建设地球科学领域世界一流大学的思考——学习温总理谈话精神的体会

国务院总理温家宝给我校来信来稿,体现了总理对地质事业和学校发展的高度重视,提出了新形势下地质事业和地质科学发展的趋势和方向,为全面推进学校又好又快发展指明了方向.贯彻落实总理<谈话>精神,对于我校努力完善以地球系统科学为主导的学科体系,努力培养高素质创新人才,加快创建地球科学领域世界一流大学的步伐,具有十分重要的指导意义.     

Mortgage and Lending Instruments Designed for the Elderly

This paper explores the elderly homeowner's need for maintenance/rehabilitation-of-dwelling loans and outlines potential mortgage instruments for which the elderly might qualify in order to obtain modest, modern homes. A delineation of lifestyle, income and psychological factors contributive to the housing-inadequacy of the nondestitute elderly, is presented. This is followed by a discussion of location change stimulated either by housing-dissatisfaction or a desire for family closeness and the resultant financial burden of mortgage payments, taxes, utilities, and assessments. The final section presents mortgage plans available through HUD to address the problems presented and recommendations concerning mortgage plan policy. 回汉杂居社区伊斯兰社会文化空间的构建——以滇中纳古镇为例

散杂居民族地区是中国"大杂居,小聚居"民族分布格局的重要组成部分。既有的宗教地理研究关注于特定社会情境下族群或宗教团体间所发生的空间冲突和博弈,而缺乏对族际和谐交往过程中的宗教文化空间的研究。通过对滇中纳古镇一个回汉杂居社区的考察发现,不但在回族为主体的穆斯林群体内部可以形成稳定的伊斯兰社会文化空间,而且在回汉族际交往的过程中,这一社会文化空间也会得到进一步扩展,同时也形成了族际间和平共享公共空间的格局。历史时期的回族文化主体地位,当代回族经济实体的强大,以及回汉在宗教信仰上的相互尊重,都使得伊斯兰文化成为纳古社区的文化表征和化解族际之间文化隔阂的有效途径。     

同心圆共同体：民族、公民与国家的互动模式建构

共同体是维系人们共同生活的组织框架。对于现代国家建设来说,建构民族、公民与国家良性互动的同心圆共同体模式,一方面有利于整合民族力量,另一方面有利于促进公民权利的实质化。为此,可以从同心架构、同流意识、同质权力、同利规则和同识道义等五个方面着手建构这一同心圆共同体。     

法律诊所与法律赋能的有机结合： 法律赋能诊所

随着诊所式法律教育和法律赋能理念的发展,两者相结合的法律赋能诊所成为一种新型的法律诊所形式。法律诊所和法律赋能在目的上彼此接近,在气质上彼此契合。一方面,法律赋能为法律诊所提供了新的思路和主题,另一方面,法律诊所为法律赋能提供了新的路径和资源,因此,法律赋能诊所这一形式颇有价值。强调替代性争端解决机制的作用,以社区为基础,注重当事人的参与,均构成了法律赋能诊所的特点。而以学生及当事人利益为依归,以法律赋能为基础更是这一诊所形式必须坚持的价值原则。在这一原则的指导下,法律赋能诊所可以开展个案法律援助、社区法律教育、社区法工培训、社区法律调研和法律政策倡导等活动。为了促进法律赋能诊所的发展,可以用量性和质性方法对其管理和教学质量、赋能成效进行监测和评估。     

农村社区生态文化建设问题探析

农村社区是社会的基础.大力推进农村社区生态文化建设,对实现人与自然、人与社会、人自身的和谐发展具有深远意义,但当前农民生态意识淡薄、生态文化教育缺失、体制机制存在缺陷的问题亟待解决.要针对农村社区的具体实际,加强生态文化教育和人才队伍建设,构建生态文化建设的长效机制,推进农村社区生态文化的长足发展.     

Counting inclusion with Chantal Mouffe: a radical democratic approach to intellectual disability research

As mandates for social inclusion of people with intellectual disabilities remain unfulfilled, many scholars question whether the concept of inclusion is to blame. Critics worry that quantitative measurements of inclusion miss what should count: a meaningful life gained from a sense of belonging. We argue that both concepts – inclusion and belonging – embody a communitarian ethos in which citizens mirror the values of their community. In contrast, Chantal Mouffe’s radical democratic approach to inclusion emphasizes the importance of difference and the inevitability of exclusion. Mouffe thus offers a way to broaden our approach to social inclusion in the twenty-first century.     

Children and Planning: To What Extent Does the Scottish Town Planning System Facilitate the UN Convention on the Rights of the Child?

Children are often not given explicit attention in land use planning outside of allocating space for schools, parks and playgrounds. This is problematic as children both use and navigate beyond these settings, and findings from research on and with children report how they are frequently marginalized in society. This is partly affected by the way town planning systems treat children's spatial needs and participation. Therefore, this article investigates whether and how the Scottish town planning system acknowledges children, particularly in light of the internationally recognized rights set out in the UN Convention on the Rights of the Child (UNCRC). It uses critical discourse analysis of key Scottish planning policies, along with a survey of Scotland's planning authorities to ascertain the extent to which children are provided for and participate in the system. It argues that children's rights are not widely acknowledged or incorporated into town planning policy and practice, and suggests this must be addressed to achieve greater social justice and support Scotland's commitments as a signatory of the UNCRC.     

社区变迁中“人的城市化” 建构与反思———以ＮＪ 市ＸＬ 农牧场Ｓ 新村为例

伴随国家城镇化迅猛发展,新型城市社区建设也在迅猛推进。在城市化变迁与发展过程中,拆迁安置“新市民”能否适应新的城市化社区发展环境,新型城市化社区如何建设,成为目前社会建设与管理工作中面临的挑战和难题。回顾社区变迁相关理论研究成果,以一个典型“二元社会”农牧场的城市化社区变迁为例,揭示拆迁安置社区在城镇化变迁过程中的嬗变价值。研究发现,“二元社会”农牧场变迁为“新市民”社区,不但给社区建设带来了新课题,同时也使“人的城市化”建设迫在眉睫。积极推进社会管理体制改革,切实加强社会建设,使“人的城市化”理念得以落实和彰显,是“新市民”社区建设的主题。     

Toward a Conceptual Framework for Understanding Community Belonging and Well-Being: Insights from a Queer-Mixed Perspective

Although previous research indicates a positive relationship between community belonging and well-being, little is known about how this relationship is experienced within diverse communities. In this study, interviews were conducted with 12 queer-mixed-identified individuals. Proposed is a conceptual framework for understanding how and why experiences of community belonging contribute to and detract from well-being. Specifically, the dimensions being close, being read, being seen, and being heard are explored through participants’ intersectional and often-contradictory narratives. This study may enhance scholarship regarding lived experiences of community; research and practice related to multiracial, queer, and trans* experiences; and community efforts to promote well-being.
