农业保险的保障水平与财政补贴政策优化：一个文献综述 *

近年来，我国农业保险快速发展，在保费收入、保障范围和参保农户数量等指标上都取得了举世瞩目的成绩。与此同时，保障水平不高、农业保险“不解渴、不顶用”也一直是各方反映的焦点之一。本文结合了福利经济学和保险经济学中的相关理论，遵循“提高农业保险保障水平必须优化其财政补贴政策”的逻辑主线，对实施财政补贴政策是提升农业保险保障水平的前提条件、有效途径、有力举措和重要渠道进行了梳理和评析。最后，针对现有研究的不足，结合当前的时代背景，对该领域日后的研究重点进行了预测，并进一步探讨了其优化路径。     

The Great Recession of 2007: An Agenda for Social Justice

The Great Recession, the most severe economic crisis since the Great Depression, officially began in December 2007 with an 8 trillion dollar housing bubble and lasted until June 2009, resulting in loss in consumer spending and collapse in the nation’s business investment. For American workers, the Great Recession had far-reaching implications: unemployment, underemployment, pay cuts, and cutbacks in household spending. Although social work has a historical commitment to address the vulnerabilities of people and communities, we argue that the profession neglected to understand fully the factors associated with the Great Recession and to mount an agenda for justice in response to its worker-related impact.     

Sensory Work of Diagnosis: A Crisis of Legitimacy

Sensory judgments have always been a part of medical practice, as sensory studies scholars have emphasized. However, in current regulatory, management and technological contexts, there is a push toward rational decision-making procedures and test-based evidence over clinical diagnosis. Sociological scholarship highlights that in focusing on explicit medical knowledge and disembodied data we take for granted aspects of healthcare work, including the ways in which health and illness is sensed. Research in sociologies of diagnosis and social studies of science and technology has captured that while the senses continue to play a role in medical work, the status and practice of this sensory work is not straightforward as evidenced by dual use of the senses and tests and the delegation of sensory work. Based on semi-structured interviews with expert doctors in diverse specialties, this article examines the sensory work of medical decision-making, with attention to its legitimacy. It examines applications of the senses from auscultation to ongoing sensing of patients’ bodies unmediated and via technological outputs. While critical to clinical judgments, there is discomfort with this sensory work in light of medico-legal pressures. I argue that the sensory work of diagnosis is vital, to the extent that gaps in sensory information imply gaps in understanding.     

毛泽东发动“文化大革命”的决策问题研究

"文化大革命"的决策问题,是指从"文化大革命"的问题界定到方案抉择的过程。毛泽东认为在政治领域阶级矛盾是我国社会的主要矛盾,国家有三分之一的领导权掌握在敌人手中;在中共党内出现了以刘少奇为首的走资派,出了修正主义;在经济领域出现了资本主义;在文化领域出现了资产阶级反动思想和资产阶级代表人物;单靠社会主义教育运动,不能解决中国社会中的"黑暗面"问题。为此,他毅然发动了"文化大革命",结果犯了严重的错误。"文化大革命"的决策之所以是错误的,因为其方案的规划违背了决策时应遵循的信息真实、现实可行、民主参与等原则。     

构建省以下政府间合理财政关系问题研究——兼论“省管县”体制向常态化发展的可能性及路径

对于“省管县”财政体制改革的认识，不能仅定位于压缩财政层级或县域政区财政脱困的权宜之计，必须将其提升至地方行政管理体制变革的高度。中国的财政管理体制改革必须在行政管理体制改革的大背景中找到自己的位置。本文认为，应逐步通过解除市领导县的管理体制，重新整合县域行政辖区，以及必要的省级行政区划的调整，在形成了一个相对合理地地方行政管理层级架构之后，方能营造出构建相对合理的地方政府间财政关系的可能性，进而使得“省管县”财政管理体制成为一种常态化的模式。     

Taxonomy of outsourcing decision models

This article proposes a taxonomy of outsourcing decision models. The proposed taxonomy may assist practitioners in their decision-making and researchers in the identification, evaluation and classification of decision models. Further, this article also provides an overview and evaluation of existing outsourcing decision models, and assesses them for their applicability to the outsourcing decision process. In particular, this article finds that the outsourcing decision models proposed in the literature have limitations in their applicability to the outsourcing decision process.     

媒体关注下的CSR信息披露与企业财务绩效关系研究及启示——基于我国A股上市公司CSR报告的实证研究

企业社会责任(CSR)及信息披露已成为当前社会各界共同关注的热点问题。本文利用独立机构发布的我国A股上市公司CSR报告的评级数据,验证了当前时代背景下我国企业社会责任信息披露与企业财务绩效的关系,以及作为信息传递媒介和"公众日程设置者"的媒体的关注对于二者关系的影响作用。研究发现,高水平披露社会责任信息的企业的绩效明显高于低水平企业,但是这种作用关系是在媒体关注度这一变量的完全中介作用之下实现的。这一新发现不仅丰富和拓展了企业社会责任及信息披露的理论研究框架,对于基于战略性CSR思维制定相关战略的企业管理者也深具启发意义。     

资助低收入学生就读高等教育：美国的经验

资助低收入学生就读高等教育 ,是世界各国都十分重视的一项公共政策。美国在实施学生资助过程中 ,规定了低收入学生、财政需求、就学价格、家庭预期贡献等重要概念的标准和计算办法。受多种资助理念影响 ,美国学生资助是一种典型的多元混合资助模式 ,政府、高校、社会等机构通过奖学金、助学金、贷学金、工读计划等方式资助低收入学生。这种模式对于维系美国多元庞大的高等教育体系具有十分重要的意义     

政府采购与经济增长的实证研究——基于ARMA最优模型

本文采用基于ARMA模型适用于小样本的最优预测的建模方法,来分析政府采购和经济增长之间的因果关系。研究结果表明政府采购和经济增长之间存在非对称、单向因果关系,即政府采购对经济增长的影响不显著,而经济增长对政府采购具有促进作用。因此,从政府采购影响路径的角度分析认为,在后金融危机时代应该采取一些可行的措施扭转政府采购对经济增长的不显著状况。     

Migration decision-making and migration industry in the Indonesia–Malaysia corridor

ABSTRACT

This paper explores the involvement of migration industry (MI) in the migration system of Indonesia and Malaysia. The two countries share an extensive border and have much in common in culture and history but they are very different in geographical size, population and economic development, the latter being a main cause for labour migration from Indonesia to Malaysia. The changing context of government policies generates new niches for migration services taken up by formal and informal intermediaries, thereby confronting migrants with a varied migration-decision field and thresholds during their migration process. Much of the migration is legal, but a large part of it also takes place outside the control of the national governments. While taking mental processes in migration decision-making as starting point, we analyse how the MI, by way of fostering, facilitating and controlling geographic mobility and localised employment, connects to the production and negotiating of three migration decision thresholds faced by migrants.
