政策在执行过程中存在着"有令不行、有禁不止","上有政策,下有对策"等严重妨碍政策目标有效实现的不良情形.公共选择理论认为,把作为微观经济分析出发点的个人作为集体行为的出发点,将个人的选择或决策当作公共选择或集体决策的基础.从个体的角度看,政策执行主体的素质缺陷、信息垄断和利益追求导致了政策执行失真.  相似文献

中国广大农村的法治建设应当是建设社会主义新农村宏图中必不可少的组成部分。但是,当前农村法治的现状不容乐观。主要是因为:一方面,农村仍受传统文化因素的影响,农村法治建设的法律文化基础仍很薄弱;另一方面,农村法治所需要的社会环境仍未完全建立。基于此,农村的法治建设,既需要"外力",更需要"内力",应坚持外部催生和内部演进并举。  相似文献

随机、时变的交通流分布,偶发的交通事故等因素导致了路径随机的车辆旅行时间,也决定了现实城市交通网络中只存在随机最短路.已有的路径选择研究大都假设人们力求选择最短路,而通过实际调查发现:人们的择路行为依赖出行情景,随出行目的、约束时间、对路径的熟悉程度以及路径的不确定程度而变化.验证了城市交通中人们在不确定环境下的择路行为也符合展望理论.  相似文献

One medical specialty classification system applicable for research and career counseling is the person‐oriented versus technique‐oriented taxonomy. Given that the model was conceptualized in the 1960s, verification based on how medical specialties are practiced and viewed today is necessary. Five specialists in medical career development and advising verified the categorization of specialties. Based on their review, 100% consensus was reached regarding grouping of specialties. This outcome validates the taxonomy of medical specialties and supports its continued use for medical career specialty advising and choice.  相似文献

Australian mental health services continue to use involuntary measures in response to consumers' mental distress. Regardless of the intent behind these practices, the experience of being forced to receive treatment, be secluded or restrained is traumatic and can cause further distress and harm. Other parts of the health or social service system have shifted to approaches that emphasise agency, social context, prevention, and rights. Three frameworks currently used in mental health services – human rights, personal recovery, and trauma‐informed – are consistent with a shift away from the use of force. We applied these frameworks to the text of the National Standards for Mental Health Services 2010 to analyse the degree to which it reflects a shift. We also analysed the public text of speakers' notes from the Care Without Coercion Conference 2012 concerning lived experiences of force in mental health services. The analysis highlights force in many aspects of policy. The findings have implications for directions of change, including freedom from violence; support for decision making; access and choice about community and inpatient options; safety and risk management; and greater understanding of current policy frameworks through engagement with people with lived experience about the options and impact of support processes that exclude the use of force.  相似文献

We develop a mathematical optimization model at the intersection of homeland security and immigration, that chooses various immigration enforcement decision variables to minimize the probability that a terrorist can successfully enter the United States across the U.S.-Mexico border. Included are a discrete choice model for the probability that a potential alien crosser will attempt to cross the U.S.-Mexico border in terms of the likelihood of success and the U.S. wage for illegal workers, a spatial model that calculates the apprehension probability as a function of the number of crossers, the number of border patrol agents, and the amount of surveillance technology on the border, a queueing model that determines the probability that an apprehended alien will be detained and removed as a function of the number of detention beds, and an equilibrium model for the illegal wage that balances the supply and demand for work and incorporates the impact of worksite enforcement. Our main result is that detention beds are the current system bottleneck (even after the large reduction in detention residence times recently achieved by expedited removal), and increases in border patrol staffing or surveillance technology would not provide any improvements without a large increase in detention capacity. Our model also predicts that surveillance technology is more cost effective than border patrol agents, which in turn are more cost effective than worksite inspectors, but these results are not robust due to the difficulty of predicting human behavior from existing data. Overall, the probability that a terrorist can successfully enter the United States is very high, and it would be extremely costly and difficult to significantly reduce it. We also investigate the alternative objective function of minimizing the flow of illegal aliens across the U.S.-Mexico border, and obtain qualitatively similar results.  相似文献

利率下降对居民跨期消费选择影响存在收入效应和替代效应.由于这两种效应对居民当期消费的作用方向完全相反,因而总效应要取决于这两种效应的强弱.对于我国中低收入居民来说,利率下降对其跨期消费选择的收入效应特别明显,替代效应则趋于零,因而降患反而会减少其当期消费数量.对于我国中高收入居民来说,利率下降对其跨期消费选择的替代效应在很大程度上被收入效应所抵消了,因而降息拉动其当期消费也不明显.为了刺激居民消费,除了实施降息政策以外,还必须采取其他政策与之配合.  相似文献

中国传统官僚制,是家国同构、高度集权的家产官僚制。它不具备现代官僚制的科学精神、理性精神和法制精神,其浓重的人治传统对当代中国人的观念影响十分深刻。由于中国的市场经济基础、法治环境、非政府组织和公民社会的发展现状与现代官僚制的产生条件有一定距离,因此,当务之急不是模仿新公共管理模式,而是立足中国实际情况,坚决摈弃传统官僚制,学习和借鉴现代官僚制的合理成分。  相似文献

ABSTRACT

Trauma-informed care (TIC) in social service organizations means that the organizations operate with the understanding that everyone involved has possibly experienced trauma in their lifetime. This qualitative study examined local service organizations’ usage of the 5 main principles of TIC: safety, trustworthiness, collaboration, empowerment, and choice (as developed by Fallot & Harris, 2006). Ten focus groups (n = 69) and 6 individual interviews (n = 6) with employees from administration through management were interviewed such that almost all facets of each agency were represented. The participants were asked about their agencies’ policies and practices for utilizing the 5 principles of TIC. The results suggest that the vast majority of organizations in this study implemented many of the principles of TIC with clients, though they had not labeled their practices as “trauma-informed.” However, although clients were receiving TIC, some of the principles were neglected as they pertain to staff, such as choice and empowerment. The findings of this study suggest that agencies are unaware of the relevance of TIC as it relates to staff. It is recommended that future research examine whether the use of TIC in agencies prevents “burnout,” high turnover rates, and vicarious traumatization of staff.  相似文献
