制约农村妇女政治参与相关因素的分析—村委会直选与妇女参政研究

农村妇女参政是中国妇女参政的创举之一,与此同时在发展过程中也存在着很多制约因素。文章在社会调查的基础上,从社会性别的角度,分析了农村妇女参政的多种制约因素,目的是清醒地认识并逐渐清理妇女参政的障碍。     

政府终结--基本经验模式与演绎模式

分析了政府终结的方法———基本经验模式和演绎模式方法。基本经验模式发展成主体,将日益复杂微妙的事件应用于数据统计,并受到学界很大程度的认可。演绎方法发展为不合作博弈,以主要政治角色的反应为标准,譬如,如果政府快要垮台,有关可能的选举结果就会被准确地预测。把这两种传统模式融合为一种综合的研究模式目前还没有转化为现实。     

Towards Equality Through Legal Reform

SUMMARY

The focus of this article is the author's experience as one of the organizers of a recent campaign for tongzhi rights in Hong Kong. Tongzhi in general refers to lesbians, gays, bisexuals and trangendered people, and in some cases, their supporters as well. After ten years of public education and political advocacy, the tolerance level of the general public towards homosexuality has increased. However, despite this improved atmosphere, the situation remains far from ideal. Citing the recent legal advocacy campaign as an example, this paper illustrates how the proactive approach of tongzhi activists has resulted in significant progress in the battle for equality. These efforts began with Hong Kong's first tongzhi-led campaign supporting pro-tongzhi candidates to win seats in the Legislative Council, which subsequently contributed to the formation of a Subcommittee within the new Legislative Council with a specific mandate to review the situation of discrimination against sexual minorities.     

党内民主与人民民主良性互动及其路径探究

在社会主义政治文明建设的新时期,有效地促进党内民主与人民民主的良性互动,是一个统筹兼顾的系统工程。党内民主和人民民主都是社会主义民主政治的基本内容,二者辩证统一于建设中国特色社会主义政治文明的实践之中。完善和创新相关的制度,是促进党内民主与人民民主良性互动的有效途径。通过相关制度的创新与完善,既可以推动党内民主的发展,又能够促进人民民主的发展,从而实现两者之间的良性互动。     

What Social Workers Need to Know About the Right to Vote

Abstract

Policy advocates and social workers who provide services to low-income and other marginalized populations must be involved in helping members of these groups develop political power. Lobbying for progressive policy reforms is difficult unless members of historically oppressed groups can actually cast votes that will be counted. This paper examines barriers to full participation in the voting process and describes strategies that can be used to link disenfranchised groups to the electoral process. These strategies include involvement in voter registration, voter education, the mobilization of prospective voters, and support for legislation that improves access to the voting booth.     

村委会选举中的派性政治——以资源型村庄为例

文章以资源型村庄为例,对在村委会选举中基于松弛的家族关系上发展起来的派性政治进行分析。研究发现,在村委会选举运行不规范的村庄,派性政治的消极作用表现更明显,导致上访不断、村民政治冷漠以及对基层政府的不信任。为此,政府要建立健全村民选举权的救济制度、村庄民主选举制度以及规范村庄派性政治,以促进村委会选举公平、公正的进行。     

我国农村腐败现象的发生机理及其规避机制探究

正处于社会转型期的我国农村地区,腐败现象极为严重,屡禁不止,并在一定程度上有失控态势。这既是人性自私动机驱使的结果,也存在文化方面的原因,同时制度和法制的漏洞也为基层腐化留下了极大的空间。要有效地整治农村基层腐败,需要建立健全预防和惩处腐败体系,把对人性和社会风气的正确引导与民主制度建设、完善监管体系、加大惩处力度等有机结合起来,多管齐下,从而遏制腐败的滋生蔓延。     

A first-digit anomaly in the 2009 Iranian presidential election

A local bootstrap method is proposed for the analysis of electoral vote-count first-digit frequencies, complementing the Benford's Law limit. The method is calibrated on five presidential-election first rounds (2002–2006) and applied to the 2009 Iranian presidential-election first round. Candidate K has a highly significant (p<0.15% ) excess of vote counts starting with the digit 7. This leads to other anomalies, two of which are individually significant at p～ 0.1% and one at p～ 1%. Independently, Iranian pre-election opinion polls significantly reject the official results unless the five polls favouring candidate A are considered alone. If the latter represent normalised data and a linear, least-squares, equal-weighted fit is used, then either candidates R and K suffered a sudden, dramatic (70%±15% ) loss of electoral support just prior to the election, or the official results are rejected (p～ 0.01% ).     

浅析高校学生社团民选机制

高校的民主与开放程度必然会影响到学生的民主意识,通过对中山大学民选学生会主席这一案例的深入分析,提出了高校学生社团民主选举的方案,以期推动高校学生社团民主制度的发展。
