To what extent is social security spending associated with enhanced firm-level performance? A case study of SMEs in Indonesia

Although the relationship between social protection and enterprise performance is much debated in the literature, evidence is particularly limited in the case of small and medium-sized enterprises in developing economies. Using census data from 2010 to 2014, this article examines how the provision of social security influenced business performance in Indonesia. The author finds that increased social security spending of 10 per cent is associated with a per-worker revenue gain of up to 2 per cent. Moreover, profits are not found to decrease with increased social protection coverage, suggesting that increasing worker benefits may be a worthwhile business investment.     

Modified maximum likelihood estimator under the Jones and Faddy's skew t-error distribution for censored regression model

It is well-known that classical Tobit estimator of the parameters of the censored regression (CR) model is inefficient in case of non-normal error terms. In this paper, we propose to use the modified maximum likelihood (MML) estimator under the Jones and Faddy''s skew t-error distribution, which covers a wide range of skew and symmetric distributions, for the CR model. The MML estimators, providing an alternative to the Tobit estimator, are explicitly expressed and they are asymptotically equivalent to the maximum likelihood estimator. A simulation study is conducted to compare the efficiencies of the MML estimators with the classical estimators such as the ordinary least squares, Tobit, censored least absolute deviations and symmetrically trimmed least squares estimators. The results of the simulation study show that the MML estimators work well among the others with respect to the root mean square error criterion for the CR model. A real life example is also provided to show the suitability of the MML methodology.     

大数据战略视野下我国信息网络安全立法分析

大数据战略视野下,很多国家纷纷制定、完善和执行着自己的信息网络安全法律,并已形成世界潮流.从国内外的大数据战略与信息网络安全立法分析来看,我国既有成绩,也有不足.对于我国信息网络安全的法律保障,目前需要完善的主要内容有:进一步明确国家信息网络安全立法的目的与宗旨;基本法层面,尽快构建完备的信息网络安全法律保障有机体系,重点包括政府信息公开法与个人信息保护法等;实施层面,加强与完善具体领域的单行法与配套法建设,增强法律规定的可操作性;完善法律框架之外的协作保障体系.     

Measuring long‐term trends in policy coherence for development

This article measures long term trends in policy coherence for development. Based on result chains, it develops a counterfactual methodology, and then applies it to assess changes in inputs, outputs and outcomes over time. While the literature does not indicate any significant change in policy coherence for development over the last decade, this research finds that, if the time scale is lengthened to 50 years, an overall increase in policy coherence for development of the Dutch government, vis‐à‐vis the DR Congo, in the domains of finance and security, can be detected. These changes in policy coherence for development inputs seem to have contributed, in conjunction with similar policies from other countries, in some instances, to positive outcomes in the DRC.     

我国南北中三城市农民工社会保障比较分析

近年来,由于我国政府的重视,我国农民工的社会保障取得了长足的发展。但各地区农民工的社会保障程度还存在很大的差异。分别从我国南、北、中部地区选择三个有代表性的城市——深圳、苏州、长春,根据问卷调查数据对其农民工社会保障状况进行比较分析。无论是农民工的社会保障程度,还是各地农民工关切的具体问题,都存在明显的地域差异。从政府的角度制订农民工政策不能全国"一刀切",应该区别对待并分类指导。政府应有重点、分层次地建立农民工社会保障制度,北方省份应该充分借鉴南方省份关于农民工的法律保障、养老和子女入学等方面的经验和对策。     

四川民族地区旅游资源开发与生态安全保障机制研究

旅游资源开发一直被认为是促进四川、云南、贵州等西部民族地区地方脱贫致富的重要路径,然而过度的资源开发必将直接危及当地生态安全。四川地处长江上游,其民族地区的生态安全状况关系着长江流域以及整个国家的安全。本文从人与自然、人与社会关系的视角,探寻四川民族地区旅游资源开发过程中自然生态环境、民族文化生态环境的生态安全保障机制,以期切实有效地维护社会和谐稳定发展。     

中西方失地农民社会保障体系建设比较研究

同西方发达国家相比,我国在土地征用、职业技术培训、保障基金运转等失地农民社会保障体系建设方面存在很大差异。建立健全我国失地农民社会保障体系,需要借鉴西方的经验教训,规范土地征用程序,切实提高补偿标准;扩大社会保障内容,建立城乡一体保障体系;加强职业技能教育,强化失地农民就业能力培训。     

非中心城市独立学院人才培养质量保障体系的探索与实践——以南华大学船山学院为例

近年来,南华大学船山学院通过提出现代人才培养理念、科学定位人才培养目标、科学制定人才培养方案、打造一流师资队伍、突出专业特色、完善课程体系、建构教学质量监控体系、搭建实习平台、加强校园文化建设、强化就业指导和服务等一系列对策与措施,探索出了一套适合非中心城市独立学院自身发展的、较为完善的人才培养质量保障体系。     

银行证券保险业监管比较

银行、证券、保险三行业因其业务特性不同,从而面临的主要风险及风险表现的特征也不同。各行业的风险管理既表现出针对主要风险、服从业务特征的共性,也表现出在具体管理技术、方法上的差异性。因此,三行业的监管导向及监管实践都存在着差异和侧重：银行业突出系统性、监管协调和对资产的监管;证券业强调监管对象的多层次性、监管的透明性和对业务的监管;保险业以承保风险为核心,突出母国鉴定和对负债的监管。
