构建社会主义和谐社会需要社会多方努力,而地方政府起着主导和推动的作用,这种作用从多方面体现出来:以科学发展观为指导,为构建和谐社会提供体制保障;树立科学的公平观,切实促进社会的公平与正义;转变政府职能,增强对社会的公共管理能力;调动一切积极因素,增强全社会的创造活力。     

Testing lack of symmetry in spatial–temporal processes

Symmetry and separability of a covariance function are common assumptions to simplify the modeling effort of spatial–temporal processes. However, many studies in environmental sciences show that real data have complex spatial–temporal dependency structures resulting from lack of symmetry or violation of other standard assumptions of the covariance function. In this study, we propose new formal tests for lack of symmetry by using spectral representations of the spatial–temporal covariance functions of regularly spaced spatial–temporal data. The advantage of the proposed tests is that classical analysis of variance (ANOVA) models can be used for detecting lack of symmetry inherent in spatial–temporal processes. We evaluate the performance of the tests with simulation studies and we apply them to air pollution data.     

Exact inference for a simple step-stress model with competing risks for failure from exponential distribution under Type-II censoring

In reliability analysis, accelerated life-testing allows for gradual increment of stress levels on test units during an experiment. In a special class of accelerated life tests known as step-stress tests, the stress levels increase discretely at pre-fixed time points, and this allows the experimenter to obtain information on the parameters of the lifetime distributions more quickly than under normal operating conditions. Moreover, when a test unit fails, there are often more than one fatal cause for the failure, such as mechanical or electrical. In this article, we consider the simple step-stress model under Type-II censoring when the lifetime distributions of the different risk factors are independently exponentially distributed. Under this setup, we derive the maximum likelihood estimators (MLEs) of the unknown mean parameters of the different causes under the assumption of a cumulative exposure model. The exact distributions of the MLEs of the parameters are then derived through the use of conditional moment generating functions. Using these exact distributions as well as the asymptotic distributions and the parametric bootstrap method, we discuss the construction of confidence intervals for the parameters and assess their performance through Monte Carlo simulations. Finally, we illustrate the methods of inference discussed here with an example.     

基于工具-目标法的经济政策效应评价研究

经济政策评价不仅指政策决策评价，还应包括对政策执行效果进行评价，即效应评价。但目前在计量经济学的研究中，包括已出版的各类教科书中也都只给出了如何进行决策评价的方法，而没有对效应评价方法进行研究。这显然是欠缺的。采用经济计量分析法对经济决策评价，常用的方法有三种：工具-目标法（TOM）、最优控制法、政策模拟法。其中工具-目标法是最早用来进行政策决策评价的计量方法，它是由首届诺贝尔经济学奖得主之一丁伯根提出的。

小流域综合治理及其效益评价研究进展

本文在纵览国内20多年来有关小流域综合治理及其效益评价研究文献的基础上，分别对小流域综合治理的相关概念、发展历程、治理模式、治理措施以及目前存在的问题等方面的研究进行了较为全面的回顾；总结了小流域综合治理效益评价的内容、标准和原则，对不同学者所建立的评价指标体系进行了比较分析，并从定性和定量两个方面综述了已有文献中所应用的效益评价方法；最后指出了现有研究中存在的问题，并提出了进一步研究的方向，以期对后续研究有所参考和启示。     

福建省农业科技期刊学术影响力的评估与分析

对福建省16种农业科技期刊连续10年的总被引频次和他引率进行统计与比较。结果表明,《福建农林大学学报(自然科学版)》、《福建林学院学报》、《福建农业学报》3种学术类期刊和《福建农业科技》、《福建林业科技》2种技术类期刊具有较高的学术影响力。并对统计结果和统计方式进行了分析。     

《学生体质健康标准》评价中的几个问题

通过对《学生体质健康标准(试行方案)》的具体操作实施,发现《标准》在制定和测试中,存在着许多现实问题,影响了标准测试的准确性,提出并分析这些问题,为以后《学生体质健康标准》的修订提供参考依据,以使测试更加标准化、合理化、科学化。
