Party Elites and Women Candidates

ABSTRACT

Using a four state survey of party county chairs and locally elected women, this study finds support for the notion that potential women candidates are subject to bias in recruitment that hinders the cause of electing more women to state legislatures and Congress. It is hypothesized that bias is most likely due to one of two processes: one, the outgroup effect where negative evaluations of women as candidates are predicated on their lack of surface similarity to the predominantly male party elite, or two, the distribution effect where negative evaluations of women as candidates are predicated on the relative paucity of women in high status positions generally and politics specifically. Strong support was found for the outgroup effect, as party chairs consistently preferred candidates more like themselves. Given the ubiquity of men in the party elite, such outgroup biased attitudes represent a significant hurdle for prospective women candidates.

Coordinating community organizations in urban China

Since its introduction in the 1980s, China's housing privatization reform has gradually transformed urban residents into private homeowners, and reinforced disparities in housing allocation and living conditions. Various studies have analyzed the mobilization of private homeowners in newly built, upscale apartment complexes. Using data from field observations and in-depth interviews conducted in five low-income, urban neighborhoods in Beijing in 1999–2000, this article investigates the shifts in the organizational and power structure in older, working-class communities. The article describes the changing status of traditional and newly developed organizations and agencies within these neighborhoods, and analyzes the underlying reasons for the displacements and conflicts they experienced. Drawing on the author's subsequent fieldwork with community organizations in the USA in 2001–2002, the article suggests means of coordinating community organizations in low-income, urban neighborhoods in China, and discusses the opportunities and challenges for the social work profession in its attempts to deliver social services and advocate social justice.     

Transformational Leadership in Labor Organizations: The Effects on Union Citizenship Behaviors

This study suggests that transformational leadership influences union citizenship behavior by fostering a covenantal relationship between the union and the union member. A framework for covenantal relationships is developed from social exchange and social identity theories. Transformational leadership behavior was found to be strongly related to perceived union support, a social exchange construct. The results also indicated that there are positive and significant relationships between other social exchange constructs such as felt obligation and trust. Social identity theory is used to augment social exchange theory in explaining the process by which transformational leadership behaviors relate to union citizenship behaviors through union-based self-esteem. Limitations of the study, implications for union management, and directions for future research issues are discussed.     

基于心理契约理论的高校学生组织管理研究

心理契约理论在社会经济组织中的应用对高校学生管理具有重要的启发意义，为此，通过对比、分析、诠释等方法，在高校学生组织管理中引入心理契约理论，提出在建立共同期望的基础上，组织与学生缔结发展契约，并通过密切与成员沟通、培育组织文化等途径，不断强化契约效能，以此维持人事稳定，促进组织发展，促使高校学生组织更好地发挥育人作用。     

我国科技中介服务机构在区域创新系统中的作用及其发展战略研究

科技中介服务机构作为＂创新活动和科技成果产业化中的一支不可忽视的重要力量,是市场机制的重要载体＂,是区域创新体系中的重要结点,是联系科技与经济的中介。在市场化程度相对较高的国家,科技中介服务业是具有相当发展潜力的产业,对科技和经济的发展起着不可忽视的推动作用。因此,在我国经济转型的关键时期,对科技中介服务机构作用的正确审视以及对其发展策略的研究是十分必要的。本文从区域创新体系的角度阐述了我国科技中介服务机构的发展状况以及存在的问题,并在此基础上从宏观、中观和微观三个层面提出了发展科技中介服务机构的战略对策。     

Executive Orders for the Faith-Based and Community Initiatives

Abstract

Debate surrounding the Faith-Based and Community Initiatives draws both fire and praise as the Bush Administration continues to promote the federal funding of partnerships among state and local government and faith-based service providers. President Bush has endorsed religious groups as valuable partners in delivering services that address social problems through a series of Executive Orders. The intent of this article is to further our understanding of the history related to these executive decisions, the different conceptualizations for defining and classifying faith-based organizations, the issues surrounding faith-based organizations, and the legislative effort to make the faith-based initiative a permanent statutory feature.

伯顿·克拉克教授的《高等教育系统——学术组织的跨国研究》以其独特的视角和研究方法受到研究者的重视，其关于大学目的的思想对于今天中国的大学改革仍具有批判价值与借鉴意义。结合中国近代大学的发展经验，从大学目的的“自然模糊性”与“追求真理”的关系、大学目的与大学组织的关系、大学目的与大学现实的关系解读大学目的，对今天中国的大学改革不无裨益。
