For the purpose of flood damage analyses reliable, comparable, comprehensive, consistent, and up-to-date data are an indispensable need. Like in many other countries a database with this kind of datasets does not exist in Germany. To establish it, standards have to be set for flood damage data collection. We approached this problem by questioning experts about their information needs for flood damage analysis. This survey is done by applying a Delphi survey approach. The aptitude of the Delphi approach to assess, structure, and standardize expert knowledge is evaluated in this article. In the survey a panel of 55 experts working in the field of flood damage analysis for insurances, engineering companies/consultancy, public water management, and universities and other scientific institutions helped to identify common information needs. The multi-step Delphi method proved to reduce the deviation of answers thereby enabling consensual results and also enhanced the quality by modifying group answers in the direction of experience based answers. There was also a high level of congruence in information needs between experts from different fields of employment that allowed the derivation of common standards.  相似文献

A key justification to support plant health regulations is the ability of quarantine services to conduct pest risk analyses (PRA). Despite the supranational nature of biological invasions and the close proximity and connectivity of Southeast Asian countries, PRAs are conducted at the national level. Furthermore, some countries have limited experience in the development of PRAs, which may result in inadequate phytosanitary responses that put their plant resources at risk to pests vectored via international trade. We review existing decision support schemes for PRAs and, following international standards for phytosanitary measures, propose new methods that adapt existing practices to suit the unique characteristics of Southeast Asia. Using a formal written expert elicitation survey, a panel of regional scientific experts was asked to identify and rate unique traits of Southeast Asia with respect to PRA. Subsequently, an expert elicitation workshop with plant protection officials was conducted to verify the potential applicability of the developed methods. Rich biodiversity, shortage of trained personnel, social vulnerability, tropical climate, agriculture‐dependent economies, high rates of land‐use change, and difficulties in implementing risk management options were identified as challenging Southeast Asian traits. The developed methods emphasize local Southeast Asian conditions and could help support authorities responsible for carrying out PRAs within the region. These methods could also facilitate the creation of other PRA schemes in low‐ and middle‐income tropical countries.  相似文献

One of the lay public's concerns about genetically modified (GM) organisms (GMO) and related emerging technologies is that not all the important risks are evaluated or even identified yet--and that ignorance of the unanticipated risks could lead to severe environmental or public health consequences. To some degree, even the scientists who participated in the analysis of the risks from GMOs (arguably the people most qualified to critique these analyses) share some of this concern. To formally explore the uncertainty in the risk assessment of a GM crop, we conducted detailed interviews of seven leading experts on GM oilseed crops to obtain qualitative and quantitative information on their understanding of the uncertainties associated with the risks to agriculture from GM oilseed crops (canola or rapeseed). The results of these elicitations revealed three issues of potential concern that are currently left outside the scope of risk assessments. These are (1) the potential loss of the agronomic and environmental benefits of glyphosate (a herbicide widely used in no-till agriculture) due to the combined problems of glyphosate-tolerant canola and wheat volunteer plants, (2) the growing problem of seed lot contamination, and (3) the potential market impacts. The elicitations also identified two areas where knowledge is insufficient. These are: the occurrence of hybridization between canola and wild relatives and the ability of the hybrids to perpetuate themselves in nature, and the fate of the herbicide-tolerance genes in soil and their interaction with soil microfauna and -flora. The methodological contribution of this work is a formal approach to analyzing the uncertainty surrounding complex problems.  相似文献

ABSTRACT

Dependence among defaults both across assets and over time is an important characteristic of financial risk. A Bayesian approach to default rate estimation is proposed and illustrated using prior distributions assessed from an experienced industry expert. Two extensions of the binomial model are proposed. The first allows correlated defaults yet remains consistent with Basel II’s asymptotic single-factor model. The second adds temporal correlation in default rates through autocorrelation in the systemic factor. Implications for the predictability of default rates are considered. The single-factor model generates more forecast uncertainty than does the parameter uncertainty. A robustness exercise illustrates that the correlation indicated by the data is much smaller than that specified in the Basel II regulations.  相似文献

This paper considers the use of identity boxes as a data collection method to elicit experiences. Participants were asked to respond to questions using objects to represent their answers. The rationale for using identity boxes was to allow for a more embodied, less textual approach. The identity boxes were then also used to create an artistic installation as one form of data analysis. The reflection section in this paper shows that the approach posed potential risks around the emotional vulnerability of participants, with participants experiencing the project as cathartic and therapeutic. Some participants struggled with the process of thinking through objects as difficult. Although using a less conventional approach to research led to deeper, richer reflections and thus relevant, interesting data, concerns were raised around relevance, generalisability, and more generally the evaluation of the research. The paper concludes with a reconsideration of the identity boxes as a method.  相似文献

The threat of so‐called rapid or abrupt climate change has generated considerable public interest because of its potentially significant impacts. The collapse of the North Atlantic Thermohaline Circulation or the West Antarctic Ice Sheet, for example, would have potentially catastrophic effects on temperatures and sea level, respectively. But how likely are such extreme climatic changes? Is it possible actually to estimate likelihoods? This article reviews the societal demand for the likelihoods of rapid or abrupt climate change, and different methods for estimating likelihoods: past experience, model simulation, or through the elicitation of expert judgments. The article describes a survey to estimate the likelihoods of two characterizations of rapid climate change, and explores the issues associated with such surveys and the value of information produced. The surveys were based on key scientists chosen for their expertise in the climate science of abrupt climate change. Most survey respondents ascribed low likelihoods to rapid climate change, due either to the collapse of the Thermohaline Circulation or increased positive feedbacks. In each case one assessment was an order of magnitude higher than the others. We explore a high rate of refusal to participate in this expert survey: many scientists prefer to rely on output from future climate model simulations.  相似文献

Hierarchical models provide a useful framework for the complexities encountered in policy-relevant research in which the impact of social programs is being assessed. Such complexities include multi-site data, censored data and over-dispersion. In this paper, Bayesian inference through Markov Chain Monte Carlo methods is used for the analysis of a complex hierarchical log-normal model that shows the impact of a managed care strategy aimed at limiting length of hospital stays. Parameters in this model allow for variability in baseline length-of-stay as well as the program effect across hospitals. The authors demonstrate elicitation and sensitivity analysis with respect to prior distributions. All calculations for the posterior and predictive distributions were obtained using the software BUGS.  相似文献

Traditional probabilistic risk assessment (PRA), of the type originally developed for engineered systems, is still proposed for terrorism risk analysis. We show that such PRA applications are unjustified in general. The capacity of terrorists to seek and use information and to actively research different attack options before deciding what to do raises unique features of terrorism risk assessment that are not adequately addressed by conventional PRA for natural and engineered systems—in part because decisions based on such PRA estimates do not adequately hedge against the different probabilities that attackers may eventually act upon. These probabilities may differ from the defender's (even if the defender's experts are thoroughly trained, well calibrated, unbiased probability assessors) because they may be conditioned on different information. We illustrate the fundamental differences between PRA and terrorism risk analysis, and suggest use of robust decision analysis for risk management when attackers may know more about some attack options than we do.  相似文献
