Monetary financing – the funding of state expenditure via the creation of new money rather than through taxation or borrowing – has become a taboo policy instrument in advanced economies. It is generally associated with dangerously high inflation and/or war. Relatedly, a key institutional feature of modern independent central banks is that they are not obligated to support government expenditure via money creation. Since the financial crisis of 2007–2008, however, unorthodox monetary policies, in particular quantitative easing, coupled with stagnant growth and high levels of public and private debt have led to questions over the monetary financing taboo. Debates on the topic have so far been mainly theoretical with little attention to the social and political dynamics of historical instances of monetary financing. This paper analyses one of the most significant twentieth‐century cases: Canada from the period after the Great Depression up until the monetarist revolution of the 1970s. The period was a successful one for the Canadian economy, with high growth and employment and manageable inflation. It offers some interesting insights into the relationship between states and central banks and present‐day discussions around the governance of money creation.  相似文献

Most literature on racial prejudice deals with the racial attitudes of the ethnic majority and ethnic minorities separately. This paper breaks this tradition. We examine the social distance attitudes of white and non‐white British residents to test if these attitudes follow the same trends over time, whether they are driven by the same social processes and whether they are inter‐related. We have three main findings. Firstly, social distance from other ethnic groups has declined over time for both white and ethnic minority Britons. For the white majority there are both period and cohort elements to this decline. Secondly, we see some evidence that social distance between the majority and minority groups is reciprocal. Specifically, minorities who experience rejection by the white British feel a greater sense of distance from them. Thirdly, we find that all groups share the perception of the same ethnic hierarchy. We see evidence of particularly widespread hostility towards Muslim Britons from all ethnic groups suggesting that Muslims are singled out for negative attention from many British residents of all other backgrounds, including a large number who do not express hostility to other groups.  相似文献

We present the results of a content analysis of communications related to the act of terrorism at Domodedovo airport. They show that mass media plays a significant role as a source of factual, undigested information. The theoretical value of the results is that they show a significant number of cases where an actor is accused with no reference to his actions or nonactions. The range of types of complicity in terrorist activity was substantial.  相似文献

This article spells out the methodological considerations and various procedural and methodological subtleties developed over the author's quarter century of sociological field studies of Russia's peasant worlds. Particular attention is paid to “voices from below”—peasant discursive formats that capture, in natural and undiluted form, the evolution of peasant practices constituting the core of everyday life. In particular, the phenomenon of generational sorrow and a special chronological nostalgia that functions as a “social gyroscope” is identified and discursively captured. This phenomenon is noteworthy and useful for its ability to retain a record of the productively longed for past in a rural community's collective memory and thereby influence new peasant worlds taking shape today.  相似文献
