江苏省体育服务产业政策研究

在对江苏省各地市充分调研的基础上,运用文献资料、政策分析、问卷调查和实地考察等研究方法,结合政策过程理论及体育产业政策分类体系,对江苏省体育服务产业政策表现形式、政策执行状况进行研究,评价目前江苏省体育服务产业政策执行效果,分析江苏省在发展体育产业的政策实施过程中存在的问题并提出建议。     

新农村建设中农民主体地位实现的信息化路径

农民是实践主体与价值主体的统一体,其主体地位的实现与否直接关系到社会主义新农村建设的成败。信息化与农民主体地位的实现具有一定的内在联结,实现农民主体地位是信息化在农村的发展目标,信息化在农村的发展要以农民主体地位的实现为基础,两者统一于社会主义新农村建设。在新农村建设中,应该以信息化激发农民的主体意识,提高农民的文化素质,拓宽农民利益表达渠道,改善农村公共服务水平,以此推动农民主体地位的实现。     

网络化视阈中的马克思主义大众化

网络技术发展正深刻地改变着马克思主义大众化传播的社会生态环境。立足于当代中国的历史语境,全面审视马克思主义大众化的网络化境遇,探寻马克思主义大众化的网络传播特点和规律,是推动马克思主义大众化的迫切需要。马克思主义理论在网络传播方面存在着三大基本问题：主流网站宣传引领力有待提升,特色理论网络化宣传品牌明显偏少;理论宣传的覆盖范围较低,还存在着诸多盲点和“空白地带”; 网络理论宣传的同质化现象严重,理论宣传的网络资源共享程度较低,创新明显不足。从增强理论大众化的吸引力、提升理论大众化的传播力、强化理论大众化的辐射力、奠定理论大众化的支撑力等方面构建适应网络技术发展要求的马克思主义大众化长效机制和实现路径,是推进马克思主义大众化的理性选择。

Progressive Learning

We study a dynamic principal–agent relationship with adverse selection and limited commitment. We show that when the relationship is subject to productivity shocks, the principal may be able to improve her value over time by progressively learning the agent's private information. She may even achieve her first‐best payoff in the long run. The relationship may also exhibit path dependence, with early shocks determining the principal's long‐run value. These findings contrast sharply with the results of the ratchet effect literature, in which the principal persistently obtains low payoffs, giving up substantial informational rents to the agent.     

Governing Deviance in Public Space through Mayoral Orders: Fields Mismatch and Metropolitan Turbulence

This article addresses the issue of policy change and its consequences on the organizational field and institutional context, looking at the role of an instrument transfer process. We adopt a political sociology approach to policy instruments to account for the impact that the introduction of a securitarian instrument, the mayoral order, had on the implementation process of a social policy. Through a genealogy of the instrument we identify a constitutive, normative and cognitive dimension. Our aim is to explain the interaction between these institutional dimensions, the re‐definition of the organizational field of the policy, and the dynamics of metropolitan politics. Following a synthesis of the policy process and the institutional arrangements where the policy is implemented, we show how the instrument transfer triggered a division within the organizational field, and the rise of institutional tensions amongst local authorities. In the conclusion, we identify the institutional dimensions of the instruments and the policy implementation scale as elements that are to interact with public‐private relationships and institutional arrangements, and that have an impact on implementation process and policy outcome.
