The Assets Coming Together for Youth project conducted a critical discourse analysis of mainstream media depictions of Jane-Finch to better understand the discursive strategies used to constitute urban youth. Although a substantive body of literature investigates the negative discourses, little analysis interrogates the nominally positive discourses deployed by mainstream media. The findings suggest that the sociopolitical significance of these nominally positive discourses may go uncontested and pose a challenge to communities advocating for policies to support urban youth development. These discourses are examined using governmentality theory to reveal how racialized narratives of individual triumph re/produce troubled communities.  相似文献

Young people are increasingly called upon to invest in educational qualifications, experience opportunities and other character forming activities in order to stand out from the crowd. This fetishising of generic distinctiveness is promoted throughout education in England, and particularly Higher Education. This paper considers the policy and theoretical implications of the quest to enfranchise distinctiveness in English HE. From a policy perspective the universal promotion of distinction reflects how recent neoliberal reforms in HE have been moderated by a commitment to a liberal ethos of equality of opportunity. Theoretically the mantra of standing out from the crowd is emblematic of the entrepreneurial self as a tool of governmentality. The expectation of compulsory distinction encapsulates the duality of individualisation and regulation that is central to the project of governmentality. This duality is also implicit in the activity of enterprise and how it is calibrated by competition. Being entrepreneurial stimulates innovation but the uncertainty of competition may simultaneously stimulate isomorphic behaviours. The paper concludes by reviewing what the promotion of generic distinctiveness infers for young people and how the promotion of distinction is also bound up with the mantra of confidence.  相似文献

Based on a qualitative research of adoptions from China to Canada, this article analyses changing attitudes and approaches to racial and ethnic differences in adoptive kinship in the last few decades. I argue that culture celebration labour over children adopted from China is shaped by the contemporary Canadian culturalist ethos, the Orientalist imagination, and the Asian model minority stereotype. The cultural identity imperative, a core component of multicultural governmentality, perceives culture as an object, demands non‐white Canadian subjects with rooted belongings, and operates in ways that sanctions and incorporates, as it depoliticises and subordinates.  相似文献

ABSTRACT

‘Youth’ as a social category is used and abused in all manner of ways across an array of fields, platforms, discourses and spaces, Youth Studies notwithstanding. When we talk about ‘young people’ sometimes we seem to be referring to different phenomena, depending upon our political interests, theoretical perspectives and research methods. This article interrogates how the concept of ‘youth’ is figuratively put to work. By suggesting different figures of youth, and inviting suggestions for more, I propose that tracing how they are situated in different ontological spaces can develop a clearer conception of our research object(s) and help reduce confusion and the possibility that we are talking past each other. The incomplete picture I want to paint of figures of youth, in quite broad-brush strokes, all inter-relate in something of a feedback loop, a material-semiotic assemblage that forms powerful affects for the ways that ‘youth’ is brought into being, how youth are researched, governed, co-opted and exploited.  相似文献

ABSTRACT

This article focuses on the challenges to social work evolving from two major discourses contributing to the common sense contextualising social work within the new spirit of capitalism and the governing of the soul. Beside neo-liberal ideas and values challenging social work values and the welfare state, the question is also about managerialism. To what extent is the social worker able to contribute to liberating, reflexive critique, or exert pastoral power? I have chosen to see how the idea of the social investment state may be linked to Rose’s and Foucault’s ideas about expanding governmentality and end my discussion by relating to some of the early writing on social work’s challenges in confronting ideas and practices interpreted as neoliberalisation moves.  相似文献

This article explores contemporary uses of museum co-production for public policy through a sustained theoretical engagement with Tony Bennett's work on museums as an ‘object of government’. The specific focus is a theoretical discussion of the ‘logic of culture’ as it relates to new UK policy uses of participants' ‘experience’ as the desired site of authenticity at the very same time as the process of expressing this authenticity is located as a site for reform. It is argued that Bennett mobilizes two techniques of scale (fixing the analytic lens of governmentality and drawing on a strong scalar correspondence of power) in order to secure a relatively disciplinary reading of governmentality and to foreclose the resistant possibilities of cultural politics. Drawing on the differences between practices associated in UK museums with ‘access’ (which works through the dis-intensification of the difference between the museum and everyday life) and with ‘social impact’ (which requires a re-intensification of this difference in order to increase the visibility of effect), this article concludes by countering Bennett's more disciplinary uses of Foucault with the Foucault of ‘The Subject and Power’. It is argued that the ‘logic of culture’ can be calibrated to varying intensities in considering the coming-into-relationship between the museums and those-to-be-involved. It is specifically argued – following Foucault's spatializaton of ‘thought’ as distance (limit-attitude) and ‘counter-conduct’ as proximity – that the ‘logic of culture’ might be actively re-calibrated to use the spatialized dynamic of distance and proximity to create spaces which might allow the museum and its associated policy – not just those involved – to be affected by the co-production encounter.  相似文献

Though Canadian universities are legally required to accommodate disabled employees, disabled faculty still experience difficulties navigating neoliberal performance standards and medicalized conceptualizations of disability. Drawing on data from a qualitative study with Canadian university faculty, this paper explores the experiences of five disabled academics. Our analysis draws on post-structural understandings of neoliberalism, discourse, disciplinary power, and governmentality, as well as Rosemarie Garland-Thomson’s concepts of the fit and misfit. Though the sample is small, this analysis suggests universities pose disabling contexts for academics. Disability is cast as individual responsibility, leaving disabled academics navigating accommodations without institutional support. The normative academic constructed through a discourse of efficiency and productivity is the measure against which disabled academics are evaluated, requiring self-governance to produce themselves as ‘good enough’ academics. Although higher education environments are increasingly diverse, disabled academics are still having to prove their right to exist in academia, hindering their abilities to participate fully.  相似文献

Available, well-positioned urban space at relatively low cost has permitted the growth of a lively small-scale and independent fashion sector in Berlin, mostly female-led. These shops, workshops, boutiques and ‘ateliers’ have also benefited from support in the form of reduced rents for business start-ups (Zwischennutzung) and other provisions which encourage job creation and self-employment. Within and alongside the imperative to self-organise according to the requirements of contemporary entrepreneurial governance, different, proliferating forms of activity can be seen where there are co-operative and collaborative modes of ‘co-working’. Fashion design workshops in Berlin both subscribe to and undermine commercial imperatives, offering embedded forms of job creation where ethical fashion and urban regeneration enter into partnership. This article proceeds by ‘lifting out’ fashion design from current debates about creative economy where the specificities of this sector are often submerged, and, considering recent changes within the fashion industry per se, it offers some reflections, in a period of austerity and cuts to public spending, as well as high unemployment for young women, on the possibilities for localized practice within a neo-artisanal frame. The question of entrepreneurship understood within a broadly Foucauldian frame is interrupted on the basis of the tendency to homogenize and flatten practices within the terms of neo-liberal governmentality. By paying attention to the many multi-mediated associations, and networked arrangements where elements from an earlier tradition of feminist projects, third sector and not-for-profit activities can be drawn on, the assemblages of fashion emerge as a pathway for local growth, meaningful non-standard jobs and a merging of craft with ethical and sustainable practice.  相似文献
