Information sharing and reporting systems in the UK and Ireland: Professional barriers to reporting child maltreatment concerns

Across the UK recent policy developments have focused on improved information sharing and inter‐agency cooperation. Professional non‐reporting of child maltreatment concerns has been consistently highlighted as a problem in a range of countries and the research literature indicates that this can happen for a variety of reasons. Characteristics such as the type of abuse and the threshold of evidence available are key factors, as are concerns that reporting will damage the professional‐client relationship. Professional discipline can also impact on willingness to report, as can personal beliefs about abuse, attitudes towards child protection services and experiences of court processes. Research examining the role of organisational factors in information sharing and reporting emphasises the importance of training and there are some positive indications that training can increase professional awareness of reporting processes and requirements and help to increase knowledge of child abuse and its symptoms. Nonetheless, this is a complex issue and the need for training to go beyond simple awareness raising is recognised. In order to tackle non‐reporting in a meaningful way, childcare professionals need access to on‐going multidisciplinary training which is specifically tailored to address the range of different factors which impact on reporting attitudes and behaviours. 研究了双线性对在智能卡口令认证方案中的应用;针对Girietal方案在敌手能够获取存储在智能卡中信息的情况下不能抵抗冒充攻击的安全缺陷,提出了一种使用双线性对构造的智能卡口令认证方案。在该方案的登录阶段中只是执行群上的加法运算,没有使用杂凑函数和公钥加解密操作,因而计算代价更低,但却提供了更好的安全性,能够抵抗重放攻击、离线攻击和冒充攻击。     

论高校就业指导课程全程化体系的构建

我国高校陈旧的就业指导模式已成为高等教育发展的一个瓶颈。高校就业指导课应该构建一套新的全程化体系,注重学生职业生涯规划指导与职业素质及能力的积累提高,从根本上解决高等教育发展与稳定的各种实际问题。

文章通过对非营利组织介入我国农村养老保险资金筹措与管理的理论依据和必要性的分析，从非营利组织的视角出发，提出了如何建立健全我国农村养老保险资金筹措与管理机制的对策性建议。希望以此来推进我国社会主义新农村建设进程中的农村养老保险的改革与发展。     

Inference in hybrid Bayesian networks using dynamic discretization

We consider approximate inference in hybrid Bayesian Networks (BNs) and present a new iterative algorithm that efficiently combines dynamic discretization with robust propagation algorithms on junction trees. Our approach offers a significant extension to Bayesian Network theory and practice by offering a flexible way of modeling continuous nodes in BNs conditioned on complex configurations of evidence and intermixed with discrete nodes as both parents and children of continuous nodes. Our algorithm is implemented in a commercial Bayesian Network software package, AgenaRisk, which allows model construction and testing to be carried out easily. The results from the empirical trials clearly show how our software can deal effectively with different type of hybrid models containing elements of expert judgment as well as statistical inference. In particular, we show how the rapid convergence of the algorithm towards zones of high probability density, make robust inference analysis possible even in situations where, due to the lack of information in both prior and data, robust sampling becomes unfeasible.     

Health Risks of Energy Systems

Health risks from fossil, renewable and nuclear reference energy systems are estimated following a detailed impact pathway approach. Using a set of appropriate air quality models and exposure-effect functions derived from the recent epidemiological literature, a methodological framework for risk assessment has been established and consistently applied across the different energy systems, including the analysis of consequences from a major nuclear accident. A wide range of health impacts resulting from increased air pollution and ionizing radiation is quantified, and the transferability of results derived from specific power plants to a more general context is discussed.     

Translating the Politics of Food Sovereignty: Digging into Contradictions,Uncovering New Dimensions

Abstract

Food sovereignty, as a movement and a set of ideas, is coming of age. Rooted in resistance to free trade and the globalizing force of neoliberalism, the concept has inspired collective action across the world. We examine what has changed since food sovereignty first emerged on the international scene and reflect on insight from new terrain where the movement has expanded. We argue that to advance the theory and practice of food sovereignty, new frameworks and analytical methods are needed to move beyond binaries—between urban and rural, gender equality and the family farm, trade and localism, and autonomy and engagement with the state. A research agenda in food sovereignty must not shy away from the rising contradictions in and challenges to the movement. The places of seeming contradiction may in fact be where the greatest insights are to be found. We suggest that by taking a relational perspective, scholars can begin to draw insight into the challenges and sticking points of food sovereignty by training their lens on shifts in the global food regime, on the efforts to construct sovereignty at multiple scales, and on the points of translation where food sovereignty is articulated through historical memory, identity, and everyday life.
