The Tunnel at the End of the Light: the Crisis of Transition in Hungary

The economic, political and social transition processes of the last two decades, far from being in harmony, clearly have a detrimental rather than an enriching influence on each other. These processes will never become harmonised just by themselves in a natural fashion. The worst obstacle of a successful transformation is that the chief actors, such as the government, the market and the representatives of the society. The Prince, the Merchant and the Citizen do not show the necessary commitment, competence and determination to create a new, effective type of partnership. This is a challenge which urgently demands answers on all levels of governance, economic and social life. This must be done in the frames of local communities, and on the regional, the European and the global levels. Nearly twenty years after the political turnabout, Hungary now needs a new social contract and must lay down the ethical, political, institutional and intellectual foundations for its twenty-first century democracy.

Legitimate concerns about industry involvement in gambling research: response to Delfabbro and King (2017)

This paper provides a response to the commentary by Delfabbro and King (2017), which describes major criticisms of articles situated in a ‘political economy’ conceptual framework. The current paper argues that these criticisms obfuscate legitimate concerns about industry involvement in gambling research, and disregard important evidence about activities of hazardous-consumption industries which provide grounds for strong concern about commercial practices of the gambling industry. Although many aspects of the commentary by Delfabbro and King (2017) are contentious, the current paper summarizes conceptual and empirical literature which supports concern about (a) agency and collaboration in practices of the gambling industry, which make assertions of equivalence with a conspiracy theory both inappropriate and misleading, and (b) the role of research on problem gambling behaviours and pathologies in supporting agendas that may undermine public health. This indicates the need for the scientific community to take seriously its role in improving awareness of the hazards of commercial involvement in gambling research, and thus helping researchers to make informed decisions about these risks and their own manner of engagement with the gambling industry.     

Of River Linkage and Issue Linkage: Transboundary Conflict and Cooperation on the River Meuse

Abstract

It is a truism in mainstream International Relations that issue linkage promotes regime formation and integration. The present article applies this idea to the transboundary lower river Meuse and finds its history of integration to be a tortuous one. Contextual political factors have at times promoted integration, at times fragmentation. The path towards regional integration, then, has not been not linear, but has consisted of conflict and cooperation, of (Meuse–Scheldt) river linkage and issue linkage, but also counterlinkage and non-linkage. Clearly linkage is not necessarily positive. I will argue that this does not need to be problematic, but suggest accepting more complexity in the analysis of river integration. I propose a way to create some order in the many available concepts of linkage to map out the role of linkage in integration.     

How Can Low‐income Countries Gain from a Framework Agreement on Climate Change? An Analysis with Integrated Assessment Modelling

By using the integrated assessment model RICE this article carries out a scenario analysis with different assumptions about international negotiations on climate change, in particular hypothesising about reduction in targets for greenhouse gas emissions, technology transfers and financial transfer programmes. It finds that, in terms of growth, developing countries and in particular sub‐Saharan Africa will benefit from agreements that reduce the level of pollution and promote technological diffusion. Moreover, when developed countries are subject to emissions limits and poor regions have no such commitments, financial transfers from rich to developing countries for adaptation and mitigation enhance pro‐poor growth and help the effectiveness of poor countries in reducing emissions.     

论我国高职院校英语教学改革的必由之路
