财政支农政策与支农资金效用：重庆个案

直辖以来重庆市财政支农政策体系得到较快发展。数据模型与实证分析表明,政府的投资、财政支出对农GDP增长、农业产出的提高具有较大的弹性作用。现阶段,应进一步完善财政支农政策体系：规范财政支农资金管理机制;有效整合财政支农资金,集中有限资金解决重大问题;健全财政支农资金分配方法,调动各方面的积极性;创新财政支农资金拨付方式,确保支农资金的时效性;完善财政支农资金监督体系,提高财政支农资金效用。     

企业资本金融化与政策有效性

随着中国近些年经济增速放缓,企业"脱实向虚"愈发严重,货币财政政策调控难度明显加大。用企业资本结构冲击来刻画企业资本金融化,构建了一个包含企业资本结构变化下货币财政政策冲击对宏观经济波动的新凯恩斯动态随机一般均衡模型,研究了企业资本金融化与货币财政政策有效性二者之间的关系。研究发现:第一,企业资本金融化冲击会使得经济下滑、消费下降、金融资产价格上升,泰勒规则相比货币供给规则更有利于应对资本金融化冲击;第二,负利率、货币供给和财政政策冲击都会增加产出、消费和投资,但随着企业资本金融化加深,他们对产出、消费和投资的有效性逐渐下降,反而资产价格相对上升;第三,资本金融化削弱货币财政政策的有效性机理在于资本金融化影响了经济总供给和总需求的相应减少,从而使得总产出、消费和投资相对下降;第四,通过模型方差分解得出,资本结构冲击能够解释资产价格收益波动的19.48%,另外从长期来看,不管是泰勒规则还是货币供给规则下资本金融化深化都会影响实物有效投资不足,从而影响长期消费,不利于长期经济增长。     

Does motivating language matter in leader–subordinate communication?

This study examines the relationships among motivating language, intrinsic motivation, supervisory effectiveness, job performance, and organizational citizenship behavior. It compares the effects of motivating language across different organizational categories. Of the 500 questionnaires that were distributed, 277 were found to be usable (161 for the airline organization and 116 for the army organization). The findings of the study contribute to the literature on human resource management, communication, leadership, and organizational behavior by showing the effects of motivating language on supervisory effectiveness and organizational citizenship behavior, as well as by identifying the mediators of intrinsic motivation. However, the study offers no evidence that motivating language has an effect on job performance. The study also notes that, regardless of whether a person is in an army or airline organization, motivating language can produce the same result and does not vary much across cultures.     

Poverty reduction effectiveness of public income transfers in South Korea in the wake of the global financial crises: a panel-data analysis

By using a longitudinal data-set from the Korean Labor and Income Panel Study, the present study examines the poverty reduction effectiveness of public income transfers in South Korea from 1998 to 2011. Findings indicate that the average poverty rate fell from over 20% between 1998 and 2000, to 14% from 2001 to 2006, rose to 17% by 2008, and declined to 15% in 2011. However, the poverty-rate reduction effectiveness continuously increased from 5.5% in 1998 to 32.8% in 2011. The poverty-gap reduction effectiveness also improved sixfold from 6.8 to 39.6% over the same period.     

Compliance with International Norms: Implementing OECD DAC Principles in South Korea

This study raises the question of what determines compliance with the OECD DAC framework on the basis of a case study of South Korea. This research argues that fragmented institutional structures limit the bureaucratic capacity for greater compliance. At the same time, the findings illustrate that lack of interest from dominant institutions can limit the consolidation of political will for change at the national level. This study has implications for future DAC donors in that special and peer reviews can be useful methodologies to identify current limitations for change. Finally, the study emphasises the importance of consolidated political will in terms of readiness to adopt global standards at the domestic level before commencing membership and obligatory processes.
