晚清遭受西方殖民主义的屡次侵略而渐次沉沦,内部又爆发大规模的农民起义,可谓内忧外患。这向尚处锁国状态的近邻日本频频发出强烈警报,使其获得改弦更张、积极面对列强来袭的启示,并断然走上开国、倒幕、维新的近代化之路。     

试论咸同时期郭嵩焘的政治思想

郭嵩焘咸同时期的政治思想主要体现在他把官贪吏虐,政治黑暗看作是“致乱之源”,从而一方面极力主张“严以驭吏”,“肃清官吏之路”;另一方面也主张“宽以抚民”,反对严刑峻法．这些思想有助于我们理解郭氏后期思想的变化和发展,同时,对今天也不无借鉴意义．     

Developing a Rubric for Supervision of Students Counseling LGBTQ Clients

More than 100 pieces of anti-lesbian, gay, bisexual, transgender (LGBT) legislation are active in 2018. In this current political climate of “conscience clause” legislation, counselor educators and supervisors are poised to adopt more holistic practices in assessing and evaluating student and supervisee readiness to work with LGBT queer (Q) clients. The purpose of this article is to present a dispositional framework for assessment and evaluation and introduce the flexibility, integrity, awareness, stability, compassion, and openness (FIASCO) rubric of professional counseling dispositions. Two court cases, Keeton v. Anderson-Wiley and Ward v. Wilbanks, are used as case examples for applying the FIASCO rubric to situations involving LGBTQ clients.     

An empirical assessment of the operational performance through internal benchmarking: a case of a global logistics firm

This article solves an operational performance measurement problem of a global logistics firm through an internal benchmarking tool. The intended impact is to enable logistics firms to form a deeper understanding of their own internal processes and metrics. The methodology of this in-depth action research involves a sequential approach with a series of interviews, questionnaire-based surveys, operations data collated through observations and process mapping yielding real-world data. A series of statistical tests are conducted to analyse the collated data. Strategic priorities of the firm are integrated with the firm’s operational performance to ascertain the effective performance by considering both the tangible and intangible measures. The outcomes inform both practitioners and academics how the firm could improve its freight forwarding business’s profitability by ensuring that its operations meet the prioritised criteria. The ‘best practice’ derived from internal benchmarking forms an intermediate step towards external benchmarking. The outcomes facilitate investigating the current business strategy, the standard operating procedures and the scope of improving those.     

Dynamics of Domestic Labor Across Short‐ and Long‐Distance Family Relocations

Family relocations within developed countries are argued to have gendered consequences for paid employment, with men's careers improving and women's careers deteriorating. However, little is known about their potential relationships with outcomes in other life domains, including partnered men's and women's relative shares of domestic labor. The authors addressed this gap in knowledge by theorizing and examining how within‐couple gender gaps in domestic work evolve across short‐ and long‐distance family relocations over the life course, paying attention to the over‐time dynamics before and after event occurrence. To accomplish this, they used 12 years of panel data from the Household, Income and Labour Dynamics in Australia Survey and panel regression models. The results indicated that family relocations widen the within‐couple gender gap in weekly housework hours, largely because of shifts in women's employment situation and fertility episodes that accompany residential relocations.     

Dialogical Research in Supervision: Practical Guidelines from Experienced Supervisors in Family Therapy,Child Protection,and Specialty Mental Health Services

This two‐year qualitative participatory research project examines practical guidelines for supervision. Sixteen experienced supervisors across professional settings of family therapy, child protection, and specialty mental health services in the geographical regions of Northern Norway and Northern Sweden outline four main practical guidelines in supervision based on their supervisory practices: (1) elaborating an agreed‐upon contract; (2) exploring potential formats; (3) exploring contents; (4) acknowledging responsibility for process and dilemmas. Participants summarised how they generated mutual growth in supervisory relationships, while being respectful of the first‐person perspective of supervisees. The study challenges pre‐dominating guidelines about deficit‐ or developmental stage‐oriented supervision. It illustrates reflecting processes and a polyphonic orientation in supervision by welcoming diversity, wondering, and tolerance for the not‐yet‐decided among involved persons in a mutual exploration and calibration of relevant knowledge. It outlines a dialogical research for sharing, exploring, and questioning knowledge as beneficial for whom, told by whom, and evaluated by whom.     

浅析中国古代行政监督制度

我国古代的行政监督制度,创始于秦汉,发展于唐宋,强化于明清,建制周密,历史悠久。追溯历史长河,通观封建社会两千多年的监察监督历史,历代封建君主皆极其重视监察制度的创建和对官员的监督。     

论政府效能监察体系的构建

中国在进行廉政建设的同时,也在进行政府效能监察工作。效能监察是监察机关为维护公共利益对监察对象存在的不尽职、不正确尽职、影响其他人尽职,乃至玩忽职守渎职失职等违法、违纪行为进行的监督检查活动。由于理论支撑滞后和相对经验不足,至今没有形成公众认可的、在较大范围适用的政府效能监察体系。本文依据调查资料,分析了构建当代政府效能监察体系的实践基础,揭示了政府效能监察体系的内容结构,预测了政府效能监察的发展趋势,提出了健全和完善效能监察体系的措施。     

有限理性下的社保基金投资监管进化博弈研究

社保基金的投资监管是复杂的决策问题,无法满足主流博弈论“完全理性”的要求。因此从有限理性角度出发,分别建立了基金经理人之间、社保基金管理机构与基金经理人之间的进化博弈模型,求出模型的复制动态方程,研究不同情况下的进化稳定策略,并得到博弈群体的复制动态相位图。     

共享住宿平台监管机制的演化博弈研究——基于第三方监管视角

针对当前共享住宿平台存在的管理乱、隐患多、维权难等诸多问题,以及政府缺乏有效监管的现实情况,分析共享住宿平台的最佳监管机制的状态。文章将消费者参与度引入博弈模型,从第三方监管视角出发,构建演化博弈模型,分析共享住宿平台与政府监管部门行为的影响机理。研究表明：随着关键参数的取值变化,系统分别呈现出四种演化稳定结果,以及一种周期性的随机状态;加大政府的惩罚力度、提高消费者的参与度,可以引导系统向最优状态演化。从制度体系、声誉机制和信息披露机制方面为平台的规范发展和政府部门监管提供决策参考。
