接点治理：论精准扶贫过程中的“村民评议”——对湘西B村的个案研究

作为深入乡土社会的“事件”,精准扶贫触发了国家政权和乡土社会之间的分歧。在数字化治理技术与乡土生活模糊性之间、国家正式权力与农村内生秩序之间、“区分逻辑”与乡土社会“平均主义”之间,两者存在明显差异。面对分歧,农村基层在精准扶贫过程中采取“村民评议”制度形成“接点治理”格局。研究发现,村民评议形成的接点治理主要包括以下治理机制：以熟人社会构成治理的信息机制,以多元主体参与构成治理的权威机制,以协商讨论构成治理的合法化机制。这一制度创造了新型制度场域和治理接点,有利于实现国家政权与乡土社会之间的融合。推进对湘西B村“村民评议”的个案分析,发掘其中的治理机制,完善其中存在的不足,实现从接点分离到接点融合,推进基层社会的有效治理。     

国外城市雨洪管理再认识及其启示

针对近年中国城市雨洪灾害频发、灾害危害严重,以及雨洪管理理念和方法仍在摸索阶段的现实,文章通过横向对比发达国家雨洪管理过程、阶段,探索总结了国外雨洪管理体系的阶段性与多元化、发展历程的过程性和演进性、治理模式的综合性、空间特征的地域趋同性特征,并系统剖析其形成的深层城市发展原因,结合中国的城市实际情况,提出了未来城市雨洪管理可发展方向的思考,认为未来在多尺度水文条件下的雨洪灾害形成内因探索、复杂环境下多要素集成分析、多过程连续的雨洪灾害发生动力机制等方面是研究发展方向之一.     

明代宫廷书画收藏考略

明代宫廷的书画收藏十分丰富,嘉靖以后虽多有散出,但仍具有一定规模,直至明清鼎革之际宫廷所藏书画才散佚殆尽。明代宫廷所藏书画主要包括接收前代遗存、查抄籍没书画以及帝后臣工新创作书画几个部分。宫廷所藏书画主要由宦官机构司礼监负责保管,存放于质慎库中;另有部分历代帝王、君臣画像由印绶监保管,存放于古今通集库中。明代中叶以后,宫廷收藏书画通过充抵官员俸禄、偷窃等方式大量流散出宫,但同时也存在一定的补充和回流。明清易代之际,宫中所藏书画散佚殆尽,这为明末清初私人收藏家群体的崛起提供了机遇。     

农民合作社的反脆弱性及其贫困治理能力

农民合作社作为农村发展的重要经济载体,其反脆弱性在农村贫困治理领域具有不可忽视的作用。 在联结农民个体、聚拢闲散资源方面,农民合作社是重要抓手:一方面,通过把单个的农民集合起来,增加农民群体共同抵御社会风险的能力,提高农民群体面对市场经济带来的不确定性和不稳定性的抗逆力;另一方面,农民合作社发挥实体平台作用,将农村较为优良的资源聚集起来,发挥资源整合效应,提高农村优质资源的利用率,提高农产品的市场竞争力,降低农产品的市场交易成本,提高农产品的市场占有率。 文章剖析农民合作社社员在组织能力、管理能力、自我发展能力等方面的反脆弱性,探讨农民合作社在整合经济、社会以及文化等资源方面的反脆弱性发展,进而论述在农村反贫困战略中,农民合作社的贫困治理能力。 农民合作社的反脆弱性,为其参与贫困治理提供了可能性,其反脆弱性发展为农村贫困治理增加了可及性,农民合作社的贫困治理能力日趋提高。     

Socio‐economic stratification of English in globalized landscapes: A market‐oriented perspective

Globalization has dramatically altered the urban societies of Amsterdam and Brussels over recent decades, with intensified socio‐economic inequality, unprecedented levels of multilingualism and the increasing importance of English. In this paper, I examine the use of English in the linguistic landscape of socio‐economically stratified commercial shopping streets in these two second‐tier global cities. I adopt a market‐oriented, contextualized approach to quantitative and qualitative variability in how English emerges in these particular commercial ‘linguistic markets’. McDonaldization in midscale shopping streets occurs alongside downscale and upscale uses of English which are more susceptible to local commercial dynamics, in particular in Brussels. As such, global English in these single city contexts emerges as a heterogeneous and scaled phenomenon shaped by specific local commercial and linguistic market conditions.     

RESEARCHING RELATIONSHIPS FROM AN ATTACHMENT PERSPECTIVE: THE USE OF BEHAVIOURAL,INTERVIEW, SELF‐REPORT AND PROJECTIVE MEASURES

Having demonstrated its credentials as one of the more elegant and robust conceptualisations of human relationships, attachment theory has considerable relevance to social work. Attachment‐based research has flourished over the past few years and it now includes an impressive array of studies across the lifespan. This article considers four different measures used in attachment‐based research, although more discussion is devoted to interview and projective measures because they specifically embrace a psychodynamic approach in their design and analytic focus. The aim of the article is to provide a brief overview of each measure and to offer some illustrative examples using practice‐related material.     

Mixed integer (0–1) fractional programming for decision support in paper production industry

This paper presents an effective and efficient method for solving a special class of mixed integer fractional programming (FP) problems. We take a classical reformulation approach for continuous FP as a starting point and extend it for solving a more general class of mixed integer (0–1) fractional programming problems.To stress the practical relevance of the research we focus on a real-life application in paper production industry. The constantly advancing physical knowledge of large scale pulp and paper production did have a substantial impact on an existing DSS in which mixed integer (0–1) fractional programming is introduced. We show that the motivation to solve a real-life fractional programming problem can provide the basis for a new approach in a new context that has an added value of its own, even outside the given application area. We describe the main characteristics of the DSS, the necessity to develop a non-iterative solution procedure and demonstrate both the effectiveness and efficiency of the proposed approach from practical data sets.

动词复制句（Verb－Copying Construction，VCC）是一种在汉语口语中经常使用的结构，用符号可以简单地表示为S＋VP1＋VP2，动词V2是动词V1的拷贝。这种结构本身具有独特的句法语义特征，也具有不同的句法变体。在其进行句法运算时，两个动词性结构首先独立运算，VP1作为附加语，VP2作为主句成分进入句法推导。通过附加语侧向移位、附加合并以及主题化特征核查等句法操作形成语言表达式。其句法变体的不同构型是因为不同的控制类型造成的。     

The Human Right to Leisure in Old Age: Reinforcement of the Rights of an Aging Population

The right to leisure is recognized as a human right under the 1948 United Nations Universal Declaration of Human Rights. The actual meaning and material content of this human right is subject to debate. The aim of this study is to examine the extent and the context to which this human right is specifically recognized with regard to older persons. Methodologically, this study textually analyzed 17 different international older persons’ human rights documents. The findings reveal that in the majority of these documents there is no reference to the right to leisure. In the remaining documents, the right to leisure is mostly referred to indirectly or in a narrow legal construction. These findings support the notion that despite the growing body of knowledge regarding the importance of meaningful leisure in old age—and its empowering and anti-ageist nature—this knowledge has not transformed into a legal human rights discourse.     

The empirical Bayes estimators of the parameter of the Poisson distribution with a conjugate gamma prior under Stein's loss function

For the hierarchical Poisson and gamma model, we calculate the Bayes posterior estimator of the parameter of the Poisson distribution under Stein's loss function which penalizes gross overestimation and gross underestimation equally and the corresponding Posterior Expected Stein's Loss (PESL). We also obtain the Bayes posterior estimator of the parameter under the squared error loss and the corresponding PESL. Moreover, we obtain the empirical Bayes estimators of the parameter of the Poisson distribution with a conjugate gamma prior by two methods. In numerical simulations, we have illustrated: The two inequalities of the Bayes posterior estimators and the PESLs; the moment estimators and the Maximum Likelihood Estimators (MLEs) are consistent estimators of the hyperparameters; the goodness-of-fit of the model to the simulated data. The numerical results indicate that the MLEs are better than the moment estimators when estimating the hyperparameters. Finally, we exploit the attendance data on 314 high school juniors from two urban high schools to illustrate our theoretical studies.
