点难点内容。本研究以残疾人的“脆弱性”为切入点,借助压力与释放模型,对残疾人在突发事件中的风险问题进行反思;依托“风险管理”的视角,认为残疾人风险管理包括“三项旨要、三种机制、五类措施”;结合“应对力”的概念和培养路径,主张应构建“新型的对话性助残体系”,以提升残疾人对突发事件的应对力。本研究在总结反思抗击新冠肺炎疫情的残疾人工作经验的基础上,认为应积极推进助残工作的重点、策略转型。

在中国传统的农业社会,土地交易频繁,且以"活卖"为其特色。活卖的习俗源于北齐时期的"贴卖",其特点是出卖人暂时让渡土地所有权而保留日后回赎的权利。它是中国古代民间社会里一种常见的土地交易方式,与中国古代漫长的小农经济以及人们与之相适应的财富观念有极大的关系。     

中国死刑之现状与走向

死刑是一个永恒的话题,也是国际社会关注的焦点.当今世界虽然大部分国家和地区业已废止死刑,但中国大陆尚且存置死刑,并且刑事立法中死刑罪名较多,重刑化倾向太浓,进而导致刑事司法中死刑适用的泛化.现阶段中国死刑之关键不是废止死刑,而是扩大死缓适用,以死缓替代死刑立即执行,以减少死刑的实际执行,并借助于这一契机对死刑适用进行全面革新.中国之死刑,在立法上大有压缩之空间,在司法中尚需理性与慎重.

Nordic Disability Policies in a Changing Europe: Is There Still a Distinct Nordic Model?

Nordic welfare states have usually been characterized by encompassing or institutional systems of public provisions, both in general and for people with impairment in particular. Provisions have been perceived as being more universalistic in coverage, more generous in terms of benefit levels and availability of services, and with a greater emphasis on prevention and coordination, than provisions in other Western countries. Yet the success of the Nordic system of disability protection has recently been questioned on various grounds. These criticisms have resulted in a number of reforms recently introduced or about to be implemented. This reorientation is likely to reduce the prominence of some characteristics of the Nordic model in this particular area. Under the ongoing influence of European integration, we will probably see a shift of emphasis away from redistributive provisions—especially income transfers—to regulative provisions, meant to ensure accessibility and combat discrimination.

本文结合香港历史问题的由来，阐述了邓小平同志为及时地正确地解决香港问题、恢复中国政府对香港行使主权所采取的重要措施，充分肯定了“一国两制”方针在其中所起到的积极作用，并进一步分析了“一国两制”方针是对马克思主义的补充和完善。同时，“一国两制”的方针与邓小平同志的“搁置争议，共同开发”等构想互为补充，为当今解决国际争端提供了重要的理论。     

Domains explaining the life quality of dairy farm couples

The purpose of the study reported here is to identify domains which explain the life quality of dairy farm husbands and wives. A further purpose is to identify domains which would explain life quality when the domain unique to farming is deleted. One hundred sixteen dairy farm couples were interviewed in 1986, when a financial crisis in agriculture had reached the western states. The analysis is done by stepwise regression. Satisfaction with farm work is an important explanation of husbands' and wives' life quality. When farm work is omitted from the equations, satisfaction with self is among important domains explaining life quality.Research reported in this paper was partially funded by the Utah Agricultural Experiment Station, Utah State University, Logan, UT.Norleen M.
