Mobilisation strategies of individual and institutional actors in Brussels’ artistic and cultural scenes

Though sharing a common territory, the cultural spaces of Brussels are divided according to a complex structure where Francophone and Flemish Communities play a dominant role. These two language-based communities set separate cultural policies and programming for their residents in Brussels. Within this fragmented structure, local socio-cultural actors have mobilised promoting cross-Community collaboration towards a shared vision for the Brussels-Capital Region (ex. Cultural Plan for Brussels). Further, individual artists themselves have developed strategies to participate in Community-defined cultural programming and to gain recognition for their talent as local (Bruxellois) artists regardless of their ethnic, linguistic or migrant background. This article explores how socio-cultural actors and artists have mobilised to reframe ‘culture’ in Brussels, and to gain access to cultural venues particularly in the case of migrant and migrant-origin artists whose engagement and recognition in Brussels’ cultural scenes have been little studied.     

上海城市人口总量控制与结构优化研究

上海的人口总量和结构一直与其独特的工业化、城镇化进程密不可分。工业化带动人口发展,人口发展推动城市发展。改革开放以来,上海正处于第四波工业化时期,人口增长较快。在人口结构上,户籍人口老龄化,而外来人口具有就近流动、城城流动、定居化特点,且教育水平逐年提高。从承载力上看,上海人口总量合理,但人口分布的不合理影响了人口结构的发展、城市社会的融合,带来了核心区人口过密、产城融合不畅的问题,以及偏好"人脑"、排斥"人手"的问题。面对人口老龄化和可能的人口逆流,上海应稳定人口总量,建设整体推进的多中心发展人口分布格局,完善户籍制度改革,破解"新二元结构",推动社会保障和公共服务均等化,同时结合政府改革,完善相关配套改革措施。     

上海服务业综合改革试点的成效及亟待突破的困境

上海首批服务业综合改革试点工作取得了显著成效,但也面临着困境。为了加快构筑以服务经济为主的产业结构、加快完善与国际接轨的服务经济制度,上海亟需在首批服务业综合改革试点工作的基础上,开展新一轮的服务业综合改革试点,实现"以点上的探索突破,带动面上的创新发展"。同时,为了深入推进服务业综合改革试点,上海需强化服务业综合改革试点工作的总体指导;建立全市层面的服务业综合改革的评价考核机制;完善服务业综合改革试点单位的申报和淘汰机制;对服务业综合改革试点单位给予权限下放或政策倾斜;总结服务业综合改革试点的创新经验,开展第二批试点工作。     

Enrollment,Educational Expenditures and Work Among One-Parent Children in India

In this study, I examined the effect of single parenthood due to death, separation, divorce, or migration of spouse on educational inputs among school-age children in India. I used the nationally representative India Human Development Survey to study the implications of different types of parenthood on educational expenditure among children ages 6 to 11 and 12 to 18 years and work participation among the older age group. The study finds that the separated or divorced mothers on average spend less on education and older children of widows are more likely to work because of resource constraints associated with single parenthood. The results highlight the need for public policies that would support widows as well as separated or divorced mothers.     

我国产业结构变迁与城市化水平提升间互动关系研究

城市化作为二三产业发展在城市空间的动态物化载体,必然反映出区域特定时期社会经济发展的综合水平。我国产业结构演进与城市化进程之间存在着较密切的关联性,这种内在联系颇值得探讨。本文通过系统研究中国城市化进程与产业结构变迁、产业结构偏离度之间的关系,并着重剖析中国产业结构演进对城市化的弹性影响,最后从优化产业结构的维度提出推进新型城镇化发展战略的对策建议。     

黑龙江省"十五"期间招商引资总体情况与效益分析

通过统计资料,本文从总量结构、增长速度、内外资结构和地区结构四个方面对"十五"期间黑龙江省的招商引资工作进行了总体的情况和效益分析。在总量结构分析中,发现贸易总额增长但项目数量却变化不大;从增长速度看,各项指标都呈稳步上升态势,显示黑龙江省的招商引资工作处在高速增长阶段;从内资和外资结构看,内资在增长和比重上都优于外资;在对地区结构的分析中,发现总体上处于稳定增长态势,地区间则不均衡。最后,结合分析结论,进一步简要阐述了其政策意义。     

Meeting at the Thin Places: Synchronicities in Clinical Practice

Unusual events, beyond mere coincidences, may occur during the course of psychotherapy. Yet, clinical training often does not prepare therapists how to understand and potentially engage with these encounters. The aim of this report is to explore the emergence of synchronistic events in therapy, while providing two clinical case composites to illustrate the author’s central points. Drawing on the Celtic concept of “thin places,” a new understanding of synchronicities and the therapeutic relationship is offered.     

A Legal Structure for Limiting the Agency Cost of Stock Rights Transfer

The unilateral disposition of stock rights’ voting rights detracts from the welfare of the other shareholders. Contractual arrangements restricting or prohibiting the transfer of stock rights under the capital majority rule may infringe upon shareholders’ right of withdrawal, further weakening stock market constraints on senior management and indirectly raising the agency cost of management abuse of power for private ends. In creating a legal structure for stock rights transfer, we need to find an appropriate balance between freedom of contract, capital majority rule and reduction of agency costs. Judges should determine that the transfer of voting rights is invalid in order to ensure that voting rights match residual claim rights and maintain the constraints on senior management represented by shareholder voting rights. The general prohibition of stock rights transfer in the articles of association blocks shareholders’ right of withdrawal; this is not conducive to restraining potential abuses of power on the part of senior management and should be made invalid. Judges must differentiate between long- and short-term contracts and the initial and revised clauses of the articles of association in order to distinguish between the efficacy of different arrangements limiting transfer of stock rights as laid down in the articles of association.     

Conjuncture and cultural reproduction in the process of embedding: social work practice in the context of government purchase of services in China

This paper focuses on the Chinese government’s policy of purchasing social services and discusses how relevant organisations provide social work and develop it within local socio-political and cultural contexts. An ethnographic research method was adopted for the study by the first author while participating in social work development in Q City. We argue that the policy of purchasing social services succeeded in achieving “embedded development” but also created a “conjuncture structure” in cultural reproduction. However, due toprofessional social workers in China have, in practice, passively responded to the conjuncture there has been a failure to reproduce professional values of social work in the Chinese cultural context. Therefore, further development of social work in China needs to strengthen cultural reflection in practical actions, focus on the exploration of cultural connections between social work practice and local communities, and enhance the cultural capacity of social workers in the local cultural context.
