International policy trends favour personalised approaches to housing support for people with disabilities. Previous research is inconclusive about whether these approaches are effective compared to group home support in the way they use government resources and benefit clients, partly because it does not usually consider the experiences of people who use the support. In this research we compared six new, innovative case studies of personalised housing support to previous research about group home support. We included qualitative data about client experiences, in particular regarding social networks, decision making, community service use and participation in domestic tasks. We found that client outcomes were positive in all four categories, while the financial costs to clients and government were similar to group home support. The results offer evidence that current, personalised approaches to housing support can be an effective policy option that allows people with disabilities to make choices about how to live and participate in their communities, without increasing the cost to government.  相似文献

北京市流动人口住房状况的非制度影响因素分析   总被引:1,自引:0,他引:1  
流动人口的住房研究以往大多集中于制度性因素的研究,但是近来对收入、教育程度、流动时间等非制度因素给予了越来越多的关注。本文利用北京市流动人口的调查数据进行分析研究,发现流动人口住房条件受到收入和在京居住时间这两个因素的显著影响,收入越高、居住时间越长,居住状况就越好。居留的稳定性对住房状况影响显著,但是工作稳定性没有对流动人口住房状况产生影响。因此,对流动人口应实行体现资产建设型的社会政策,普遍推行住房公积金的福利制度。  相似文献

Insurance is overlooked in planning practice and research. Focusing on house and contents insurance in Australia’s disaster-prone areas, I describe why the impacts of insurance availability and pricing on urban form requires greater attention from planners. With increasing climate change-related risks, the growing influence of insurance and insurers is exacerbating social and financial inequity: fostering disadvantaged enclaves and protected pockets of wealth, and sustaining insurer profits. I call for the better integration of insurance within planning, particularly a more considered and careful mobilization of insurance in disaster preparation. 住房是人居环境居住系统当中的核心要素,对住房需求的满足及房屋质量、居住环境的优劣也是城市宜居性的重要体现。改革开放后,住房制度的改革与房地产市场的发展也带动了房屋建设水平的提高,现代化住宅的建筑技术、房屋设计、新型材料的普遍应用,使西藏城市住房与内地城市住房在质量上趋同,普遍具备较好的采光、采暖、防水、隔音等功能,更好地提升了居住的舒适度和安全性。现代化厨卫设施的普及让居家生活更为便倢和卫生,藏族民众的卫生观念、健康意识也随之提高,清洁燃气、太阳能等家用能源的普及还促进了城市生态环境的保护,而社区环境也更加舒适和安全,城市宜居水平得到长足的发展,西藏民众的居住变得更加舒适,城市人居环境也因此得到发展。  相似文献

The Over-the-Rhine (OTR) neighborhood of Cincinnati, Ohio is a gentrifying inner-city community undergoing rapid revitalization. In a gentrifying neighborhood like OTR, the Housing Choice Voucher Program (HCVP) could help sustain a mix of incomes within an increasingly high-income community. This study uses geographic information system analysis to examine the role of HCVP in OTR from 1995 to 2012, that is, changes in voucher holder density, hotspots, and migration patterns. Discussions with key stakeholders provide additional insight on gentrification in OTR and the ways HCVP could be used to create a mixed-income neighborhood that would benefit lower-income households.  相似文献

Land markets in most poor cities do not work very effectively and contribute to making social housing unaffordable. One once popular response was to set up a public land bank. In truth, few such banks were terribly successful and, with the onset of neo-liberalism, the approach fell out of fashion. However, one government recently established a state land bank in an attempt to slow the growth of illegal settlement and to improve housing conditions for the poor. Bogotá's efforts have had some measure of success although the agency could never achieve the ambitious goals set for it. The paper describes the different approaches of the agency over the last decade, the problems that it has faced and what it has managed to achieve. Today, the agency no longer buys land and prefers to work in association with private landowners; in effect, Bogotá no longer has a state land bank. However, what it does have is an interesting set of tools with which to confront land speculation and to discourage owners from holding on to serviced land. Whether this set of tools will be able to confront the perennial problem of providing land for affordable social housing remains to be seen. Nevertheless, Bogotá provides many lessons for governments in poorer cities about how and why they should take measures to improve the working of the land market.  相似文献
