海洋开发与环境风险——美国墨西哥湾溢油事件评析

2010年4月20日，墨西哥湾上的“深水地平线”石油钻井平台发生爆炸，并引发溢油事件，凸现了人类海洋开发活动蕴藏的环境风险。海洋开发中的环境风险包括破坏海洋环境的风险、破坏海洋生态系统的风险以及带来的次生风险等，主要由技术因素、组织因素、制度因素等原因造成，对此需要引起重视和必要的控制。     

人力资源的基本特征及其开发利用

人力资源是经济发源中的核心资源。本文论述了其重要性 ,提出它具有自然性和社会性的双重属性、主观能动性、再生性、时效性、高收益性和收益递增性五个基本特征 ,并结合中国国情对人力资源的开发利用问题进行了探讨     

关于我国土地资源可持续利用法律体系的思考

法律手段对实现土地资源可持续利用至关重要,任何制度或措施实行都必须要以法律中的明确规定作为依据,必须以法律规定作为保障。而我国目前关于土地资源可持续利用的法律体系还存在一些问题,通过对如何完善这一法律体系进行研究,可以为我国土地资源可持续利用提供法律支持,并提高土地资源可持续利用的水平。通过对我国现有土地资源可持续利用法律体系的研究,为解决土地资源可持续利用探索出切实可行的途径,进而为实现土地资源的可持续利用做出努力。     

DILEMMAS IN RESEARCH: ISSUES OF VULNERABILITY AND DISEMPOWERMENT FOR THE SOCIAL WORKER/RESEARCHER

Qualitative research ethics discussions have established a sound knowledge and practice base which advises on the protection and rights of the research informants. This paper, although supporting the primacy of informant safety, will highlight less visible research debates. The potential for vulnerability and harm of the social work researcher will be explored. The value of achieving heightened empathy and emotional resonance with research participants is considered as a process which the author suggests is likely to increase the richness of the research data, but also may accentuate researcher vulnerability or distress. The author's experience of doing personal research with vulnerable informants, and of being a social work research supervisor, will be used to reflect on processes and practices which she claims may make social work researchers particularly vulnerable to conflict and distress. Data from her recent research which explored the experiences of social work researchers will be used to illustrate these issues.     

Gender‐Related Violence and Young People: An Overview of Italian,Irish, Spanish,UK and EU Legislation

Do laws regarding violence against or sexual exploitation of young people recognise gendered and other power dynamics? Cross‐national comparison of legal texts can illustrate the benefits of framing issues of violence/gender/youth in certain ways and offer critical reflection on particular legal frameworks or cultural understandings. This policy review is based on an analysis of select laws regarding gender‐related violence (GRV) as relates to young people in Italy, Ireland, Spain and the UK. Here, GRV is defined as sexist, sexualising or norm‐driven bullying, harassment, discrimination or violence whoever is targeted. It therefore includes gender, sexuality and sex‐gender normativities, as well as violence against women and girls. A tension emerges between granting young people agency and recognising the multiple, intersecting power relations that might limit and shape that agency. This article draws out the implications for the UK in particular, highlighting the absence of preventative measures and the need for a broader approach to combat GRV.     

行政垄断、政府管制与产业绩效——对天然气开采业的一般均衡分析

通过构建新古典闭合框架下的静态可计算一般均衡(Computable General Equilibrium,CGE)模型,模拟天然气开采业取消政府管制对经济增长、居民福利以及产业绩效的影响.模拟结果显示:无论是在短期内还是长期内取消政府管制不仅能够拉动GDP增长、增加居民收入、改善居民福利,还能够有效降低天然气开采业部门的生产成本、提高生产效率、增加天然气的产量、促进天然气的最终消费.因此,应该逐渐打破政府对天然气开采业的行政垄断,降低政府对市场的不合理干预,逐步建立自由竞争的市场.

本文分析了旅游开发中少数民族传统文化被冲击破坏的原因,并提出了一些关于少数民族传统文化保护的相关对策,目的在于促进少数民族地区旅游业的健康发展.

本文认为对于中华民族传统文化重要组成部分之一的黑龙江民族民间剪纸艺术,要大力挖掘、创新、开发,使之迅速走向市场,成为黑龙江省旅游纪念品的主要品种;并提出了开发黑龙江地区民族民间剪纸的具体建议。
