师范生免费教育政策过程探析

2007年我国在教育部直属六所师范大学试行师范生免费教育政策。师范生免费教育新政有着一定的历史基础,更是应特殊时代背景之需而生。政策制定过程体现了“外在因素椎动”与“自上而下发起”相结合的引发特征。由于政策目标与价值取向中所暗含的矛盾性诉求,在政策执行过程中呈现出多方博弈与争议的问题,适当进行评估并适时进行政策调整尤为必要。     

Choosing Welfare or Losing Social Citizenship? Citizens' Free Choice in Recent Italian Welfare State Reforms

In the past fifteen years, the Italian welfare state has gone through various important reforms. Almost all social policy fields have been significantly challenged by the presence of both national and European constraints, and in different policy fields some fundamental principles of the welfare state have been questioned and changed. The purpose of this article is to present an analysis of the most recent arguments used for welfare state reforms in Italy, focusing in particular on one key question: have the reforms been formulated and implemented in order to increase the freedom of choice of Italian citizens with respect to social protection? After a brief introduction and conceptual clarification, each section of the article will focus on one social policy field (employment, pensions, health care) and discuss the origins and consequences of the reforms with respect to the freedom of choice of citizens. The main argument is that very limited attention has been paid in the national political discourse and reform design to the freedom of choice for citizens in welfare state policies, since other goals (such as cost containment) were much more crucial. The article will end with an overall assessment of the evolution of freedom of choice in the Italian welfare state setting.

近几年,我国经济发展迅速,作为国民经济基础产业的钢铁行业由于钢铁需求量剧增而快速发展。同时,中央提出“振兴东北地区等老工业基地”计划,给钢铁行业的发展带来新的机遇。本文以鞍钢新轧股份有限公司为例,运用自由现金流量定价模型,评估鞍钢新轧的企业价值,以辅助投资者进行投资决策和管理者进行战略决策。      

翻译实践中的科技术语定名研究

术语是科技文献信息的主要载体,在科技发展中起着特殊的作用。大量同义术语的出现为科技交流带来很大不便,影响合作与交流的进程。遵守不同的原则定名术语是产生同义术语的主要原因。术语的定名原则在翻译实践中具有重要的指导意义。我国在术语定名上一直采取“意译为主”的定名原则,但就目前和长远来看这一原则有待探讨,因为对以往和现存术语的状况分析表明,借助于音定名术语已表现出明显的发展趋势。     

反思性判断力与物

本文是对康德《判断力批判》特别是反思性判断力有关理论的专门研究。将判断力区分为规定性判断力和反思性判断力，并基于反思性判断力重新思考界定审美、情感、认知、道德、自然、神学，是康德批判哲学的创见，具有重要的思想史意义。美的情感的自由与普遍可传达性是反思性判断力的基础，这种自由情感为我们对物的理解提供了新的可能性。     

A rule of thumb for testing symmetry about an unknown median against a long right tail

A rule of thumb for testing symmetry of an unknown univariate continuous distribution against the alternative of a long right tail is proposed. Our proposed test is based on the concept of exceedance statistic and is ad hoc in nature. Exact performances of the proposed rule are investigated in detail. Some results from an asymptotic point of view are also provided. We compare our proposed test with several classical tests which are practically applicable and are known to be exact or nearly distribution free. We see that the proposed rule is better than most of the existing tests for symmetry and can be applied with ease. An illustration with real data is provided.

指出元曲中杂剧的英译自18世纪以降未曾间断,相比之下,散曲的翻译和研究显得不足。回顾散曲翻译在国外的代表译家和作品,同时评价国内主要散曲译作,对元散曲的英译爬梳剔抉,以弥补散曲英译研究的空缺,为以后的散曲翻译提供借鉴。
