Global Governance in the Making: Prospects for a New World Order in Tackling Economic Injustice

One of the proposed solutions to economic justice is the concept of global governance, a world order wherein nations, formerly self-seeking and sovereign, would unselfishly cooperate towards solving problems with worldwide repercussions. Is this a utopian ideal or is this an immediate reality? To what extent is this possible, much less achievable?     

制度供给、财政分权与中国的农村治理

治理分为经济治理和政治治理两类项目。在中国自上而下供给主导型制度变迁的基本模式下,有必要在一个统一的框架内梳理新中国建立以来农村经济和政治治理的变迁情况。在供给主导型制度变迁模式下,中央政府针对农村治理的制度安排,往往受中央政府不同政策目标的权衡及地方政府激励相容条件的制约,从这个意义上讲,人民公社时期和改革开放至今,中国农村经济治理和政治治理的原则,都是内生于以财政收支为主要内容的国家建构过程的。特别是由于治理的实施既有赖于中央政府不同政策目标间的权衡,同时也取决于地方政府的支持和配合,因而蕴涵在不同层级政府间财政收支安排中的政府收支责任及地方政府的激励相容问题,对中国农村治理有重要影响。     

重点突破:中国媒体国际传播的战略选择

国际传播能力建设怎样才能取得实际效果?国家和媒体的投入怎样才能实现效益最大化?数据对比发现,中国媒体在经济实力、人力资源数量和结构等方面与西方大型传媒集团存在较大差距,无法与之全面抗衡,宜实施重点突破战略。所谓重点突破战略,就是要对传播内容、传播渠道、传播对象等进行精心选择,将有限的资源优先用于能最有效地影响国际舆论的方面,最大限度地提升国际传播的效率和效果。在深入调研的基础上,本文对中国媒体国际传播的突破重点和突破方法分别提出了若干建议。

国家主权与全球治理是两个具有不同历史和时代维度的理论体系,国家主权是建构国际法理论体系的基石。而国际法的发展及其价值取向的转移又为全球治理理念的兴起创设了条件。因此国际法正是推进国家主权与全球治理两大理论体系协调与交融的重要制度平台。

中国现代刻字艺术已走过将近三十年的历程,如何提高现代刻字艺术表达能力,已为现代刻字艺术家、文艺理论工作者所重视。从现代刻字艺术发展实际而言,现代刻字艺术性创作原则,除了通常所说的写刻相合、形色俱佳等原则以外,还要注意把握刻前书写的艺术性原则、造型的弹性原则、书刻的审美价值原则等艺术性原则。而这些艺术性创作原则可以通过树立正确的职业意识、广读博阅猎取知识、不拘一格敢于创新、勤思苦炼善于雕琢等途径,在学习实践中不断提高。     

Interval estimation in discriminant analysis for large dimension

This paper is concerned with the interval estimation for the log odds of the posterior probability that the observation vector belongs to one of two homoscedastic multivariate normal distributions (Π₁ and Π₂). We give the limiting distribution of the unbiased estimator for the log odds as the sample sizes and the dimension jointly tend to infinity, and approximate the confidence interval based on the asymptotic distribution. Small-scale simulations are performed to check the precision of the approximation.     

‘Pains of imprisonment’: narratives of the women partners and children of the incarcerated

This paper focuses on an important line of inquiry in contemporary criminal justice social work research: the collateral consequences of incarceration in the Chinese context. It gives an insight into the impact of incarceration on families from an insider's perspective. An analysis of interviews with 10 partners and 10 children yielded three major themes concerning the impact of imprisonment: the problems associated with the imprisonment of a family member, the coping strategies used and views on the importance of maintaining family ties. It is hoped that this study will give practical guidance regarding what should be done, and how, to reduce the negative consequences brought about by the absence (temporary or permanent) of the imprisoned on their families, including both their partners and vulnerable children.     

中国黄金市场的风险价值研究

受美国次贷危机以及中国股市低进的影响，对于中国的投资者而言，黄金作为硬通货自然就成为一种很好的实现财富保值增值的投资工具。本文以基于广义误差分布的EGARCH（1，1）模型估计了中国黄金市场的日对数回报VaR值，通过后验测试与统计分析，得出以下结论：EGARCH（1，1）模型（1）能较好地拟合黄金价格的走势（2）杜宾-沃特森（D．W）统计量为1．994103极为接近2，这意味着回报序列的自相关很弱，因此均值方程可以不考虑自回归项。
